Result
For Outcome 1, the total number of number of farmers, Champion Farmers, Model Farmers was reached. The number of SDAE technicians remained beyond the target (117%). 86% of the planned number of adopters was reached. Although this is below end-of-project target, taking into account the strict COVID-19 measures that were in place during about 1,5 years, this is in line what could realistically be achieved. The total participation of women in adoption of GAP and CSA is around 43%. Although this is below the planned 50%, it is still positive that the project managed to get active involvement of so many women. Almost 30% of the Model Farmers is female and 17% of the Champion Farmers. Increasing this number remained a challenge which received due attention. Regarding outcome 2, the total target of farmers selling part of their produce to markets is met by 68% (cumulative number). As the production per hectare is slowly but gradually increasing, farmers are keener on selling part of their produce. 86% of the targeted number of farmers access and apply improved agricultural inputs. One of the constraints continues to be the timely availability, in particular in the more remote and more difficult accessible districts like Nipepe as well as the more remote localidades (villages) in the districts. In total 6,712 farmers exploit two or more hectares for cash crops (output 2.2). A total of 1,500 farmers cultivating two or more hectares for cash crops was planned to be reached over the project period. This number was largely exceeded in 2021. 60% of the targeted farmers sell to formal markets. In reality many farmers sell to informal, spot-markets. Measuring the exact numbers is a challenge as the majority of farmers does not keep records or only register the more voluminous sales. The DEMA-LIBA project facilitated various linkages between agro-dealers and VBAs (village-based agents), agro-dealers (and the VBAs linked to them) and farmers, and also between farmers and traders or aggregators. This generated at least 30 business linkages, facilitated by the project. Despite the fact that these linkages are not formalised in a written contract, they play an important role in facilitating the flow of agricultural inputs and products. At the end of 2021, 424 ASCAs (Accumulative and Savings Credit Associations) were operational. Although this is below the target of 600 for the whole project period, it is an increase compared to 2020. The decrease in 2019 and 2020 were mainly due to the COVID-19 measures (and did occur also among other projects accompanying ASCAs). Savings went up and totalled almost MZN 6,5 million over 2021. In rural areas in the North of Mozambique this is a substantial amount. The total number of women planned to be reached (outcome 3) having increased their participation in agriculture markets, agribusinesses and leadership roles was almost reached (98%). Women have been taking up leadership roles like Champion and Model Farmers, as well as leadership roles in ASCAs. The number of women farmers that increased their access to markets has also been substantial and higher than planned for (over 300%). Apart from the specific activities to promote women participation, the project continued to pay attention to womens participation in the other project activities like training in GAP (Good Agricultural Practices) and CSA (Climate Smart Agriculture). All of the total planned young people (outcome 4) were trained in Basic Life Skills and entrepreneurship and business skills. The planned target of 800 young people realising increased and improved (self) employment opportunities was met by almost 50%. Yet, youth are also participating in the regular project activities: this is not included in this percentage. Employment in general and for youth in particular remains a huge challenge. Even those who manage may just find something temporary and/or seasonal. The same applies for setting up their own income generating activity, it may function for a while and still fail in the end. Regarding the targets for 2021 for outcome 5, the project has started to focus on existing platforms instead of creating new ones. It is now collaborating with the regional platform for Conservation Agriculture (CA), Plataforma Local de Agricultura de Conservação Zona Norte. It is expected that the first conference will take place sometime in 2022 (COVID-19 restrictions allowing), where the project will present its experiences, lessons learnt, recommendations, etc. Notwithstanding the challenges of COVID-19 as well as the security situation which also spread to Niassa province the project has managed to implement most of the planned activities and increase the achievement of the planned targets.
The main aim with the intervention is that targeted households (smallholder farmers and rural entrepreneurs) should increase their incomes and improve their food security. This improvement should be obtained by creating a more inclusive economic growth, which should be based on economic, social and environmental sustainability. The intervention logic is built around a market system development, with the specific intention to increase productivity, improve a number of selected value chains for agricultural products, improve women economic empowerment and improve opportunities for youth.
