The Parliamentary Centre of Asia (PCAsia) proposed the Swedish Embassy in Bangkok for the capacity development support to enable parliamentary staff throughout the region, especially Cambodia, Laos and Myanmar to perform their roles effectively. Specific outcomes include the increased capacity of parliamentary staff to draft legislation; to implement their parliament’s representation function; to support Parliamentarians fulfil their oversight role; enhanced peer learning and cooperating for joint activities of regional interest towards the ASEAN Inter-Parliamentary Assembly (AIPA). The proposed budget is 1 800 000 SEK, covering 1 April -31 December 2021. It is accounted for 12% of the total budget for 2021. In addition to a core program support, these funds will be used to mainstream the development perspectives of gender equality, peacebuilding, and human rights based approach into PCAsia ongoing activities. Other funders include the Swedish Embassy in Phnom Penh and the Swiss Agency for Development and Cooperation (SDC).

Result
Based on PIC/PCAsia's previous result, the evaluation in 2019 concluded that PIC/PCAsia had acquired an extensive expertise in skill development in order to strengthen the capacity of staff to fulfil their functions and carry out parliamentary work in a neutral, accurate and balanced way. This expertise had been extended to the region through the Regional Fellowship Programme open to parliamentary staff of the ten ASEAN Member States. There were very few others to do so, to basic needs that had been well documented and were common to most parliaments of the region.
The overall objective of the Core Activities is to improve and develop a range of PCAsia activities related to the major themes of gender equality, peace-building, and the mainstreaming of the human rights based approach. This also contributes to an improvement in the performance of the Parliaments in Southeast Asia by helping to strengthen the capacity of parliamentary staff, and by increasing the intensity of technical exchanges and experience-sharing among their regional and international peers.
