WaterAid has applied to Sida for funding of 160 million SEK to carry out their global strategy "Everyone, Everywhere 2030" (2015-2022). The last year of activities is 2021/2022, with Sida's final payment planned in 2021.The intendent agreement will finance WaterAid's global Strategy. Given that the strategy implementation is the common responsibility of the 7 WaterAid members, there is no apparent "overarching" legal entity for Sida to enter into agreement with. WaterAid International does not have any implementing activities but a coordinating role. As one of the members, WaterAid Sweden will be the agreement partner and will forward more than 90% of the funds to other WaterAid members with implementing activities in program countries. A certain amount will remain at member's level for strategy implementation such as global advocacy etc. but more than 70% will be channelled to program implementing activities at program country level.The assessment has been carried out on the global level, the common guidelines, capacity and risks etc in regards the implementation of the global strategy. Unless specified, "WaterAid" refers to the 7 members, the program countries and the international secretariat jointly. As the agreement partner, WaterAid Sweden will be the responsible towards Sida for the implementation and monitoring of the support, though the contribution is intended WaterAid's global strategy. The reporting and monitoring will focus on the global work, results and budget with the addition of WaterAid Sweden’s financial statement. WaterAid globally has a total annual turnover of about 1 billion SEK of which Sida's contribution will amount to less than 4%. Approximatively 40% of WaterAid's revenues derives from private donors and 25-30% are funds from institutions.With the planned contribution, Sida will double its annual global support for WaterAid. The increase is due to good experiences from the first contract period, good results reported in the evaluation carried out in 2017, and the assessment of WaterAid's relevance to Sida's assignments and work as outlined below.WaterAid's main objective is to ensure access to water, sanitation and hygiene for all people, by 2030. To achieve this, the strategy is based on four main areas, based on WaterAid’s estimation of how they best can contribute to large-scale change: sustainable systems, integration (with other sectors), hygiene and equality. WaterAid's work is based on 5 methods: impact work and influence, sustainability, capacity development, partnership and disaster resilience.WaterAid has a new performance framework for the remaining period of their strategy. Quantitative objectives to be achieved in the period 2018-2022 are;- 2 million people with water,- 3.5 million people with sanitation and- 5 million people with hygiene.In addition, advocacy work for increased funding and good allocation of public finances and sector budgets, policy development, capacity building of partners as well as support for increased accountability is expected to result in even higher number of people having sustainable access to water, sanitation and hygiene. WaterAid has a system for quantifying policy development in its partner countries, which will be included in the reporting. WaterAid will also work to develop targets and indicators for the indirect results.WaterAid has a central focus on the poorest and most marginalized people. This is expressed both in the selection of programmes and projects, but also through WaterAid's work on the rights perspective and inclusion of people with, for example, disabilities in its planning and implementation.
