Result
This conclusion of performance for 2021 covers two agreement extension periods. One is from Jan 2021 to July 2021 and another one from August 2021 to July 2022. Since the two extension periods are not a complete year cycle, it is assessed that it is important that this COP follows partners year claendar (January to December) which automatically covers activities implemented by the partner in those two periods mentioned in the extension above. It is however important to understand agreement between UTPC and Embassy of Sweden had ended in 2020. The 2020 was also the time UTPC was drafting its new strategy and recruiting for the new director. The reason for the amendment for six months was to provide more time for UTPC to finalize their strategy development but also time for transition process including preparation of change management strategy. Below are some of the achievements in 2021 as reported by UTPC 2021 annual narrative report. Support Press Clubs to organize regional stakeholders workshop and WPFD All 28 press clubs were financially supported to hold a World Press Freedom Day, which is the signature activity for the club.Under this activity, press clubs invited their stakeholders to attend workshop to discuss salient features of their relationship. It is reported that the workshop discussed matters in respect to how to forge meaningful relationship.The Swedish Ambassador to Tanzania, Anders Sjoberg, also delivered a message to all press clubs at the Word Press Freedom Day (WPFD) commemoration on May 3rd. It is assessed that every 3rd of May each year, is a day to remind governments of the need to respect their commitments to press freedom and is also a day of reflection among media professionals about issues of press freedom and professional ethics. It is also a day of remembrance of journalists who have lost their lives in the pursuit of stories. According to UTPC, it use this day to advocate for safety and security of journalists as well as the importance of creating enabling environment that upholds and promotes press freedom. Annual Review and Planning Meeting for Press Clubs For the first time in the strategy 2016 - 2020 after internal reflection on best practices; press clubs received funding to conduct annual and planning meetings for their clubs. It is reported that in the past, UTPC had a collective review which is challenged due to its possibilty to generate generalized information. The press clubs had opportunity to review and plan their activities. Training for new Board Members It is reported that UTPC Board of Directors is elected every five years. In 2020, the UTPC held elections for its Board of Directors as a way of complying with UTPC constitution and exercising good governance and democracy within the organization. To make sure that elected new board members gain their knowledge and skills regarding their expected roles and responsibilities, they participated in training in 2021 to strengthening their capacity. According to UTPC, the training was also a starter of instilling possible future changes that will affect UTPC governance structures including the board itself. Training of press clubs leaders and coordinators UTPC has reported using the cost extension to train Executive Committee Members of press clubs and their coordinators. They were trained on leadership and financial skills to upgrade their capacities in leadership and financial management. The training was conducted in 7 zones as follows: Northern zone, Lake zone, central zone, southern highland zone, coastal zone, western zone, and Eastern zone. Press clubs leaders and coordinators were trained on how to keep book of accounts, procurement processes, conflict management, report writing and assets management. Safety and Security Training for Journalists who are Press Clubs Members This activity is reported by UTPC as an additional new activity that is implemented by UTPC. The activity focused on promoting journalists safety and security in Tanzania with support from IMS. As part of implementing this activity, it is mentioned that, UTPC identified a team of eight individuals representing civil society organizations to form a Task Force that will be responsible for developing a mechanism that will be able to support the journalists in distress. On 24th June 2021, a task force of eight individuals conducted a one-day meeting at the Seashells Hotel in Dar es Salaam as an initial stage in the development of safety and security mechanism for journalists in Tanzania. This activity complements the UN Plan of Action on The Safety of Journalists and The Issue of Impunity. 20 Journalists were trained on their safety and security while on duties and when they are not on duty. The main purpose of the training was to equip them with the skills on how to operate while protecting themselves. Media violation reports In collaboration with other donors, UTPC was able to track and report media vilo9ation in the country. It is reported that during the period of March 2021 to May 2021, UTPC continued to receive media violation reports from the Press Clubs for example; On March 24th, 2021, it was reported that a journalist by the name of James Lanka working for the Guardian Newspaper in Moshi, was detained by police in Moshi after asking the Municipal accountant as to why he is not providing receipts to the small scale traders after they have paid for their business licenses. These traders were detained by police at the Moshi local market for not paying for their business licenses. Another example, On the 9th April 2021, two journalists from Geita Press Club, Elias Zephania working for Radio Kwizera and Paschal Mussa working for Radio Free Africa, were not allowed to do their journalistic work at a public meeting organized by Jehovanes Bayona, the Executive Officer of Nyantimba village in Chato district in Geita. He also threatened to seize their equipment if they remain in that meeting. The Executive Officer ended the meeting when the journalists refused to leave the room. The journalists reported the case to Geita Press Club (GPC) and further actions were taken by Geita Press Club leaders by providing awareness on how journalists can access information in such condition. Other notable success stories mentioned in the report are; Press Clubs recorded a significant raise in securing funding and implementing projects under 2021 compared to last year 2020. In 2021, press clubs implemented projects worth Tsh. 152,364,210 compared to Tsh 142,117,810 which were implemented in 2020. Those projects include: a) Arusha Press Club implemented a project on investigating the reality and proper use of Government capitation grants for primary and secondary schools worth 10M funded by Internews.b) Manyara Press Club implanted a project to raise the awareness of women and children on maternal health worth 10 M from WTF.c) Shinyanga Press Club implemented a project on the Role of Media to stop violence against Women and Children amounting to Tsh. 15M from WTF.d) Pemba Press Club implemented a project known as Dumisha Amani amounting to Ths. 26,977,000 worth finding from FCS.e) Mwanza Press Club implemented a number of projects amounting to Tsh. 25 millions. The projects were funded by Internews, Freedom House, THRDC and Desk and Chair Foundation.f) Mwanza Press Club worked with the South Korea-based International b) Membership Fees is reported to have increased as UTPC is based on membership.It is reported that funds collected from membership fees amounted to Tsh.20, 689,000/ in 2021 compared to Tsh. 19,401,000/ collected in 2020 which is an increase of 105%. At UTPC level, It is reported that there were a a number of results achieved including, Cordial relationship with the Tanzania Police force which most of our regional journalists depend on them as an important source of information, Production of the online code of conduct which will guide the operation of online media reporters, Expeditious and full adherence to partners support agreement which resulted into UTPC receiving funds from IMS and UTPC partners, Reviewed UTPC Strategic Plan and submitted to Sida and lastly Development of Change management strategy. Union of Tanzania Press Club is a member based organization composed of press clubs across the country. Each press club in each region is registered separately but administratively report to UTPC. UTPC has a formal memorandum of understanding with press clubs to be able to manage relationship and operationalization.
The overarching Goal is to see "A democratic Tanzania fully embracing a free, independent and strong media." The Immediate objective is to have "Press Clubs promoting right of information and regional development". The Objectives are: 1) Women journalists acquiring professional and leadership capacity; 2) Public/Investigative journalism catalyzing citizens participation in development process; and 4) Press Clubs operating efficiently and effectively.
