The project aims to employ transformative approaches to the advancement of gender equality and women’s empowerment by focusing on barriers that women face and empowering women through working with women, gender-transformative approaches engage a variety of agents of change. Transformative approaches aim at removing the root causes, structural barriers and restrictive social norms that underpin the persistence of gender inequalities in various areas of life. In the case of the proposed project, a transformative approach means engaging with the key institutions at the same time, specifically those that either have a significant impact on the replication of restrictive gender stereotypes or can help break down these social norms and pave the way for greater gender equality and women’s empowerment. The project builds on involving the three below specified groups of actors to acheive the proposed objectives described in the project proposal. 1) Key national- level institutions that will develop, implement, monitor and coordinate Ukraine´s international and national commitments to gender equality and women´s empowerment (here abbreviated GEWE) 2) Women and women´s organisations, that will participate in decision-making, monitoring of governmental commitments and advocacy for GEWE priorities 3) Private business companies - who will contribute to advancing GEWE in the workplace, value chains and in communities. By involving these actors, all in their specific responsibility, right as well as competence, the project aims at bringing about systemic change in the preconditions setting limitations for womens full participation and enjoyment of equal rights. The project strategy is that by involving the above mentioned key stakeholders the implementation of international standards and national GEWE commitments will be well coordinated, financed, and monitored in partnership thus strenghtening joint accountability to contribute to transformative changes to improve the lives of women and girls in Ukraine.

Result
In 2022 the project contributed to adoption of significant international GEWE commitments by Ukraine as well as adoption of national policies, plans and strategies. For example, the project provided advocacy and legal support to ratification of the Council of Europe Convention on preventing and combating violence against women (VAW) and domestic violence (DV), also known as the Istanbul Convention. The Project also supported the revision of the National Action Plan on UN Security Council Resolution 1325 (NAP 1325) on Women, Peace and Security (WPS), which now includes vital provisions for different vulnerable groups of women and girls during the war such as those at risk of human trafficking. The State Strategy on Equal Rights and Opportunities of Women and Men (EROW&M) by 2030 and the operational action plan on its implementation in 20222024 were adopted by the Cabinet of Ministers (CoM) of Ukraine in August 2022. The process was supported by UN Women. In March 2022 the project also supported Ukrainian Delegation's participation in the 66th session of the Commission on the Status of Women (CSW) to highlight the needs and challenges of Ukrainian women and girls caused by the full-fledged invasion. Throughout this process the project supported the voices of women and women organizations and their meaningful participation in developing and advocating for adoption of international and national GEWE commitments. The project also supported capacity development and building partnerships for women CSOs. The key CSO partners of the UN Women Project are women organizations, such as Ukrainian Women Veterans Movement Center, Women's Perspectives Association of Ukrainian Women Lawyers JurFem, and Professionals of the Future. In the ares of women economic empowerment the project implemented flagship initiatives by private sector companies to strengthen the position of women employees or women suppliers. A number of business companies signed Women Empowerment Principles and received technical support from UN Women to advance gender equality at the work place.
The project goal, that the Government, civil society and the private sector have joint accountability to contribute towards transformative results for gender equality and women's empowerment in Ukraine, will be achieved under three Outcomes and five Outputs: OUTCOME 1 Key national-level institutions develop, implement, monitor and coordinate Ukraine's international and national commitments to GEWE. OUTPUT 1.1 Key institutions of the National Women's Machinery (NWM) have strengthened capacities to implement their respective GEWE mandates. OUTPUT 1.2 The national-level GEWE Coordination Mechanism is strengthened to be fully operational, participatory and inclusive. OUTCOME 2 Women and women's organizations meaningfully participate in evidence-based decision-making, monitoring of governmental commitments and advocacy for GEWE priorities. OUTPUT 2.1 Women and women's organizations have improved capacities to participate in the development and monitoring of the Governments GEWE commitments. OUTPUT 2.2 Women's rights activists increasingly collaborate with the media to challenge patriarchal social norms and advocate for their priorities. OUTCOME 3 Private business companies contribute to advancing GEWE in the workplace, in value chains and in communities. OUTPUT 3.1 Private business companies have strengthened knowledge, plans and mechanisms in place to implement the Women's Empowerment Principles.
