Resultat
The Sober Youth Healthier Communities Project, implemented between 2020 and 2023, with an extension until 2024, has shown positive results in its second phase (from January 2022 to August 2023). Over the course of the project, 1116 youths have participated in the project and have been empowered to leave their precarious lifestyles behind and reintegrate into their families and communities. The program offered psychosocial and vocational skills training as well as income-generating activities, to ensure sustainable reintegration. For example, 264 young girls were trained in design and tailoring, 100 men were trained to drive, 30 youth engaged in agricultural skills, 60 girls joined income-generating activities, etc. Besides this, the program plans to establish 12 medium tailoring shops creating income-generating activities for 120 young girls to ensure sustainability and economic empowerment. Overall, the program maintained a strong do-not-harm approach and provided support, guidance, and follow-ups. The activities themselves not only benefitted the beneficiaries, they also positively impacted the community as, for example, the vocational skills training and income-generating activities included waste management and creating boreholes, providing access to drinking water to some communities after over 10 years. Moreover, a gender-sensitive approach, including the psychosocial aspects of trauma support, was integrated in the program and its activities. Feedback and wishes for certain activities by participating women were reviewed and accommodated. Some youth having finalized the program have kept in touch with the partners and shared positive developments in their lives, such as the return to studies, reunification with their families, opportunity to travel domestically and internationally, and/or joining the army. WFAD, Besides providing support to direct beneficiaries, the program also focuses on building capacities of civil society within the DRC by providing capacitystrengthening training and building networks. They have been in contact with 51 local organizations, 5 government institutions (including the DRC National Program Against Drugs - PNLCT, Social Affairs Ministry, Health Ministry, Youth Ministry, and Presidency Youth Special Advisor), and various municipal institutions. The latter encourages collaboration on strengthening prevention, treatment, and recovery services. Additionally, the East African Network has evolved and conducted meetings, forum, and field visits to engage with local organizations to discuss challenges, opportunities, and possible synergies. The Liaison Officer has received a request by the Southern African Region to set up a similar initiative. Moreover, the program advocates for more established national drug policies. Hence, WFAD DRC has connected the PNLCT and its Kenyan counterpart, the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA). Additionally, in agreement with Special Advisor to the President concerning Youth, Gender, and the Fight Against Violence Against Women, WFAD and WFAD DRC have been taking the lead in organizing a roundtable event for organizations in the field to find possibilities for collaboration and policy development. Lastly, the program receives international exposure due to its participation in international platforms, such as the UNODC and African Union. The program has showcased that by offering the right support, youths are empowered to leave their precarious lifestyles behind, develop in a healthy manner, and return services to the community. As more youths need the support, approached WFAD DRC, and shared their wish to participate to change their lives around and further awareness on national and international level needs to be raised, the continuation of the program is essential. However, to Sober Youth, Year III report 45 allow more beneficiaries to partake in and benefit from the activities, sustainable funds are necessary. The general objective of this contribution is to prevent young people from joining, and support others in leaving, the street gangs, whilst contributing to a strengthened drug policy in the country. In order to prevent and tackle urban violence, this intervention will introduce and support mechanisms for mentoring and empowering young people through psychosocial support, vocational training, entrepreneurship, socio-economic and social reintegration, for the positive development of youth in becoming contributing members of the community. Moreover, the capacities of partner organisations and network of organisations and stakeholders working against the social and socio-economic consequences of alcohol and drug use in the DRC will be strhengthened, and regional cooperation to share best practices will be developed to advocate for and create better preconditions to prevent youth from joining, and support others in leaving violent street gangs. As far as the theory of change is concerned, WFAD suggests a four levels of intervention to meet the needs of these young people: individual, family, community and institutional levels. The project will offer support in recovery and desistance from violence, criminal behaviour and illicit drug use, including parental support groups, and provide vocational training as well as income generating activities. Advocacy activities targeting key institutional stakeholders, including local authorities, police, and policymakers will enable the enhancement of credibility, cooperation between different actors/stakeholders. As well as possibility for replication and mainstreaming of the activities. The project offers a clear environmental dimension as it focuses on sanitation services and production of clean and affordable water, while offering clear gendered specific support.
