The principal objective of the contribution is to increase the resilience of chronically vulnerable people to climate-shocks and related risks to reduce humanitarian needs in targeted pastoral, agro-pastoral and peri-urban communities in Somaliland and Puntland. The expected outcomes of the contribution are: Outcome 1 (Adaptive Risk Management): Improved capacity of households to implement effective disaster risk management and positive coping strategies to mitigate the immediate and future effects of exposure to shocks. Outcome 2 (Shock Response Programme): Improved capacity of individuals, households and communities to adhere to positive development pathways, increase productivity and adapt through climate sensitive approaches, despite exposure to shocks from both rapid and slow-onset hazards. Outcome 3 (Sustainable Livelihoods & Economic Growth): Improved capacity of pastoralist, agropastoral, and peri-urban households, to engage in strategies for sustainable livelihoods and economic growth to enhance food security and resilience. Outcome 4 (Transparent, Accountable & Inclusive Governance): Transparent and accountable governance structures at the community, district and national levels established to ensure an enabling policy and regulatory environment for sustainable livelihoods and economic growth to enhance food security and resilience. Outcome 5 (Evidence for Adaptive Management & Innovation): Monitoring, Evaluation, Accountability & Learning systems are equipped with a data management platform, which forms the evidence base for informed decision making and strategic programming among relevant stakeholders.
