Result
- Monitoring and analysis on the state and needs of liberated and war-affected hromadas (with special focus on administrative services provision) answers from 140 hromadas were collected and analyzed. - Participation in a conference of All-Ukrainian Association of Amalgamated Territorial Communities where administrative services provision issues were highlighted. - Analysis of obstacles for providing civil registration services due to the use of strict reporting forms was conducted. - Support for Congress of local and regional authorities under the President of Ukraine's hearing on civil status acts registration services. The hearing helped to deliver relevant problems from local self-governments to the Ministry of Justice. After the discussions and public light on the issues, the Government initiated actions for solving the issues. On request of the Presidential office, relevant propositions have been prepared by the Project. - During the reporting period PROSTO project established cooperation with governmental bodies (parliamentary committee) and other international technical support projects (Norwegian people's Aid, UCBI-4, Community-led Inclusive Recovery). - 34 applications for improvement of service provision were received. 29 of them were related to services and answered by experts (27 hromadas), and 5 were related mainly to material needs and addressed in accordance with the Project's crisis support guidelines. The number of residents of these hromadas: 559,359 (without oblast centers). - Due to the President's assignment to create ASCs in all oblasts before the end of June 2023, a major part of the requests was related to the creation of an ASC (model documents, relevant model for ASC in hromada). Eventually, 11 hromadas received a full package of documents accompanied by experts' consultations on ASC creation. - Three information sessions were conducted for hromadas where ASCs were not established (at least 40 hromadas participated) in three oblasts (Chernihiv, Sumy, Kharkiv) upon the request of these Oblasts military administrations. One more is planned in July (in Ternopil) in partnership with a UNDP Project Empowered Partnership for Sustainable Recovery (EPSR), financed by Sida.
The contribution aims at improving the local service delivery for citizens of Ukraine by providing advisory and technical support to establish administrative service centers. In addition to that, the project will also work on the national level with key decision makers to shape / improve the national legislation in the area of administrative service provision.
