Sida will finance the United Nations Development Program (UNDP) with 2 million Swedish kronor (SEK 2,000,000) to implement "the Global Partnership for Effective Development Cooperation (GPEDC), Work Program 2020-2022".
GPEDC is a forum for government representatives, bilateral and multilateral donors, civil society organizations and the private sector etc. who want to work together to improve the effectiveness in development cooperation. An effective development cooperation is based on 4 effectiveness principles: Ownership, Focus on results, Inclusive partnerships and Transparency and mutual accountability. Every two years, GPEDC conducts a monitoring round (GMR) that examines the adherence to the effectiveness principles in development cooperation. The GMR, and even the general interpretation of the effectiveness agenda is currently undergoing a reform with the aim of making it more relevant to the achievement of Agenda 2030. This includes adapting the GMR and its indicators to the current aid architecture, different country contexts and partnerships. The GPEDC itself will also undergo a review aimed at leaving the organisation fit for purpose to deliver on the increasing need for effectiveness in development cooperation, taking into account the increasing needs and reduced resources that have become the consequence of the ongoing COVID crisis.
GPEDC has a secretariat run by the OECD-DAC and UNDP called the Joint Support Team (JST). As part of JST UNDP has an important role in ensuring the implementation of the GPEDC Work Program 2020-2022 which was launched in May 2020. The work program outlines the above mentioned reform processes and is guided by the following three strategic priorities:
(1) Development effectiveness and demonstrate how effectiveness has impact on AG2030;
(2) Building better partnerships; and
(3) Leveraging monitoring for action.
UNDP's role in the Work Program focuses primarily on strengthening the partner countries' participation in GPEDC and the reform of GMR . More specifically, UNDP's support will be concentrated to the following areas:
A. The Global Partnership's monitoring reform and the use of GMR-results.
B. A structured country support that anchors coordination support across areas of action.
C. Robust knowledge-based platform (KSP), enhanced online visibility and strategic and evidence-based communication and outreach support.
D. Advisory and secretarial support for the governance of the Global Partnership, including meetings of the Steering Committee and facilitation of the GPEDC review chaired by the Co-Chairs.
UNDP's total budget for the implementation of the Work Program 2020-2022 is approximately SEK 40 million, USD 4,360,430, of which UNDP will finance USD 990,000. Other financiers are: Switzerland, Canada, the EU, Korea and Japan. The Swedish contribution is around 5% of the total budget.
