Result
Due to the implementation partners (DASOD, SYFES and Inter Actions), to the work of capacition of these organizations by WFAD and to the collaboration with others institutions, in particular universities, civil society, public institutions, the project continued to support young people violent, commonly known as "kuluna". This supervision was done through health service providers, psychological support, trades training and income-generating activities to give them the chance to stop their violent activities, to impact on other young people and to become active and responsible people in the city. WFAD is strengthening its collaboration with other partners, for example, universities and the police. which allows it to assert itself in the sector and to make itself known as a new organization in the country. The intervention achieved good results despite the difficulties encountered on the loss of exchange rate which according to them is estimated at approximately 387,063 USD. Some examples of results: More than 500 young people have been reached by the program in 2022, including 200 women.which indicates a participation of young girls of 40%. The Embassy notes that young people were more oriented towards the management of household waste, the production and sale of clean water in vulnerable areas. Young girls are more into traditional activities, towards baking and dress cutting, which allow them to have some income. WFAD innovated this year by guiding young people in sustainable agriculture and raising chickens and producing eggs. WFAD has strengthened a network of civil society organizations and is advocating for the development of a national kuluna policy. WFAD also continued its commitment with the National Program for the Fight against Drug Addiction and Toxic Substances (PNLCT). This resulted in the networking of actors operating in civil society in order to pave the way for more coordinated advocacy efforts, for more advocacy in the establishment of a national drug policy. One of the strong signals of the program, WFAD is recognized by the government and civil society actors operating in the sector as one of the international NGOs that specializes in issues of recovery and prevention in the DRC. This contributes to institutional anchoring and in turn to the overall consolidation of networking in the sector. This requires more capacity building of local organizations to take over after the end of the project. The Embassy has noted mobilization efforts, even if this has not yet resulted in major firm agreements. For example funding of the order of 10,000 usd by a Swedish NGO, FORUM Civ for a survey on the mapping of local NGOs working on drugs, which allowed the sector to have a map of local NGOs operating in the sector. WFAD aims to expand these activities in the future with more engagement with local and international experts. But the Embassy estimates that it will be butted with the problem of financing. For three years, the project could not mobilize even 10% of funds they have received.
The general objective of this contribution is to prevent young people from joining, and support others in leaving, the street gangs, whilst contributing to a strengthened drug policy in the country. In order to prevent and tackle urban violence, this intervention will introduce and support mechanisms for mentoring and empowering young people through psychosocial support, vocational training, entrepreneurship, socio-economic and social reintegration, for the positive development of youth in becoming contributing members of the community. Moreover, the capacities of partner organisations and network of organisations and stakeholders working against the social and socio-economic consequences of alcohol and drug use in the DRC will be strhengthened, and regional cooperation to share best practices will be developed to advocate for and create better preconditions to prevent youth from joining, and support others in leaving violent street gangs. As far as the theory of change is concerned, WFAD suggests a four levels of intervention to meet the needs of these young people: individual, family, community and institutional levels. The project will offer support in recovery and desistance from violence, criminal behaviour and illicit drug use, including parental support groups, and provide vocational training as well as income generating activities. Advocacy activities targeting key institutional stakeholders, including local authorities, police, and policymakers will enable the enhancement of credibility, cooperation between different actors/stakeholders. As well as possibility for replication and mainstreaming of the activities. The project offers a clear environmental dimension as it focuses on sanitation services and production of clean and affordable water, while offering clear gendered specific support.
