The PFRU has been designed collaboratively with the Government of Ukraine (GoU) and participating financing partners drawing on international evidence on stabilisation programming, and research conducted specific to the context in Ukraine. The analysis of the conflict, caused by the armed aggression of the Russian Federation, has indicated that the PFRU can support Ukraine to strengthen resilience in several areas: to mitigate the impact of hybrid tactics adopted by Russia to foment instability in Ukraine; to support Ukraine in addressing the drivers of instability in GCAs of Donetsk and Luhansk and other eastern and southern oblasts; and to prepare conflict-affected communities for the eventual reintegration of NGCAs once a political settlement is achieved.

Result
The proposed contribution "Partnership Fund for Resilient Ukraine" (PFRU) aims to support Ukrainian Government and citizens to combat consequences of the ongoing military war in Ukraine provoked by the Russian Federation, as well as to strengthen resilience of Ukraine towards internal and external threats leading to the destabilization in Ukraine. The primary objectives of the PFRU programme are as follows: - Ukraine's resilience to instability and conflict is strengthened and Ukraine is prepared for a smooth social, economic and political transition once there is a political settlement to the conflictQ - Ukraine is supported to prevent new conflicts and mitigate instability in Government Controlled Areas (GCAs) in eastern and southern Ukraine, and to prepare for social, economic and political reintegration of Non-Government Controlled Areas (NGCAs). The PFRU will deliver technical support, capacity building and projects (including infrastructure and construction projects), to support Ukraine to resist the Russian invasion, mitigate the consequences of the war and possible drivers of instability in the future and prepare for the reintegration of non-government controlled areas (NGCAs). This will be provided in close partnership with central and local government empowering ongoing reforms, in particular decentralisation.
