Insatsen utgörs av genomförandet av Svenska Afghanistankommitténs (SAK) Strategiska Plan (SP) perioden 2018 till 2021. Planen har fem övergripande mål: - Målgruppernas hälsa och näringsstatus har förbättrats. - Barn i de samhällen som blivit utvalda för utbildningssatsningar uppvisar ett förbättrat lärande. - SAK:s målgrupper är mer engagerade i sina egna samhällens utveckling och har förmågan att säkerställa sin egen försörjning vilket gör dem bättre förberedda att hantera olika typer och chocker och katastrofer. - Ett starkare politiskt och allmänt engagemang för det afghanska folkets rättigheter. - SAK är en trovärdig och stark organisation, engagerad för att genomföra organisations uppdrag. SAK:s framgångsrika engagemang i Afghanistan under 40 år, ofta under mycket svåra villkor, talar för SAK:s kapacitet och kompetens att genomföra sin Strategiska Plan under insatsperioden. SAK når varje år ett stort antal människor med tjänster inom utbildnings- och hälsosektorerna och genom olika utvecklingsprojekt på lokal nivå. Varje år genomförs ett antal utvärderingar, både interna och externa, av SAK:s verksamhet. Sammantaget visar dessa att SAK åstadkommer goda resultat för målgrupperna. Utvärderingar har under senare år bl.a. visat att kvinnor och människor med funktionsnedsättningar som erbjudits lån för att utveckla produktiva verksamhet ökade sina inkomster signifikant. SAK:s program för Community Based Rehabilitation har bidragit till att deltagarna märkbart kunnat förbättra sin rörlighet, kommunikation, deltagande i det lokals samhällslivet och sitt psykiska välbefinnande. Programmet har bidragit till en positiv effekt på sysselsättning för rörelsehindrade och till förbättrad läs- och skrivkunnighet. SAK:s insatser för kvinnor på lokal nivå har bidragit till att kvinnors rörlighet inom byarna och distrikten ökat. Genom kapacitetsträning för ledarskap har kvinnor uppvisat ett ökat självförtroende och kvinnor har sökt uppgifter i lokalsamhället utanför hemmet. Sida är SAK:s enskilt störst finansieringskälla och täcker drygt 60 procent av finansieringsbehovet under insatsperioden. Den näst största finansieringen kommer från den afghanska staten. Övrig finansiering inkluderar medlemsavgifter, privata gåvor, andra givare och bidrag från företag. SAK har gradvis minskat sitt beroende av Sida som finansiär och ämnar fortsätta att bredda sin finansieringsbas och har bl.a. som mål att dubbla finansieringen från privata företag under insatsperioden.

Resultat
Since the contribution covers a very wide reaching programme, the below is just a few examples of all results that have been achieved. Strategic Intervention area 1: Health Outcome 1.1: Access to health, nutrition, and integrated rehabilitation services improved in the target groups. - Since 2018 SCA's activities contributed to increased access and utilization of healthcare services. Average care-seeking rose from an average of 2.46 times per person and year to 2.89 times in 2022 in SCA's target areas. Over the entire period, SCA's hospitals and health clinics received over 10.5 million patient visits. - Over the programme period an average of 84% of births in the targeted regions were attended by a skilled birth attendant and 95 % of children in the targeted areas received PENTA 3 vaccine. - All of SCA's health facilities implemented Infection Prevention and Control (IPC) protocols to minimise spread of infections and cross contamination. - Competence development trainings were organised for 12,400 health staff including community health workers (43 % women) which is 117% of the total target, overachieved due to recruitment of new staff. - Hiring competent staff with a focus of women has been crucial to drive the achievement of desired Mother and Child Health outcomes. In Wardak 72 new staff (34 % women) were hired during 2022, including medical doctors, midwives and vaccinators. In Nuristan, 16 new women staff were hired as midwives, psychosocial counsellors, nurses, and vaccinators. 96% of health posts had women community health workers in order to facilitate access for women. Hiring women staff has been made possible due to the provision of supportive facilities and motivational packages. - Rehabilitation and inclusion of persons with disabilities have been essential in reaching the planned outcome. The mental well-being of persons with disabilities was strengthened by the psychosocial support services included in the existing physical rehabilitation programme activities. During 2022, 19 010 (41 % women) people received physiotherapy and 18 437 (32 % women/girls) persons with disabilities received or repaired their assistive devices. Outcome 1.2 Improved behaviour on how to prevent disease and improve health - Positive changes in behaviour were observed with regard to water, sanitation, and hygiene in the target rural communities. Apart from having access to safe drinking water, the creation of hand washing points or stations, handwashing with soap, and safe water storage were the most noticeable changes. SCAs WASH programme reached 257 565 community members (133 934 women) in 199 communities across eleven provinces during 2022. - The Learning for Healthy Living program enrolled 20 500 students over the contribution period. In 2022 it recorded a 127% achievement against target even though the DFA temporarily suspended the program during second quarter of 2022. - In 2022 SCA distributed over 19 000 hygiene kits to first grade students in schools, and over 10 000 Menstrual Hygiene Management (MHM) kits to teenage and adolescent girls in schools and homes to ensure MHM is not a barrier to girls access to education or reason for erratic attendance. As part of its school health programming, SCA established and fully equipped 26 health posts in hub schools across all its regions for use by girls and boys when in need of health-related information and basic health services. The health posts will be functional and ready to offer services in 2023. Strategic objective 2. Targeted communities have improved learning achievements Outcome 2.1. Improved access and inclusive learning environment for all children - There was a marginal overall improvement of 0.4% in the average gross enrolment ratio (GER) between 2018-2022 compared to the GER baseline of 69% in SCAs programme, despite of the challenges in the education sector, including the ban on girls secondary education. - There was an average increase of 30% in the gross enrolment ratio of girls with disability and 24.8% in the gross enrolment ratio of boys with disabilities between 2018 and 2022. This was achieved through concerted efforts on continuous advocacy, especially regarding disability inclusion, implementation of preparatory education, capacity building of teachers and students and awareness raising among School Management Shura (SMS) members, students, parents, and community members. - The total number of CBE students increased from 104 165 in 2021 to 119 991 in 2022. Outcome 2.2. Enhanced effective teaching and quality education - Three was an overall improvement of 15% in teachers trained by SCA and able to demonstrate improved teaching practices. This was achieved through SCAs focus on training teachers in different thematic areas, mentorship support and follow up and on-site support to teachers. -There was an increase of 7% of students (girls 7%; boys 11%) achieving grade level competences in literacy and numeracy between the baseline of 75% (girls 81%; boys 66%) and the endline in 2021. - SCA incorporated 16 research fellows (7 women) to mentor over 100 teachers (over 50% women) from 60 CBE and formal schools in eight across provinces (Nangarhar, Kunar, Ghazni, Paktika, Balkh, Jowzjan, Kabul and Helmand) in utilization of action research to improve the learning and delivery of instruction. - Special Education Resource Persons were trained in advanced Braille and sign language. 501 (61% women) CBR workers and special education teachers were trained in preparatory and special education. Strategic Objective 3: SCA target groups are more engaged in community-driven development and can secure their means of living, providing them with resilience against shocks and emergencies. Outcome 3.1. SCA target groups have enhanced existing livelihoods and/or diversified livelihood options - 77% of the households/respondents improved their income after participating in SCA programme interventions as a result of expanding existing businesses, starting new businesses, improving production, and gaining access to markets. Approximately 82% of respondents who reported a rise in income increased it by more than 25%, and 43% increased it by more than 50%. - 70 % of respondents/households reported better living conditions than in 2017/18, while just a small proportion of households (10%) poorer living conditions. Outcome 3.2. Community-based organizations in target communities are more self-organized, representative and fulfil their responsibilities in the promotion and advocacy of accountable and responsive community-driven development - In 2022, SCA supported, financially and technically, 17 Organisations of Persons with Disabilities (OPDs), including four women OPDs. Over the years their institutional maturity has increased, and their capacity to better protect and defend the rights of persons with intellectual and physical disabilities improved. - In 2022 SCA supported 105 Self-Help Groups (SHG, out of 49 are women SHGs) of persons with disabilities to further encourage them to continue efforts and improve their income generation activities. Outcome 3.3. Local government authorities have enhanced capacity to better respond to the demands of the target groups - Following the political change, engagement and coordination with local duty bearers have mostly been focused on facilitating the execution of programme activities. SCA facilitated field/monitoring visits and interaction events between the rights holders and duty bearers to strengthen engagement and improve accountability and public service delivery. Capacity development activities for duty bearers were not planned and implemented in 2022. The field visits with interactions or discussions between rights holders and duty bearers were beneficial for increasing local duty bearers' understanding of development activities, creating strong links with communities to understand issues and concerns, and cultivating a sense of accountability and responsiveness.

Improved access and inclusive learning environment for all children b. Enhanced effective teaching and quality education c. Community-based organizations in target communities and professional associations are more self-organized, representative and fulfil their responsibilities in the promotion and advocacy of accountable and responsive education services d. Education authorities have better capacity to secure sustainable, inclusive and effective education services 3. SCA TARGET GROUPS ARE MORE ENGAGED IN COMMUNITY-DRIVEN DEVELOPMENT AND ARE ABLE TO SECURE THEIR MEANS OF LIVING, PROVIDING THEM WITH RESILIENCE AGAINST SHOCKS AND EMERGENCIES a. SCA target groups have enhanced existing livelihoods and/or diversified livelihood options b. Community-based organisations in target communities are more self-organised, representative and fulfil their responsibilities in the promotion and advocacy of accountable and responsive community-driven development c. Local government authorities have enhanced capacity to better respond to the demands of the target groups The intervention will contribute to SCA improving its capacity to pick up and channel voices of the target groups to the donors and policy-makers. The contribution will also contribute strengthen SCA as an organization to achieve its mission.
