Statistikmyndigheten INE 2016-2019

INE has during the last few years grown to become an independent and strong institution for official statistics. The Swedish support through the Common Fund has been crucial for this development. Particularly the statistics on economic and social development have improved, as has the level of methodological  expertise in relation to surveys. special areas of improvement have been in national accounts and government finance, where SEN is now producing good quality data in 2018. Under the cooperation with ScanStat (Statistics Sweden, Norway and Denmark)  there was a very strong focus on the 5-year Household Budget Surveys (IOF) and the INCAF (a quarterly survey on living conditions). In total 25 missions were carried out in this area. While the IOF realisation has clearly improved thanks to TA of Scanstat it is also noteworthy to indicate that the continuous household budget surveying methodology and tool, in spite of considerable attention by the Scanstat consortium, has been discontinued in 2017, thus not all investments in this area have been sustainable.  Progress in statistical development in Mozambique has been significant from 2008 to 2013, but in more recent years, it has slowed down considerably, with a recent recovery in 2018.  This was mainly caused by the reduced availability of survey and population census data needed to measure key socioeconomic indicators and by the lower frequency of these indicators. Nonetheless, the overall index score is much higher than in Zimbabwe and Zambia.   The main challenges identified at the level of the SEN are the budget and capacity constraints related with the realisation of larger censuses, such as the population census of 2017. The organisation and the logistics for this census were seriously delayed because of budget constraints and renegotiation of contract conditions with a Portuguese service provider in the data collection and processing of the census results. This has also led to more uploading of tasks for INE itself to process and analyse data, causing additional delays.  The website of INE has undergone significant improvements and the availability of statistics data on the website is good and regularly updated. External stakeholders indicate that they make frequent use of statistical information available on the Website.  The provincial statistical offices also show progress, and especially the office in Gaza is said to be of high standards after the long cooperation.       

The development objective of the intervention is to contribute to a democratic development, to participation, enlightened debate, well grounded research and policy planning and follow up of development policies by furnishing Mozambican general public and institutions, as well as international community with quality statistics.
