The main objective of the project is to provide sustainable energy for poverty reduction. The specific objectives are to manage the domestic future electricity demands of Mozambique and to increase the export of surplus electricity during periods of low demand. The rehabilitation works and emergency works have since been completed by the end of 2021. The environmental works which started in 2022 were also completed by December 2022. This was to ensure that the oil spilling from generation plant would not go to the river but properly treated at the plant, the project also ensured the construction of proper ablution facilities with waste water treatment plants on site so as to avoid pollution of the river. As mentioned before, the project is benefiting over 300 000 families with electricity in the Manica and Sofala provinces. As energy is a driver for development, the sustainable supply of electricity from the Mavusi and Chicamba dams has led to improvements in the areas of education by having more night studies and security for moving at night, health due to improvements in the health centers, agriculture since there are more commercial farms doing irrigation and general in the industry and commerce areas hence leading to poverty reduction. The majority of the general workers come from the surrounding areas and have undergone trainings in Gender Based Violence and health issues including HIV Aids whilst working at the sites hence this is capacity building for the communities and this knowledge will stay in the area and help improve the lives of the local residents. The repairs of generator no 3 is expected to be finished by the end of September and it is expected that 100% electricity of a total of 100MW will be reached thereby increasing the number of customers benefiting from the power from these two dams.
The intervention main goals are the rehabilitation and upgrade of the Mavuzi and Chicamba Hydro Power Plants and DAMS to ensure long-term, reliable and renewable electricity supply. At the end of the intervention is expected that both HPPs will work at full capacity and supply energy to the central region of Mozambique, with sufficient reliability, in the affected areas. The two HPPs supply electricity to more than 300 thousand customers between households, basic services, business and commercial services and to the neighboring countries of Zimbabwe and Malawi. The all central region (provinces of Manica, Sofala, Tete and Zambézia) is heavily dependent on these HPPs for electricity supply. In addition, the region hosts large areas of agriculture, fisheries, forests, wildlife and, businesses already in expansion such as tourism, transport corridors for inland countries, export and import through the ports and airports, all of which rely on electricity to grow and develop. The tropical cyclone IDAI which affected Mozambique and also the Mavuzi area, mid March 2019, strongly affected the country, the infrastructure, the energy supply and distribution, as well as the completion of the rehabilitation project. The cyclone caused extreme flood event which resulted in over topping of the left and right abutment of the Mavuzi dam, and of the flood gates, thereby causing damage to some of the installations at the dam. Hence the greater part of 2021 was dedicated to the repair works of the damages caused by the cyclone. At the end of 2021 further problems were identified during a site visit which were oil spillages at the two dam sites and problems with the stator windings of the Mavuzi unit 3 generator. This caused the project to enter into the third phase for the repairs to take place.
