The rationale of the project is according to CRG a dire need for a renewed social contract between the state and the population that can produce genuine reform in key areas, to allow the country to emerge from violent conflict and crippling poverty. This need comes from the fact that in spite of a peaceful transition of power for the first time in the Congolese history, a change of the executive and legislative leaders does not appear, for the time being, to translate into the provision of better governance The project aims to stimulate and inform public debate around what real, transformative change would look like, and on the relationship between rulers and ruled more broadly. This will take place through research to generate evidence on key topics of public interest, as well as on the organisations that are supposed to be bridges between the population and the ruling elite: political parties and civil society organizations. CRG will also conduct a series of polls that seek to better understand public sentiment on issues related to administrative reform. In parallel, they will launch an online tracking system that allows citizens to see what their elected representatives are doing at both the legislative and the executive level. Finally, the results of the research will be disseminated and discussed through debates organized across the country, a podcast, regular blog posts, and a series of infographics and videos. The overall objective of the project is to contribute to the improvement of the quality of Congolese democracy by conducting rigorous research into political parties and civil society organizations, creating mechanisms to strengthen state accountability, and encouraging active participation of all stakeholders (including poor, voiceless citizens) by stimulating debates on better governance.

Result
Even though Sida is not financing the total project by CRG/Ebuteli, these results are due to the project and Sidas financing has a large part in the possibility to perform them. During the period under review, Ebuteli expanded their staff from 14 to 19 members. They obtained the registration certificate from the Ministry of Planning, secured a rental agreement for its Kinshasa office until March 2024, and opened an office in Goma, North Kivu. Mukalenga wa Bantus, the social contract component CRG/Ebuteli has published five research reports on structures of civic mobilisation (on PPRD, UDPS, CENI, the Catholic Church, and The intersection of football and politics. Between April and June 2022, CRG/Ebuteli conducted a face-to-face poll in over 400 sites across the country and published the results showing among other things that the Congolese population remain committed to democracy. This poll was conducted to renew the database of Berci, the partner with whom CRG/Ebuteli cooperates for the opinion polls. The fifth phone poll since the beginning of the project was performed in January 2023, evaluating President Félix Tshisekedi after four years of being in power. Following this fifth poll, three thematic notes were published. The work of the Talatala, the parliamentary and government tracker continues to follow the parliamentary and government activities in key areas (justice, security and anti-corruption reforms, and electoral activities. Talatala documents how the parliamentarians vote, posts fact sheets on each legislative initiative, documents the plenary sessions, and assess the level of implementation of executive commitments in the key areas. The followers of the website increased by almost 200% in 2022, now reaching almost 50 000. Talatala has more than 100,000 page views per year and during the reporting period, 147 580 pages were consulted by its visitors, 76.37% of whom came from the DRC. The tracker has thus increased its relevance and presence in Congolese public debate and the number of followers and citations of the tracker confirms the essential nature of Talatala in evaluating the work of each of Congos 500 parliamentarians. Utafiti ya Amani, the conflict component CRG/Ebuteli has launched a new podcast series titled Lolaka ya Uele broadcasted on two local radios and online on their platforms. Three blog posts analysing the security and political situation in the provinces of Haut-Uele and Bas-Uele have been published. As part of the sub-project on the Ueles, CRG/Ebuteli has began conducting research for the qualitative report provisionally titled Understanding the Mbororo, has identified lead researchers for two upcoming reports on the crisis on the Haut-Plateau region of South Kivu, and has published a qualitative report on Uganda's Operation Shujaa in the DRC: Fighting the ADF or Securing Economic Interests? followed by a public forum to launch it. An analytical note on the resurgence of the M23, to be included in the series of blog posts and notes on the P-DDRCS program, was drafted. As part of the objective to strengthen the Kivu Security Tracker (KST), the KST team has recruited a new coordinator, and five more focal points, who has undergone training and started working for the KST in November 2022. Communication /publications CRG and Ebutelis focus on enhancing public access to information in the DRC and aim to encourage people to demand accountability and foster discussions on better governance. To reach a wider audience, particularly in rural areas, they have developed diverse communication products. For example, they partnered with 41 community radio stations via the embassys partnership with Internews and translated their audio content into DRC's four national languages which received positive feedback from listeners. CRG/Ebuteli have developed or published a large number of communications products. These includes the different blogposts Po Na GEC (51), Masolo Ya Kati (13), and briefings by CRG as well as Public Forums/Townhalls (5) in Kinshasa, Kananga, Lubumbashi, and Kisangani.
Mukalenga Wa Bantu has and will continue to have one principal objective: to contribute to the improvement of the quality of Congolese democracy by stimulating debates on better governance and by creating mechanisms to strengthen the accountability of the state. More specifically, this project aims to: - Conduct in-depth comparative studies on the formal and informal accountability mechanisms that already exist within the main political parties and civil society organizations in the DRC in order to understand existing accountability models; - Monitor the parliamentary activity of each MP but also the government's action in key areas (justice, security, and anti-corruption reforms, elections) through an online barometer; - Enable substantive analysis and evidence-based projections beyond the urgency of current political, security, and socio-economic issues through a podcast with Congolese intellectuals and activists to put forward new ideas on how to transform the Congo over the next decade; - In collaboration with local partners, organize public debates around key accountability challenges highlighted by the project's research.
