Result
The overall project objective is to strengthen Somali democratisation through the provision of technical capacity-strengthening support and coordination to the electoral management bodies in Somaliland and Puntland. A further intended consequence of this objective is that it will nurture and inform conflict-sensitive democratisation across the broader Somali region at the FMS and federal levels. To achieve this objective, the programme will have the following outcomes: Outcome 1: Technical capacity and institutional sustainability of the NEC and the TPEC is enhanced through the conflict-sensitive provision of targeted technical capacity-building, assistance and accompaniment in preparation and delivery of planned electoral processes - Build Up will work towards the operational readiness and technical capacity of the electoral commissions to deliver voter registration and elections by training, mentoring, recruiting thematic experts to faciliate the technical processes and gain technical momentum, mitigate against technical delays and enhance stakeholder engagement. By using a peace-building lens, the electoral operational traction could quiet disruptive political discord. Outcome 2: Broadening and strengthening the growing network of Somali electoral experts through coordinated engagements and collaborations - Knowledge sharing between the two EMBs will strengthen each institutional capacity and sustainability of technical experts while also developing best practices for the remaining Federal Member States to learn from this process. Outcome 3: Innovation/digital technology support to Puntland and Somaliland electoral commissions - Build Up will support the EMBs to go beyond their radio and television audience and strengthen their capacity to tap into the digital technology and optimise their online presence, reach their stakeholders online as well as handle misinformation on the electoral process. This will strengthen the EMBs capacity to reach a greater number of the voters, especially youth, as well as take a proactive role in shaping the online conversation on the elections they are managing.
