This decision concerns a proposed intervention "Rural Electrification in Vilanculos, Phase 2", which builds on an inception phase (Phase 1), funded by Sweden and implemented by the state owned utility Electricidade de Moçambique (EDM) in 2016-2018, after a recommendation by the Quality Committee AQAC at the Department of Africa, Sida (December 2014), to divide the proposed intervention in two parts and a request to the partner to add further information and analysis to the proposal. Through connection of the mini-grid in Vilanculos to the national transmission network; connection of new clients; and expand and upgrade of the existing distribution network, the following results are expected;1. Vilanculos is interconnect to the national grid, with adequate and reliable supply of sustainably produced electricity, and systems for transmission, transformation and distribution at district level - managed effectively by the utility EDM.2. Mitigation measures equivalent to reduction of more than 23,000 tCO2/year through substitution of fossil fuels with renewables, during 2021-2027.3. Inclusive, effective, and sufficient electricity services for public goods and households, including also vulnerable groups such as female-headed-households.4. Increased technical and financial viability of EDM, due to reduced system losses, and increased revenues from productive uses of electricity in the project area.The target group is the population in northern Inhambane and southern Sofala province, which is mainly rural with villages/smaller communities located along the main highways, where also the major part of the planned transmission line will go. 54% of the population consists of women, mainly depending on small-scale agriculture and fisheries as well as trade. The industrial sector is confined to a petrochemical industry and natural gas extraction. Today, 19% of residents in the province have access to electricity (2016), which is lower than the average for the country (26%). The planned intervention will target all households (both cement and mud houses), businesses, and institutions such as schools and health centres. In addition, close to 1,400 street lights will be installed. The clients will be offered different solutions such as ready boards which is a simpler solution. In total, it is estimated that approximately 95,000 inhabitants will have access to reliable electricity by project-end. By 2030, it is estimated that the number has been doubled.The proposed intervention will be implemented in 2018-2022, with main activities in 2019-2020. The GoM has for this requested Sida through the Embassy of Sweden in Maputo to support with a total of SEK 329 million. This relates to; costs for construction (transmission: 132 MSEK; substations: 115 MSEK; distribution including connection of new customers: SEK 64 million); costs for the Clients Representative (Hifab) of 14 MSEK; and costs for LED-lights and contingency assessed to 4 MSEK. Sida also estimates that a total of SEK 6 million should be earmarked for Sidas costs for monitoring consultant and different evaluations that may be necessary. GoM through EDM will bear the costs of its own project implementation team, as well as compensation costs to the local population for compensation of right-of-way. Compensation costs have been estimated by EDM to a total of 36 MSEK.

Result
he main activities during 2022 were related to site works. Those are being under three separate contracts; lot 1 for the transmission line, lot 2 for the substations, and lot 3 for the distribution network while the fourth contract with TA consultancy that include environmental and social plans. Site works for Lot 1 have started in January 2020 and for Lot 2 in the beginning of April 2020. Lot 3 has started the site works with pegging and bush clearing, while the surveys completed. All work activities under the contracts were completed by end of 2021. In June 2021, Sidas DG decided on major amendment to the agreement adding additional funds to the project for the purpose of rehabilitating 14 Km of flood damaged power line from Mavuzi HPP to Casa Nova substation, 110 KV Overhead Transmission Line (OHTL) to secure power supply to all customers. additional distribution network to expand the grid to areas without electricity increasing the number of connections to be constructed under the project from 6750 to 10 000 connections. 7000 connections of 10000 total under the project were completed by Dec 2022. Installation of street lights progressing. The embassy approved implementation of gender action plan in the project area. The plan was prepared by EDM with the support of the monitoring consultant expert. The plan aims to support women in the project area to better utilise electricity for income generation activities, awareness raising including areas related to sexual harassment. Implementation started and supported by the project's monitoring consultant. positive impacts from recent and earlier electrification, in relation to women and girls, including the benefits of electricity to other public services such as water supply, education facilities, and security from public lighting enabling small businesses and shops to increase their income from longer hours of operation. Impact measurement study will be conducted and finalised by the end of the project activities.
In November 2018, Sida director general made a decision (2018-003320) on support for connecting the electricity network in Vilanculos to the national grid, connecting approximately 7,000 new connections in the provinces of Inhambane and Sofala and improving electricity deliveries to a further 12,000 existing electricity customers in Vilanculos and Inhassoro. The total budget for the initiative is SEK 371 million during the period 1 December 2018 to 30 June 2022, of which Sweden contributes SEK 335 million and Mozambique SEK 36 million. With the proposed amendment, the results can be updated to increase the number of connections with more than 3, 000 connections to 10,000 new connections and securing and improving electricity deliveries to more that 15,000 connections (i.e. 27,000 connections in total). With the additional contribution of MSEK 43, the total Swedish contribution will increase to SEK 378 million. The purpose and long-term impact of the contribution remains the same, namely: The proposed contribution Rural Electrification of Vilanculos aims to increase access to sustainable energy services in the project area, as a prerequisite for universal access of electricity; social and economic development; and poverty reduction. The expected long-term impact is Improved sustainable electricity services for 200,000 women, men, girls, and boys, in northern Inhambane and southern Sofala Province, by 2030. The main expected results of the contribution with the proposed amendment are: 1. Vilanculos is interconnect to the national grid, with adequate and reliable supply of sustainably produced electricity, and systems for transmission, transformation and distribution at district level - managed effectively by the utility EDM. 2. Mitigation measures equivalent to reduction of more than 23,000 tCO2/year, through substitution of fossil fuels with renewable energy sources, during 2021-2027. This figure is expected to be increased with the additional contribution as the annual actual decrease in fossil energy generation will be increased from 45.3 GWh to 67.1 GWh. The actual CO2 savings will be calculted upon completion of the contribution hence the target is not updated for the time being. 3. Inclusive, effective, and sufficient electricity services for public goods and households, including also vulnerable groups such as female-headed-households. 4. Increased technical and financial viability of EDM, due to reduced system losses, and increased revenues from productive uses of electricity in the project area.
