The main goal of Green Economic Development phase III project is to further facilitate scaling up of energy efficiency in BIH and the creation of a favourable environment for investing in Energy Efficiency (EE)/Renewable Energy Sources(RES) measures in BiH, primarily in public sector buildings. The intervention presents logical continuation to the 2nd phase of the Green Economic Project implemented by UNDP and financed by Sweden since 2014, which is coming to its end in February 2021. The ongoing project has achieved many good results and managed in scaling up energy efficiency in BIH. Based on the experience from the previous implementation phases of the Project, though a lot has been done, it is evident that the project should further scale up activities implemented under the GED II, as there is a huge need to improve the public building stock in BiH as to reduce consumption and consequently emissions. In accordance with the goal, the Programme consists of seven interlinked and supplementing project components: - Capacity Building (PC1) – Develop capacity and strengthen skills of MoFTER, Env. Funds staff and energy professionals - Institutionalization of energy management (PC2) – Institutionalization of energy, costs and emission management and monitoring in public sector buildings of BiH - Legislative framework / financial mechanisms (PC3) – Development and adoption of sustainable financial mechanisms - Infrastructure measures (PC4) – Implementation of energy efficiency measures in public buildings - Public awareness / marketing campaign (PC5) – increasing public awareness on energy efficiency - RES off-grid solutions (PC6) – Provide access to energy for off grid households in BiH - RES/EE in SME's (PC7) – Increased EE/RES in SME's in BIH The project also aims to contribute to COVID “green recovery” by providing technical and economic stimulus to GHG emission reduction, air quality improvement, creation of new jobs, budgetary savings/ re-generating resources for investment etc. Mid/end term evaluation of the current GED project is ongoing, and will be finalized in early 2021, therefore findings and recommendations from the evaluation report will be incorporated into new project within the inception phase period.

Result
The following results are achieved within the GED 3rd phase project in 2021: Infrastructure works were performed on 26 public buildings (exceeding target of planned 10), including civil, mechanical, and electrical works. The total energy savings in renovated buildings is about 59%. Through implementation of Infrastructure energy efficiency measures created 157 green jobs, and reduced emissions of CO2 in amount of 1,2018 t/a. During 2021, 61 projects (subsidizing the replacement of coal and other solid fuels furnaces with certified furnaces in households in Sarajevo Canton) were implemented. This activity is continuig during 2022 and will include provision of subsidy to all applicants whose applications were approved. Two interventions on increasing Energy Efficiency in public lighting systems have been implemented. This involved installation of highly efficient LED public lighting system. As result two public lighting systems have been modernized in 2021 with new, more energy efficient LED luminaires. Implementation of this intervention, beside the budgetary savings has significant impact on improvement of social life of citizens, improvement of security and quality of life in general. Development of the E-mobility Study/Strategy related to the installation and use of Renewable Energy Sources (solar photo voltaic systems) for charging of electric vehicles commenced in 2021 even though it was not planned until 2022. Equally, the market penetration Study/Strategy on new technologies in SMEs in BiH is under development. The study give enough information of currently existing gaps, barriers, risks and conditions for green investments in BIHs SME sector. This document shall also identify the most cost-effective technologies and analyze the possibility and probability of their utilization in BIHs SME sector. Based on the findings from the Study, five industry sectors (sub-sectors) are identified in 2021 with highest potential in utilization of green investments and its cost-effectiveness regarding competitiveness, creation of market advantage and emission reduction potential. For these five sub-sectors, detailed industrial energy audits are being conducted and recommendations for green investments (i.e., cost-optimal technologies) shall be provided. Based on the five detailed industrial energy audits and findings from the Study a Handbook for BIH SMEs on the utilization of new technologies (including the financing possibilities) shall be developed and via Chamber of Commerce in BIH promoted in 2022. UNDP provided the assistance to develop a decision on the establishment of the Working Group for Energy Efficiency in Bosnia and Herzegovina and both relevant entity ministries following the request from the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina which is responsible for tasks and duties falling within the jurisdiction of the State of BiH including defining policies. The aim of this working group is to exchange experiences and information in the field of energy efficiency and a methodological harmonization in order to fulfill the obligations from the Energy Community Treaty in the field of energy efficiency.
The primarily goal of Green Economic Development 3rd phase project is to contribute to the creation of a favorable environment for investing in EE and RES measures in BiH. Short-term aim of the GED 3rd phase project is to create interest and motivate end-users to invest into EE/RES by promoting co-financing, develop capacity and skills of Environmental Funds (systematic approach to decision making processes of EE/RES investments) and achieve budget cost savings through implementation of EE/RES projects and reinvest savings into EE/RES or other infrastructure projects. Mid-term aim of the GED 3rd phase project is to generate employment of domestic workforce, increase public awareness and understanding of EE/RES benefits, develop and adopt sustainable financial mechanisms for EE project financing (performance based granting, ESCO Fund window), contribute to BiHs EU accession (EPBD, EED and RES directives) and lower the risk to enter EE investments/provide loans for EE/RES investments in BiH. The project will also contribute to COVID green recovery by providing technical and economic stimulus to GHG emission reduction, air quality improvement, creation of new jobs, budgetary savings/ re-generating resources for investment etc .
