The EAC secretariat has applied for support to the EAC Integrated Health Programme 2016-2023. The purpose of the program is to, at a policy level, address weaknesses of member states' health systems. If the member states collectively and effectively harmonize standards for SRHR- maternal-, child and HIV/AIDS health services this will in turn strengthen regional cooperation in health. Furthermore, the program seeks to strengthen relevant research, innovation, knowledge management, leadership, governance and accountability within the region. The EAC expects that the long-term outcome of a deeper collaboration in the abovementioned areas will be that the goals of eliminating preventable maternal- and child mortality and eventually ending the AIDS-epidemic can be reached faster. The project has a budget of 45 million SEK over 4.25 years and Sida is the sole donor. The project part of the EAC-secretariats more overarching health strategy which includes also other donors. The majority of costs are represented by salaries of project staff at the EAC-secretariat and costs related to development of EAC policies (e.g. workshops, travels, consultancy fees)

Result
During the period under review, the EAC Integrated Health Programme (EIHP) achieved the following results: Objective 1: Harmonize and integrate Sexual and Reproductive Health and Rights (SRHR), Reproductive maternal, newborn, child and adolescent health (RMNCAH), HIV & AIDS, Tuberculosis (TB) and Sexually transmitted infections (STIs) Service Packages, Standards and Guidelines in the East African Community - Finalization, validation and approval of the 2nd edition of the State of Womens, Childrens and Adolescent health and HIV and AIDS report for the EAC region. The report was developed in a consultative manner with input from a wide range of stakeholders in the EAC Partner States, including Public, Civil and Private Sector players. In-country and regional consultations (EAC Joint Technical Working Group (JTWG) on RMNCAH and HIV/AIDS & STIs) were also held to review and validate the data presented in the report. The EAC reported that there was improvement on the state of maternal and child and adolescent health in the East African Community as a result of the policy and strategic interventions that have been made across the EAC Partner States during the reporting period (based on reductions in maternal neonatal mortalities and under-five related mortalities). The finalization of the report strengthens the EAC awareness of SRHR challenges in the region and provides recommendations for EAC Partner States to address SRHR challenges. - The integration of SRHR/RMNCAH and HIV Services aims to improve the quality of services in the EAC. During the period, the EAC Secretariat undertook a regional assessment on the status of integration of RMNCAH and HIV&AIDS services in the EAC Partner States. The aim of the assessment was to generate evidence required to inform the development of the recommended guidance documents. In addition, the EAC secretariat facilitated the development, validation and dissemination of Partner States operational plans and monitoring tools for RMNCAH and HIV integration in all six Partner States. The plans included training, advocacy materials and sensitization. The EAC Secretariat also organized national validation/dissemination meetings of the operational frameworks and monitoring tools for the EAC Minimum Package for Reproductive, Maternal, New-born, Child and Adolescent Health and HIV Integration and Linkages. - The EAC Boresha Huduma STI Study, that confirmed that the burden of STIs in the EAC Partner States is still high, was concluded and approved by Ministers. - The EAC Secretariat organized country consultations on the EAC Regional HIV and AIDS, TB & STI Strategy 2022-2026. One of the key policy documents that informed the design of the EIHP is the EAC Regional HIV Strategic Plan which ran from 2015 to 2020. The EAC Secretariat has since embarked on reviewing and updating the strategic plan to align it to the current regional, continental and global priorities and targets including the EAC Partner States strategies, the AU Agenda 2063 and the Global AIDS Strategy. Objective 2: Strengthen SRHR/RMNCAH and HIV&AIDS, TB and STIs Research, Innovations and Knowledge Management in the EAC - A new and expanded EAC Regional Integrated RMNCAH and HIV/AIDS Scorecard was developed along with a Scorecard Indicators Booklet which are used for the EAC digital Reporting platforms (EAC Health Web Portal and EAC Regional District Health Information Software 2 (DHIS2) Health Data Warehouse). The 21st EAC Sectoral Council of Ministers of Health adopted the new scorecard and directed the EAC Secretariat to mobilize resources to support operationalization of the proposed architectural design for the digital EAC Integrated Health Scorecard dashboard. These steps strengthened the EAC's ability to capture and process data on SRHR among partner states. It also strengthened accountability between Partner States as the scorecards act as a peer review mechanism between Partner States. Furthermore, the scorecards help Partner States with prioritization of resources as they identify weaknesses in maternal and reproductive health programming in the respective countries. - The EAC regional Knowledge Management Portal for health https://health.eac.int was updated with policy briefs, issue papers, publications, reports and slide decks - which strengthened research and knowledge management. The EAC confirmed that representatives from Partner States used the portal during the year and that the content that was uploaded and downloaded contributed to an increased dissemination of best practices and innovations among Partner States. - Four SRHR/RMNCAH AND HIV/AIDS Knowledge Products were developed by the EIHP, reviewed by Partner States and subsequently approved by the 21st meeting of the EAC Sectoral Council on Health. These included a Policy Brief on the State of Womens, Childrens and Adolescent Health in the EAC Region, a Slide Deck to be used to disseminate the EAC Report of State of Womens, Childrens and Adolescent Health 2020, a Policy Paper on effects of non-communicable diseases (NCDs) on maternal, new-born, child and adolescents health in the EAC Region and an Issue Paper on Nutrition as a key area for RMNCAH. - A regional experts workshop was conducted on manuscript development to develop materials to be used to disseminate the findings of the EAC regional RMNCAH and HIV/AIDS Integration and the EAC regional Boresha Huduma STI studies. The workshop was facilitated by the African Population and Health Research Center (APHRC), the Tanzania-based College of Business Education (CBE), Muhimbili University of Health and Allied Sciences (MUHAS) and Tanzania-based National Institute for Medical Research (NIMR). The purpose was to strengthen the EAC's capacity to publish SRHR-related manuscripts to international journals and to translate and disseminate findings from various reports that have been produced by the EIHP. 37 participants from Partner States and the Secretariat were trained which led to increased competence on knowledge management within the EAC. Objective 3: Strengthen SRHR/RMNCAH and HIV& AIDS, TB and STIs Leadership, Governance and Accountability in the EAC - The EAC Secretariat undertook an advocacy and awareness creation mission for Members of the EAC Partner States national parliaments in collaboration with the East African Legislative Assembly (EALA) as part of building consensus and seeking support for the EAC Sexual Reproductive Health Bill (2021). The team also facilitated public hearings for the Bill in all the EAC Partner States under the leadership of the East African Legislative Assembly (EALA). Objective 4: Strengthen the EAC Regional and National Health Systems towards universal health coverage of SRHR/RMNCAH and HIV &AIDS, TB and STIs services - In collaboration with all EAC Partner States, the EAC Secretariat developed a second phase of the EAC Comprehensive Regional Integrated Sexual, Reproductive, Maternal, New Born Health, HIV and TB Programme 2022-2027 which was subsequently approved by Ministers. Objective 5: Strengthen the capacity of EAC Secretariat and Partner States to coordinate and implement the project and related global and Africa regional Initiatives - Two meetings of the Joint Technical Working Group (JTWG) on RMNCAH and HIV and AIDS were held and one Regional Managers Meeting as well as several virtual expert meetings with experts from the Partner States. The various meetings contributed to achievement of this objective as they strengthened the capacity of the EAC Secretariat to lead and cordinate Partner States around SRHR, while also strenghtneing engagement of Partner States in these processes.
Overall goal: To strengthen regional cooperation in Sexual and Reproductive Health and Rights (SRHR), Reproductive maternal, newborn, child and adolescent health (RMNCAH) and HIV & AIDS in order to contribute towards elimination of preventable maternal, newborn and child deaths, AIDS and improvement of well-being among women, children, adolescents and families in the East African Community (EAC). Five objectives: 1. Harmonize and integrate Sexual and Reproductive Health and Rights (SRHR), Reproductive maternal, newborn, child and adolescent health (RMNCAH), HIV & AIDS, Tuberculosis (TB) and Sexually transmitted infections (STIs) Service Packages, Standards and Guidelines in the East African Community; 2. Strengthen SRHR/RMNCAH and HIV&AIDS, TB and STIs Research, Innovations and Knowledge Management in the EAC; 3. Strengthen SRHR/RMNCAH and HIV& AIDS, TB and STIs Leadership, Governance and Accountability in the EAC; 4. Strengthen the EAC Regional and National Health Systems towards universal health coverage of SRHR/RMNCAH and HIV &AIDS, TB and STIs services; 5. Strengthen the capacity of EAC Secretariat and Partner States to coordinate and implement the project and related global and Africa regional Initiatives
