The development intervention concerns the support to the One UN Joint Programme on Social Protection that started in January 2011 to December 2012 and subsequently extended to 2017. The intervention is in line with the Sweden Cooperation Strategy for Development Cooperation with Mozambique 2015-2020, expected to contribute to the improve possibilities and tools for poor people to improve their living conditions particularly through improved access for social security for poor households.

Result
- UN-JP succeeded to support the government of Mozambique in building a social protection floor in Mozambique. UN-JP, through the support provided to the Ministry of Gender, Children and Social Services (MGCAS) and the National Institute for Social Services (INAS), contributed to the approval of the Social Protection Law in Mozambique and helped the government in the design of the National Basic Social Security Strategy (ENSSB) I and II, and their operational plans. - In terms of technical assistance, UN-JPdeveloped training sessions with some staff of MGCAS / INAS with the aim of increasing the responsiveness within the organisations. - UN-JP assisted INAS in the introduction and implementation of: a) Public Works Programmes (PWP/PASP): WFP assisted the government in implementing PASP using vouchers or bank cards. In 2011-2012, it was implemented in the pilot phase in four (4) provinces (Maputo, Gaza, Sofala and Tete), with almost 6,000 Households. The programme continued in the same locations in 2013 and 2014, reaching about 7,000 engaged households. b) Malnutrition Programmes (PASD): 3 400 households were assisted, corresponding to 18,000 people. This programme aimed at reducing problems of malnutrition in people living with HIV/AIDS, pregnant women and children who are permanently or temporarily unable to work. With the use of food transfer mode through voucher, this programme was implemented in the provinces Maputo, Gaza, Manica, Tet and Sofala. - The support of the UN-JP clearly contributed to increase fiscal space from 0.18% of GDP in 2010 to 0,50% in 2014 and 0.58% of GDP in 2016. It also increased expansion of the number of beneficiaries from 167,000 (in 2008) to 439,144 (in 2014) as well as INAS responsiveness. Considering the fact that in 2005 INAS assisted about 7% of the most vulnerable families and by 2016 assisted about 15% of the most vulnerable population.
The overall objective of the support to the Government of Mozambique was to contribute to the development of improved public policy, programme design and programme implementation for the most vulnerable households in Mozambique, towards the gradual implementation of a national Social Protection Floor that guarantees a minimum standard of living for each citizen in Mozambique. The key objective was to enhance the Governments capacity of the Social Protection Programmes by strengthening the institutional capacity of the Ministry of Gender, Children and Social Services (MGCAS) and the National Institute for Social Services (INAS) to implement, monitor, evaluate and coordinate these programmes.
