As the COVID-19 pandemic has spread the world, what initially was a health-related crisis has now struck the global economy as a whole. As entire countries have shut down, borders have been closed and global value chains interrupted, the pandemic has gotten negative effects on global food security, which already before the pandemic was threatened by the spread of locusts in Eastern Africa. Without responding to these new risks that face people living in poverty, decades of progress on food security risk being set back. Through a support of 50 million SEK to International Fund for Agricultural Development's (IFAD's) Rural Poor Stimulus Facility (RPSF), Sida is contributing to improving the resilience for the rural poor. The facility serves to contribute to IFAD funded projects in order to ensure that they have the capacity and funds required to adapt their operations to the new situation that COVID-19 poses. The facility can also contribute to national or regional specific projects that have been generated by IFAD's country teams together with their partners in order to locally respond to the pandemic. IFAD is currently funding more than 200 projects in more than 100 countries, which in total affect 110 million people, many of them the rural poor. When food production and the food market as a result of the pandemic is disrupted because of interrupted value chains, shut-down markets and market volatility, the rural poor risk great income losses, food insecurity and poverty. To avoid that a crisis turns into a catastrophe, Sida is supporting RPSF in order to sustain market function in the service of the rural poor.

Result
Delresultat om produktion och livsmedelstrygghet har varit mycket positiva, båda återspeglar att nästan nio av tio hushåll bibehåller eller förbättras från nivåerna före stöd under pandemin. Förbättringar av försäljning och övergripande motståndskraft var också anmärkningsvärda, med cirka åtta av 10 hushåll som rapporterade dessa bidrag. Slutligen, troligen som en resultatet av att produktion och försäljning säkrades nådde också de totala intäkterna målet, medan antalet tillgångar visade relativt lägre resultat, men visade fortfarande att den stora majoriteten av stödmottagarna drog nytta av RPSF-aktiviteter. RPSF Projektet i Djibouti fokuserade på tillhandahållande av insatsvaror för grödor, boskap och fiskproducenter, inklusive utsäde, gödsel och växtskyddsmedel, slickstenar för boskap, veterinärprodukter och fiskenät. Resultaten från bedömningsurvalet visar att mellan 99 och 100 procent av de tillfrågade hushållen rapporterade att de har bibehållit eller förbättrat sin produktion, försäljning, inkomst, antal måltider och motståndskraft efter att RPSF-insatser genomförts. Dessutom rapporterade 57 procent av dem att deras tillgångar också bibehölls eller ökades. Över 50 procent av de undersökta hushållen leddes av kvinnor och över 25 leddes av ungdomar Ett konkret exempel på RPSF verksamhet är Pacific Islands Rural and Agriculture Stimulus (PIRAS) Facility som lanserades 2022 och är ett samarbete mellan IFAD genom RPSF och den australiensiska regeringen. PIRAS är ett regionalt initiativ som syftar till att minimera effekten av covid-19 på hushåll på landsbygden. Programmet stödjer livsmedelssystemet och ekonomisk återhämtning genom att prioritera mattrygghet, förbättra lokal ekonomi och utveckla hållbara, rättvisa jordbruksmöjligheter för landsbygdssamhällen i Fiji, Kiribati, Samoa, Salomonöarna, Tonga och Vanuatu. För att kanalisera resurser som behövs för att möta behov, genomförs PIRAS via befintliga IFAD-finansierade projekt och program i partnerskap med regeringar, bondeorganisationer och det civila samhället. PIRAS: Utökar kunskap och samordning kring produktion, distribution och konsumtion av näringsrika lokala livsmedel; Förbättrar mat- och nutrition; Möjliggör säker hantering efter skörd och lokal matkonservering; Underlättar fungerande lokala livsmedelsmarknader, stärker marknadskopplingar och överföring av affärskunskaper, särskilt för kvinnor och ungdomar.
