Result
Since 2011 the Swedish Environmental Protection Agency (SwEPA) has supported Serbia´s preparations for the forthcoming EU accession negotiations through the Environment Accession Project 1 and 2 (Envap 1 and Envap2). Envap 3 built on previous projects and continued to support the Ministry of Environmental Protection (MEP) in the planning and implementation of the environment approximation and negotiations. The project objective was to strengthen MEP´s ability to manage the EU environmental approximation process and efficiently prepare and take part in the upcoming EU accession negotiations for Chapter 27. Sida assesses that the overall objective has been achieved. During the project period, and especially at the last two years of the period, MEP´s ability to manage the EU environmental approximation process and efficiently prepare and take part in the upcoming EU accession became stronger. Shortly after Envap3 started the Serbian Government received an invitation to submit the Negotiating Position (NP) for Chapter 27. The main focus for Envap3 was hence to prepare the NP and this was successfully done. The NP was submitted in January 2020 (with more than 1500 pages in total). After a process in the European Council, Chapter 27 was opened for negotiations in the Cluster 4 in December 2021. It can be concluded that Envap3 was instrumental to make this happen. Below follows some examples of results that have been achieved will follow the three project objectives: 1) to support the negotiations process, The final report shows that negotiation documents have been developed and updated and the negotiating position was submitted. There was a successful work to set up a Governmental organisation for the negotiations, the Chapter 27 negotiating group. Sida assesses that an important result was also that the support to the negotiations process strengthened the Ministry of Environmental Protection in the Government´s overall work on the implementation of the Green Agenda for the Western Balkans. 2) to support communication on the negotiation process, The final report clearly shows that communication and information was provided regularly. The project successfully produced a number of campaigns and information materials. Activities were also arranged where representatives from the Ministry of Environmental Protection met with representatives of municipalities on different topics such as air, water and waste. These activities were co-ordinated with the Swedish supported project engaging the Standing Conference of Towns and Municipalities (SCTM) and the Swedish sister organisation SALAR. A communication brief summarizing Swedish support projects relating to Chapter 27 was produced, and the Ministry of Environmental Protection web page relating to Negotiation Group 27 was established successfully. 3) to support the Serbian Environmental Agency in management of environmental information relating to Chapter 27 The final report shows that the Serbian Environmental Protection Agency (EPA) actively engaged in the project. One concrete result was the method development of waste monitoring and reporting which was done together with SCTM/SALAR, the work will be valuable to support the further waste reform. The lessons learned from Envap3 provided valuable input for the design of Envap4.
The overall objective of the program Environmental Accession (ENVAP3) is that Serbia has successfully opened and closed the environmental negotiation chapter (Chapter 27) and is prepared to implement the EU environment and climate policy.The project objective is that the Ministry of Environmental Protection (MoEP) has the ability to manage the EU environmental approximation process and efficiently prepare and take part in the upcoming EU accession negotiations for Chapter 27. The project objectives are three, namely; to support the negotiations process, to support communication on the negotiation process, and to support the Serbian Environmental Agency in management of environmental information relating to Chapter 27. The Implementing Partner of the program is the Swedish Environmental Protection Agency, SwEPA (Naturvårdsverket). The project has been extended with two years, until December 2022.
