Result
The program's main results have been: 1. The creation of DIAL, an entity that donors and other digital development actors can turn to for coordination of joint efforts 2. The Principles of Digital Development, a set of principles guiding development actors in how to apply digital tools and services in their work. These principles have been widely endorsed and used for spreading practical knowledge on digitalization in the development community. At Sida they have been integral for spreading knowledge of digitalization internally and to partners. 3. The "SDG Digital Investment Framework" was an important contribution to the digital ecosystem, as it enforced the importance of a sector-agnostic approach to digital tools. The report provided development actors with both the tools and language to strive towards a less fragmented ecosystem, and provided the basis for the very promising GovStack initiative. 4. Responsible use of network data. DIAL showed that it was possible to reach agreements between Mobile Network Operators and governmental agencies in order for the agencies to plan their service delivery in line with information extracted from mobile network usage. 5. DIAL has been an important part of learning within Digital for Development at Sida. This is true for the Principles of Digital Development, but DIAL has also helped Sida develop by engaging in many events and talks and by engaging Sida in different forums that we might not otherwise have discovered.
DIAL's near-term objective is to equip public and private sector stakeholders in the digital development ecosystem with the upstream systems, policies and knowledge necessary to design and deploy large-scale, high-impact mobile for development services for the poor in the developing world. By achieving this objective, DIAL, in concert with many other ecosystem actors, will contribute to the long term impact and objective of the emergence of an inclusive, sustainable digital economy by 2020, featuring improved ability to deliver services to the poor, improved services available for direct use by the poor, and improved use of mobile data to inform development decision-making. A second level objective, of particular importance for Sida, is that the results of the overall objective of DIAL, together with its lessons, are integrated in Sida's work and ways of working with ICT projects and interventions.
