HUM Localisation pilot: Start Fund Bangladesh/Start Network

Start Network is a new cooperation partner for Sida and the planned support from Sida would specifically support Start Network’s national programme called Start Fund Bangladesh (SFB). SFB is a member­-led, rapid emergency response pooled funding mechanism that offers timely financing to people at risk of or affected by small to medium scale crises. The Start Fund's purpose is to reach communities rapidly to alleviate human suffering, enhance resilience, reduce use of negative coping mechanisms, and minimise the loss of assets. The fund is modelled on Start Network’s global Start Fund, which releases funding within 72 hours of a crisis alert and fills a crucial gap in humanitarian funding. It is accessible to local, national, and international member NGOs operating in Bangladesh to respond early to under the radar emergencies. This gives NGOs the ability to respond in a timely and effective way and meet the needs of the affected communities. Support to SFB is considered to contribute to strengthening local and national actors in humanitarian action and to the Grand Bargain's overall efforts to improve and streamline aid. The overall objective of the contribution: Humanitarian responses are localised, rapid, informed and adapted to the needs of the affected population
