The intervention is intended to contribute to the ongoing process of stabilization and statebuilding of Somalia by strengthening the capacity of key government institutions to perform core government functions through the mobilization of Somali diaspora resources. Institutional capacity building intervention targeting the identified key Somali institutions is critical for Somalia to successfully achieve its reconstruction and development objectives stipulated in the National Development Plan. The intended impact of the program is that key government institutions are better able to perform their functions in the stabilisation and statebuilding process in which they play critical roles. Sida has been supporting the secondment of high-capacity Somali Diaspora to a range of institutions in Somalia since 2013. This work has sought to support the Federal Government of Somalia (FGS) in the implementation of the Somali National Development Plan (NDP), as well as institutional capacity development more broadly. The second phase of the program "Strengthening Somali Institutional Capacity through Diaspora" will be implemented by the Nordic International Support Foundation (NIS). This will build on phase 1 of the previous support and will continue prioritizing government institutions such as good governance and strengthening the electoral and constitutional processes as well as functioning federal model of Somalia. The targeted sectors includes but is not limited to :Justice and constitution, Health and Public Financial Management, Gender and Human Right, Planning, Statistics, Foreign Affairs and international Cooperation as well as the office of the President and the office of the Prime Minister. The project will also continue to support the Ministry of Humanitarian Affairs and Disaster Management. The Diaspora experts will also be seconded to the federal and member states institutions.

Result
The program Strengthening institutions thought the diaspora implemented by NIS Foundation addresses institutional capacity gaps at the federal and member state levels, by seconding technical expertise from the diaspora as well as local experts. The program activity period ended 31st of December 2022, and there will be no additional phase or support to the programme. In 2021, an impact assessment of SES Phase I with Covid-19 response was conducted by an externally contracted consultancy firm, Horn Population Research and Development (HPRD). The main objective of the evaluation was to assess implementation of the SES programme, including the Covid-19 response support and identify the possible programmatic and policy recommendations based on lessons learned. The programme has shown positive results in the long and short term in terms of administrative and technical capacity development but has also had substantial challenges such as lack of systemic impact, lack of sustainability and scalability. By the end of 2022, the programme had seconded thirty-seven experts (31 M & 6 F) within 18 thematic areas to thirty Somali Government institutions across all the six federal member states and to the federal Government of Somalia. The programme focused on 18 thematic areas with gender, health, resilience/disaster management, economics/finance thematic sectors supported in almost all federal member states.
The intervention is intended to contribute to the ongoing process of stabilization and state building of Somalia by strengthening the capacity of key government institutions to perform core government functions through the mobilization of Somali Diaspora resources. Institutional capacity building intervention targeting the identified key Somali institutions is critical for Somalia successfully achieve its reconstruction and development objectives stipulated in the National Development Plan. The intended impact of the program is that key government institutions are better able to perform their functions in the stabilisation and state building process in which they play critical roles. The indicator of the interventions contribution to the ongoing process of stabilisation and state building of Somalia is the number of target institutions effectively implementing policies and procedures. This measures the extent to which the program has strengthened the FGS institutional capacity to engage in the process of stabilisation and state building. Sida has been supporting the secondment of high-capacity Somali Diaspora to a range of institutions in Somalia since September 2013. First implemented by IOM between September 2013 until August 2019, when NIS foundation took over the programme implementation, with the agreement ending with IOM in October 2019. The first phase by IOM sought to support the Federal Government of Somalia (FGS) in the implementation of the Somali National Development Plan (NDP-9), as well as institutional capacity development more broadly. The second phase of the program "Strengthening Somali Institutional Capacity through Diaspora", implemented by NIS foundation, started in August 2019 and builds on previous support and continue to prioritize government institutions such as good governance and in support of the implementation of NDP, on both FGS and FMS level. The targeted sectors includes: Inclusive Politics, Economic Growth, Social and Human Development, Resilience as well as Gender and Human Right. The project also supports Humanitarian and Disaster Management both FGS and FMS. The Diaspora experts are seconded to the federal and member states institutions.
