The East African Community (EAC) has submitted a proposal for support for a new phase of the EAC Integrated Health Programme (EIHP) during the period 2024 - 2027 to strengthen regional cooperation in health and SRHR within EAC member countries to prevent preventable deaths among women, newborns and children as well as ensure healthy lives and promote the well-being of youth in the East African region. The East African Community (EAC) is a regional inter-governmental organisation and is one of the eight African Regional Economic Communities (RECs) that are recognised by the African Union (AU). The EAC comprises eight member countries (known as Partner States): Burundi, Democratic Republic of the Congo, Kenya, Rwanda, Somalia (joined December 2023), South Sudan, Tanzania, and Uganda. The overarching objectives of the EAC are to develop policies and programmes for widening and deepening regional co-operation among the Partner States in political, economic, social and cultural fields, research and technology, security, legal and judicial affairs for their mutual benefit. The overall aim (impact) of phase 2 of the EIHP is to contribute towards the reduction of preventable maternal, new-born and child deaths and improve the well-being of women, children and adolescents in the East African Community. This will be achieved through four overarching objectives: Objective 1: To enhance access and utilization of quality SRH/RMNCAH, HIV, and STI services and commodities in the EAC Region. Objective 2: To strengthen digital health solutions and M&E systems to support knowledge and skills, data Management, analytics and use in SRH/RMNCAH, HIV/AIDS, STI services. Objective 3: To strengthen Leadership, Governance and Accountability for SRH/RMNCAH, HIV/AIDS and STIs in the EAC. Objective 4: To strengthen the capacity of EAC Secretariat and Partner States to coordinate and implement integrated SRH/RMNCAH, HIV/AIDS and STIs related regional, continental, and global commitments.

Result
The proposal to Sida will contribute to the achievement of the four overarching EIHP objectives through three outcomes as follows: Outcome 1: Enhanced access and utilisation of SRH/RMNCAH, HIV/AIDS, STI services in the EAC Region (contributes to EIHP Objective 1) - Output 1.1: Cross- border initiatives for vulnerable groups communities, Migrants, Internal Displaced People (IDPs), Refugees, pastoralists, and key populations implemented - Output 1.2: Harmonised essential commodities, supply, and health technology/devices list for SRH/ RMNCAH, HIV/AIDS and STIs Outcome 2: Strengthened Leadership, Governance, Knowledge Management and Accountability for integrated SRH/ RMNCAH, HIV/AIDS and STIs services delivery at EAC Secretariat and in all EAC Partner States (contributes to EIHP Objectives 2 and 3) - Output 2.1: Partner States commitment to SRHR/RMNCAH, HIV, STI and TB programmes guided by EAC regional instruments - Output 2.2: Global and continental Digital Health and M&E System domesticated at the Regional and Partner State levels. Outcome 3: Strengthened capacity of EAC to coordinate and implement the programme and related global and Regional Initiatives (contributes to EIHP Objectives 4) - Output 3.1: Human Resource capacity at the EAC Secretariat and Partner States level strengthened. - Output 3.2: Coordination systems and platform at the EAC secretariat functional
