The Adventist Development Relief Agency (ADRA) has applied to Sida for funding of 68 million SEK to carry out the 'Somalia WASH Service Delivery Improvement Programme (SOWASDIP)' in Somalia during the period 2019-2023. This includes SEK 8 000 000 that Sida has allocated to support the work of the Somalia NGO Consortium during the same period. The intervention aims at improving health and environmental conditions as a result of sustained access to water, sanitation and hygiene promotion (WASH) services. Specifically, the intervention will 1) Strengthen the enabling environment and governance structures to support the delivery of appropriate, equitable and affordable WASH services, 2) increase access to sustained, equitable and affordable safe water through well managed water supply systems in rural, peri-urban and urban settlements, 3) increase access to improved, adequate and equitable sanitation and hygiene services, and 4) Increased household income as a result improved WASH services . ADRA will implement the intervention together with the Somali governments, Civil Society Organizations, the private sector, and the Somalia NGO consortium. The intervention will geographically target select districts in South Central, Puntland, Somaliland and the states (Galmudug, South West, and Jubbaland). Primary target beneficiaries will be women and girls from poor households living in urban, peri-urban and rural areas including the nomadic populations and Internally Displaced Persons. The intervention’s total budget is 68 million SEK which will be totally funded by Sida. Approximately 17 million SEK of the intervention budget will be forwarded from ADRA to implementing civil society organizations and 8 MSEK to the NGO consortium.

Result
Result 1: Strengthened enabling environment and governance structure supporting delivery of appropriate, equitable and affordable WASH services. The program has enhanced community participation through engagement in different fora including meetings, capacity-building workshops, and training, etc. Community participation has strengthened collaboration and capacities of the government, partners, and stakeholders to deliver on their mandates and required services. A total of 816 people (644 male and 172 female) had been engaged since the program inception, of these 249 people (170 male and 70 female) have been reached in 2022. Training of Water Management Committees on operations & management, the program had a target of (15 WMCs), 13 out of the targeted 15 WMCs have been trained (87% achievement) have been trained. 94 WMC members (76 men & 18 women) trained in 6 states (SWS, Jubaland, Hirshabelle, Puntland, Galmudug & Somaliland), which is 188% of the original target, and 50 of these trained in 2022. The program supported the training of government lab technicians on sampling, testing, analysis and reporting approximate 10 technicians on Water Quality Analysis (4 FGS, 6 FMS). A further 40 staff (28 men & 12 men) drawn from the Ministry of Energy and Water Resources (MoEWR) and selected water supply utilities in Puntland and Jubaland were trained on water sampling, testing, analysis and reporting in 2022. Training covered physical, chemical, and bacteriological analysis and water treatment and sanitary survey methods. Since inception the program has supported 28 out of 48 targeted quarterly WASH sector coordination meetings (58%). Led by the relevant ministries in 5 FMS', about 322 participants (34F & 288M) from INGOs, government ministries, UN agencies and local NGOs have been involved in 9 meetings in 2022 alone. The support in convening in WASH cluster meetings is very important since its linked to coordinating humanitarian responses during the current drought situation Result 2: Increased access to sustained, reliable, equitable and affordable safe water through well managed water supply systems in rural, periurban areas and urban centres To increase access to water, the program has partnered with FMS and the communities in identifying and rehabilitating existing poorly or non/dysfunctional strategic water systems, augmented/expanded some, connected populations through reticulation and pipeline extensions and established new water systems. An estimated 59,816 people have been reached, this translates to an additional 32,116 people in 2022 over the 27,700 reached by 2021. Overall, the program has achieved about 56% of the target (107,000 people) and the action is on course to deliver on this projection. i) With regard to drilling & construction of new boreholes, out of the targeted 5, the program has done 6 which are currently at different stages of development. The borehole projects include Gasle, Garbaharey, Mataban, Adado, Balicabane, Gorayo-cawl, with two other proposed in Galkayo and Dangorayo still in the pipeline. ii) Rehabilitation of medium & small water supply schemes, the program had a target of 15, so far 11 strategic water schemes have been rehabilitated (73% of the target) with 6 of these completed by October 2022. The supply schemes include Godgal, Dhehtal, Buslay, Qorahay, Buriya, Garbaharey, Bandiradley, Elberde, Farjano, Dhobley and Banbal. iii) On the construction of the water harvesting and storage earth dams, the program has constructed an earth dam at Garabis village in Hargiesa, Somaliland and is fully equipped and functional. The Warta Dawlada Dam was rehabilitated to augment water supply for Burhakaba town. In 2022, the Shalaqbeen Dam in Guriceel was constructed, now awaiting equipping. in toal the program has constructed 3 water harvesting and storage dams. iv) Multi-water supply systems Connections to schools, reticulation & 2 berkets rehabilitated at Yaka Yaka, Puntland. Result 3: Increased access to improved, adequate and equitable sanitation and hygiene services in rural, peri-urban and urban areas. In terms of sanitation, the program since inception has provided approximately 63,543 people with improved access to sanitation. Of these 26,867 people (12,212 female & 14,645 male) have been reached in 2022. The activity is implemented through CLTS activities, provision of sanitation kits (tools and implements) for cleaning and environmental sanitation, construction of toilets, girl friendly spaces (GFS) and hand washing facilities in schools. Of the above total figures, in partnership with the Ministry of Health 4,236 beneficiaries (702 HH) constructed their own household latrines (338 latrines in Puntland, 161 in Somaliland and 153 latrines in Galmudug) through CLTS. Further, 11,077 learners (6,328 boys and 4,749) have been reached through the construction of 13 twin latrines for 14 schools located in Somaliland, Puntland and Galmudug, and 11 group hand washing facilities. About 22,631 leaners (10,019 girls & 12,612 boys) benefited through the distribution cleaning and sanitation tools to schools in Puntland, Somaliland and Gamudug. In terms of hygiene promotion, it is estimated that the program has in 2022 alone reached 3,166,707 people through radio awareness campaigns (radio spots) from May -July 2022 across Somaliland, Southwest, Puntland, and Jubaland. The program worked with Ministry of Health in Puntland to carry out refresher training on how to promote Sanitation and Hygiene in schools for 37 beneficiaries (18 female and 19 male) consisting of school principals, female coaches and Ministry of Education both regional and state level. Separately, the program conducted refresher and induction training for 15 female school coaches on menstrual hygiene management (MHM) to give awareness to and help supporting adolescent girls in school. The coaches also conduct monthly sessions with the boys on menstrual hygiene management, besides the routine general hygiene and sanitation activities in the school. Result 4: Improved household income through engagement in provision of WASH services (water supply, sanitation management and promotion of good hygiene practices, and innovativeness) The program has failed to establish and integrate the private sector in management of solid and liquid waste management. This still proves difficult to carry out, it was planned to be partnership with local authorities. However, the program has through the partnership with mayors Qardho, Sheikh and Dhobley cities supported the rehabilitation and construction of the waste management and recycling centers/ facilities. In Qardho, Puntland the program completed dumpsite for solid waste management. This have been handed over benefiting at least 40,000 people. In Sheikh, Somaliland construction works for solid water disposal site (dumpsite) is underway, upon the request of the Ministry of Water in Somaliland, the program is rehabilitating the towns slaughterhouse and its effluent discharge disposal system. In Dhobley, Jubaland the program had rehabilitated the solid waste dumping site and the slaughterhouse.
Program Goal: Improved health and environmental conditions due to sustained access to WASH services contributing to reduced poverty and improved economic status of Somali people. Outcome 1: Strengthened enabling environment and governance structure supporting delivery of appropriate, equitable and affordable WASH services. Outcome 2: Increased access to sustained, reliable, equitable and affordable safe water through well managed water supply systems in rural, peri-urban areas and urban centres Outcome 3: Increased access to improved, adequate and equitable sanitation and hygiene services in rural, peri-urban and urban areas Outcome 4: Improved economic performance of local livelihoods reliant on improved access to WASH services Outcome 5: An enabling environment for the efficient and effective delivery of humanitarian and development assistance for all Somali people.
