The United Nations Development Assistance Plan (UNDAP) in Tanzania is designed to strengthen the co-ordination and effectiveness of the UN system at national level, as a contribution to Tanzania's efforts to achieve sustainable poverty reduction and the implementation of human rights. The broad business corresponds to several of the goals set out in the Swedish Development Cooperation Development Strategy Tanzania 2013-2019. Four out of twelve results areas are particularly relevant to the Swedish strategy: good governance / human rights / gender; violence against women and children; female participation and political leadership; as well as economic growth and employment. The Swedish strategy identifies women, children and adolescents as prioritized target groups, which also reflects well in the areas of support chosen by Sida. UNDAP II is fully in line with the donors' Joint Assistance Strategy for Tanzania (JAST) and with Tanzania's National Visions (The Tanzania Development Vision 2025 and Zanzibar Vision 2020). UNDAP II is also developed in line with Tanzania's five-year plan 2015/16 - 2020/21 and with global sustainability and development goals. The program contributes to the UN's focus on improved results and coherence by bringing together 20 UN agencies' planning, budgeting and reporting in a joint performance framework for Tanzania. UNDAP II therefore, to a certain extent, also reduces duplication for national partners as well as UN organizations. Swedish support will be provided through One UN Fund, in line with Sweden's policy to support a coherent and more effective UN work in the countries (UN reform "Delivering as One", DaO). UNDP is the UN-designated UN body that manages the One UN Fund (through the UNDP office in Dar es Salaam and the headquarters in New York), and the UN Resident Coordinator (UNRC) UN High Representative in Tanzania, why both of them stand as UN signing of SAA with Sida. In line with Sweden's earnings strategy for Tanzania, the support will not go to UNDAP generally, but as earmarked for the four mentioned results areas. The funds will be distributed as follows to the following results areas: - Economic growth and employment: SEK 125,000,000 - Good governance and human rights: 82 500 000 SEK - Women's political participation: SEK 50,000,000 - Violence against women and children: 42 500 000 SEK

It is the embassy's assessment that the UN is reaching satisfactory results with the intervention and plays a significant role in the normative dialogue with the Government of Tanzania. Below are a few selected highlights and recent key achievements per supported outcome area of the One UN Fund for Tanzania and the UNDAP II from the latest progress report covering the year 2022. Economic Growth and Employment Outcome has contributed to underserved populations in Tanzania benefitting from a more gender responsive, conducive business environment, with improved opportunities for decent and productive employment. - Development of a new Zanzibar Youth Employment Action Plan that addresses the needs of vulnerable groups. - Support to district and village level land governance institutions to undertake Gender responsive land use planning process and issuance of Certificates of Customary Rights of Occupancy (CCROs) has resulted in 5,360 CCROs being issued to women in four villages, with over 2,000 of these issued solely or jointly to women. The proportion of CCROs issued to women increased from 14 % prior to the program (between 20132020) to 41 % after the program (20212022), increasing women's access to land and property rights. - In Singida and Shinyanga regions, more than 4,000 supported women farmers reported increased productivity and incomes. Their average productivity increased from 240 kg/acre to 523.92 kg/acre for sunflowers, and by more than 50 % from 2022 kg/acre to 5,947kg/acre for horticulture. Women farmers reported an increase in their income from sunflower sales by about 50 %. At the same time, there has been an increase in womens leadership in AMCOS from 28% before UNs interventions to 50% after project interventions. - As a result of UN initiatives, more than 21,818 people and 134 enterprises and AMCOS are now accessing financial services through savings groups, communities, and commercial banks. This includes 11,561 savings groups members supported through the Kigoma Joint Programme who recorded USD 441,263 in savings, USD 345,477 in loan and USD 73,339 in social funds. This is a result of financial education that strengthened saving behaviours and discipline especially around setting financial goals for specific purposes such as agricultural inputs. Additional incomes have also been enabled in the offseason from short term horticultural production. Governance and Human Rights outcome has continued to support the Government on governance, human rights and gender equality and enhanced the capacity to fulfil human rights obligations. The Ministry of Constitutional and Legal Affairs in 2022 has taken steps to strengthen the protection of human rights for citizens, particularly in relation to economic, social, and cultural rights. - Improvement on Human rights and accountability The National Report for the UPR received 252 recommendations, of which 187 have been accepted for implementation. - Effective National Assembly: Eleven parliamentary standing committees have demonstrated the capacity to effectively scrutinize bills and provide evidence based recommendations on legislative proposals. - Strengthened effective participation of women in parliamentary debates and improved quality of evidence based contributions in which the trend shows women MPs debates with critical references and evidence. - In Zanzibar, almost 4,000 people got increased access to legal aid through outreach programs, mobile clinics, and sensitization meetings where legal education, awareness raising, referral and document drafting were provided to vulnerable populations. 35 legal aid providers/paralegals received a refresher training on laws related to GBV, administration of land conflicts, inheritance and Kadhis Court rules to improve their capacity to effectively resolve legal disputes in the community according to relevant laws. - Peace dialogues conducted in Lindi, Mtwara, Ruvuma, and Zanzibar to promote peace and social cohesion within communities. Ending Violence Against Women and Children Outcome has had UN agencies and partners continuing to support the Government to strengthen the protection system for women and children under the National Plan of Action on Violence against Women and Children (NPAVAWC). In response to violence, the number of women and children accessing essential services for experiences of violence has increased, exceeding the set targets. As of 2022, at least 27,518 women and 33,418 children in Tanzania mainland and 2,665 women and 10,146 children in Zanzibar received protection services, including counselling, referral to medical, education and legal services, and psychosocial support. Additionally: - 42% of LGAs are now allocating resources for child protection systems (target was 35%). - With UN support, the Tanzania Police introduced gender and child protection as a new subject within all police academies. - Strengthening the One Stop Centre in Kigoma, and Tanzania Police Force launched three Police Gender and Children Desks. - Improved available services for the survivors of GBV. Women Leadership and Political Participation outcome has contributed to the capacity strengthening of key groups of political, technical and community based stakeholders to promote and improve womens participation and leadership in public life. For example via: - Finalisation of a Gender Strategy for the National Electoral Commission (NEC) of Tanzania, aimed at promoting gender balance in electoral processes. - Support to the Ministry of Constitution and Legal Affairs (MoCLA) to undertake consultations on the amendment of the Law of Marriage Act (LMA). - Establishment of the gender focal points at the National assembly and the house representatives of Zanzibar. - Capacity building of 167 MPs (141 women and 26 male GEWE Champions) and 54 Members of ZHoR (34 women and 20 male GEWE Champions). - Advocacy for gender responsive legislation such as electoral law. Additionally, the One Fund is assessed to have promoted cohesion and coordination amongst the UN agencies at country level. The UN has further strengthened programming coherence along the humanitarian development continuum through the Kigoma Joint Programme.
The United Nations Development Assistance Plan (UNDAPII) in Tanzania is designed to strengthen the coherence and effectiveness of the UN system at national level, as a contribution to Tanzania's work for sustainable poverty reduction and the realization of human rights. The broad operations correspond to several of the goals stated in the results strategy for Swedish development cooperation with Tanzania for the period 2013-2019. UNDAPII results are grouped under four inter-related, mutually dependent themes which acknowledge that Inclusive Growth requites a Healthy Nation, which is Resilient to shocks both (natural and man-made) within a context of transparent and accountable Governance. These four thematic areas are divide into 12 outcomes and 39 outputs. Four out of a total of 12 outcomes in UNDAPII are particularly relevant to the Swedish strategy namely; (1) good governance and human rights (2) gender; violence against women and children; (3) female participation and political leadership (4) economic growth and employment. The Swedish strategy identifies women, children and young people as priority target groups. The program also contributes to the UN's focus on improved results and coherence by bringing together about 20 UN agencies' planning, budgeting and reporting in a joint performance framework for Tanzania. UNDAP II therefore decreases to some extent duplication of work for national partners as well as for UN organizations. The support is earmarked for the four mentioned results areas a short description is provided below: OUTCOME: ECONOMIC GROWTH AND EMPLOYMENT The Outcome Statement: The economy is increasingly transformed for greater pro-poor inclusiveness, competivness and improved opportunities for decent and productive employment. The aim is to promote economic growth which is inclusive, specifically for pro-poor and provides opportunities for decent and productive employment, in particular for women and youth on both mainland and Zanzibar. OUTCOME: DEMOCRATIC GOVERNACE, HUMAN RIGHTS AND GENDER EQUAILTY The Outcome statement: National Governance is more effective, transparent, accountable and inclusive. The aim is to strengthen Parliament, Government, Ministries, MDAs and LGAs (and other stakeholders) capacities to improve good governance, accountability, the rule of law and access to justice and increase respect, protection and fulfilment for human rights, both on mainland and Zanzibar. This is both influencing the normative agenda as well as providing technical assistance, help with policy coordination, planning capacity, skills development etc. OUTCOME: VIOLENCE AGAINST WOMEN AND CHILDREN The Outcome statement: Enhanced prevention of and response to violence against women and children. The aim is to intensify efforts to prevent and respond to violence against women across a range of initiatives on both the mainland and Zanzibar. This will be done by encompassing legislative and policy measures, more effective generation and utilisation of data, expansion of social Welfare case management and referrals to other service providers, addressing harmful cultural norms and practices whilst reinforcing positive practices at household and community level. OUTCOME: WOMEN´S POLITICAL PARTICIPATION AND LEADERSHIP The Outcome Statement: Women and Girls increasingly participate in political and public life and are elected to leadership positions. The aim is to support national institutions to promote accountable and transparent governance on both the Mainland and Zanzibar. Initiatives will strengthen the performance of core institutions, enhancing civic participation in policy formulation and public access to information, establishing a robust evidence base for decision making, facilitating compliance with commitments to international human rights norms and standards, and improving access to a more responsive justice system.
