Sida has received an application from the Swedish Association of Local Authorities and Regions (SALAR) for the project, Resilience in Local Governance (RESLOG): Lebanon and Turkey. The overall objective of the Project is sustainable and resilient local governance systems in Lebanon and Turkey, which are peaceful, inclusive, and provide equal and effective services to people. The application is based om the feasibility SALAR has conducted in Jordan, Lebanon, and Turkey in 2016-2017. After the feasibility study, Sida and SALAR agreed to commence an inception project in Turkey and Lebanon including the development of a full project proposal for Sida approval, establishment of project organisations, as well as implementation of selected activities. With the feasibilitystudie as a basis and the experiences of the inceptionphase Sida decides to support RESLOG during the period 1 December to 31 December 2020 with the amount of 71.500.000 SEK.

Result
The intervention aims at enhanced policy framework, improved dialogue, and strategic capacity for sustainable and resilient local governance in Turkey and in Lebanon in communities specially affected by the Syrian crisis. The project has a planned implementation period of 28 months from September 2018 to end of December 2020 as this is the endpoint for the Sweden's Regional Strategy for the Syria Crisis strategy. This strategy was extended to 2023 and the end of the implementation period of the project was amended to 29 April 2022. It is especially in the first strategic activity area where RESLOG belongs. It reads: Strengthened resilience, human security and freedom from violence, with a focus on livelihood opportunities, increased access to public services and reduced gender-based violence. The global objective of the project is: Sustainable and resilient local governance systems in Lebanon and Turkey, which are peaceful, inclusive, and provide equal and effective services to people. Specific goal in Turkey Enhanced policy framework, improved dialogue, and strategic capacity for sustainable and resilient local governance in Turkey. Specific goal in Lebanon: Strengthened municipal governance, service provision, and area-based coordination in the Akkar governorate. Specific geographical focus areas: In Lebanon, RESLOG will be implemented in the Akkar governorate in the north of the country and in Turkey the project will work in two distinct geographical areas demarcated through the Regional Unions of Municipalities of Marmara and Çukurova, both with significant numbers of Syrians refugees.
