Result
The Inception Phase resulted in a supplementary paper that was prepared and submitted in October 2022 to indicate departures from the original project proposal in 2021. A fully updated project proposal was submitted on 14 December 2022. 1. Establishing the project management structure During the first half of the inception period management structure and working methods for smooth and efficient planning, implementation and monitoring of progress and project activities were developed. 2. Securing stakeholder engagement SALAR focused its efforcts on creating effective partnership with the Ministry of Environment and Physical Planning (MoEPP), Ministry of Local Self Governments (MLS) and The Association of the Units of the Local Self-Government (ZELS). An Inception Workshop was in May 2022. The workshop was hosted by SALAR and brought together Mayors and officials from the municipalities in Pelagonija and South-West regions, deputy Ministers and representatives from the MoEPP and MLS, representatives from the Regional Development Centres as well as ZELS. 3. Thematic orientation In order to provide a basis for the intended result of the implementation phase, a baseline study was conducted during April to September 2022. The study revealed institutional and systemic gaps as well as operational issues that should be addressed through project activities. The findings and recommendations have improved the project knowledge base and supported the conceptualisation of key processes and activities for the implementation phase as well as improved project logic. As part of the baseline work, a Public opinion survey was conducted in South-West and Pelagonija regions on citizens satisfaction and opinions about local waste management services. The survey has supported the development of basic indicators for the citizens perceptions on the quality of local waste management service delivery and definition on the input parameters for areas of service delivery that need to be improved. In order to create conditions for coherent progress and performance monitoring and to allow for alignment of the planned targets with the new Law on waste management and the National Waste Management Plan, an operational version of the two existing Regional Waste Management plans was developed during the inception phase. 4. Selecting pilot municipalities Due to changed orientation of the inception phase several of the specific activities of this component have been postponed to implementation phase. Selection criteria has been developed and constitute annex to the submitted Project Document. 5. Developing Results Framework, refining project activities & implementation principles The conclusions from the inception period including the recently finalised baseline, RWMPs, inception WS as well as bilateral discussions was incorporated in the revised project document submitted to Sida in December 2022 including (i) results framework, (ii) overview of relevant projects, (iii) budget, (iv) budget notes (v) activity plan, (vi) risk analysis, (vii) simplified environment assessment and (viii) criteria and selection process.
The project Sustainable municipal waste management services is being implemented in North Macedonia by the Swedish Association of Local Authorities and Regions (SALAR) and its subsidiary, SALAR International. The overall goal of the project is to improve municipal waste management services with a view to full compliance with EU standards, thus improving environmental sustainability and quality of life. The inception phase of the project was implemented between February 2022 and January 2023, in order to lay out a foundation for the implementation phase. According to the project document, the inception phase was developed to focus on four important areas of work: 1. Establishing the project management structure 2. Securing stakeholders engagement 3. Selecting pilot municipalities 4. Developing results framework, refining project activities & integrating guiding principles During the inception phase, an additional component of Thematic orientation was added to provide a solid thematic basis for the implementation phase and project partners operations. This component includes a Baseline study, including a Public opinion survey, and an Operational version of the Regional Waste Management Plans (RWMPs) of South-West and Pelagonija regions.
