The program focuses on strengthening the women's rights movement in the Western Balkans in order to effectively advocate work to engender the EU-accession process. The program builds on previous work on strengthening women's rights, participation and influence in the Western Balkans and provides support to women's rights organizations in Albania, Bosnia and Herzegovina (BiH), Kosovo, Montenegro, North Macedonia and Serbia. The program covers the period 2021-2026 and has a total budget of SEK 74 million. Intended impact: Women’s rights are increasingly respected and equal participation in decision-making takes place in in WB Programme outcomes: 1. Kvinna till Kvinna and WCSOs have strengthened engagement on gender equality with EU, member states, UN, and other national stakeholders 2. Kvinna till Kvinna and targeted WCSOs have built new alliances and strengthened existing ones to promote gender equality in Western Balkans. 3. Targeted WCSOs have the capacity to conduct effective advocacy. To achieve these goals, Kvinna till Kvinna supports civil society organisations working for women's rights through grant support, as well as capacity, knowledge and skills development, with an aim to foster effective evidence-based advocacy. Also, Kvinna till Kvinna functions as a liaision between the EU and women's CSOs in the Western Balkans, establishing contacts between the parties and facilitating cooperation. Kvinna till Kvinna and its partner organisations are increasingly requested by the EU on integrating a gender perspective in the accession processes for the Western Balkan countries.

Result
The programme aim continues to be as relevant as ever. Kvinna till Kvinna has ongoing 3-year grant agreements with 14 partners (including 2 core support). Key activities and results during 2022: - The opening of the Kvinna till Kvinna office with one staff member in Brussels. - A week long EU advocacy visit to Brussels, and to Berlin (in light of Germany's new Feminist Foreign Policy) - Structured support to advocacy preparations (policy briefs, tailored training, messaging coaching, stakeholder analysis etc) and publishing the regular research and analysis of women's rights in WB. - Gender analysis of EU enlargement strategy policies and reports (including A Stich in Time Saves Nine) - Shorter Brussels visits with smaller delegations in preparation for Sweden's EU presidency - Kvinna till Kvinna has applied its newly developed monitoring tool based on the Theory of Change (ToC) and Baseline from 2021 to report on results in 2022 and provides several quantitave out put results in their annual report. - The number of legislative changes that partner organisations have been engaged in amounts to 37 in the region. - There is an indicator to capture how they engage in structured EU policy analysis and dialogue (75). A conclusion/lessons learned from the engagement is that EU delegations generally require some pressure from Brussels to meaningfully consult with women CSOs and that gender focal points managed from fairly junior positions. - There were 26 new opportunities for networking and sharing of knowledge during the year and there were a large number (90) of MoUs signed and/or joint actions/campaigns conducted. Lessons learned: Since a few years back, Kvinna till Kvinna starts ecah year by convening a regional meeting with all partner organisations working on EU level advocacy for exchange, coordination and creating opportunities for structured advocacy processes. This has proven to be efficiently done online and will be continued. Another successful joint effeort is the "Brussels Week" in November with a large number of participants engaging in more than 20 meetings and events where connections are established consolidated and further developed between partners and Brussels officials. This will continue "in real life" (IRL). A new interesting area of work that started in 2022 with the intention to be further developed is advocacy towards International Financial Institutions (IFIs), notably the World Bank to start with, which builds on the learnings from the EU advocacy. The importance of preparation can not be over estimated for successful advocacy and policy influence and the role of building the capacity throughout the network of partners is another critical component that Kvinna till Kvinna brings to the cooperation.
The overall intended impact is that Womens rights and equal participation in decision making in Western Balkans are fully respected. The immediate cause this program addresses is the lack of a gender perspective and the lack of womens participation in the EU accession processes in the Western Balkans. The program will contribute to the EU accession processes in several Western Balkan countries by further increasing cooperation between WCSOs in Western Balkan countries and the respective EU delegations and offices as well as with EC officials and Members of the European Parliament (MEP) in Brussels. Kvinna till Kvinna will continue to be a door opener for WCSOs in facilitating their access to the political and cooperation sections of the EU delegations and offices in Western Balkan countries and the European Commission.
