Resultat
The Nordic Environment Finance Corporation (NEFCO) is an International Financial Institution established by the Nordic Governments in 1990. NEFCO provides results based green financing. NEFCO is owned by the Nordic countries and its shareholders consist of Denmark, Finland, Iceland, Norway and Sweden. The shareholders are represented on the Board, which takes policy decisions concerning NEFCO’s operations and approves the financial transactions proposed by NEFCO's Managing Director. This intervention is a trust fund with a purpose of providing quick and flexible technical assistance financing in support of identification, preparation, implementation and supervision of environmental projects in Ukraine being priorities of the Eastern Europe Energy Efficiency and Environment Partnership (E5P) and/or related to potential NEFCO financed projects and programs of Swedish interest in Ukraine aiming at benefiting environmentally, technically and financially sound environment and energy investments. The fund has been established in 2008 and Sweden through several disbursements has provided 149.8 MSEK as a contribution to the fund. With the disbursement of 15 MSEK in 2020 the fund is now fully replenished. The results achieved so far: 1. During the reporting period 4 new assignments have been submitted for approval to Sida to the total amount of EUR 2,415,000. 2. NEFCO's successful lending operations in Ukraine have led to that NEFCO's exposure to Ukraine for some time have been exceeding the equity exposure level for an individual country approved by NEFCO's Board of Directors. Therefore, NEFCO have had to apply a more restrained approach to larger projects intended for financing by loans from NEFCO’s Investment Fund. This is reflected in the fact that fewer initiatives for origination of new projects were taken in 2020 than in previous years. The main focus is instead on implementing and completing projects that have already been agreed. 3. Technical assistance financed from the resources of the Fund remains to be catalytic component in implementation of the following NEFCO projects and programs: Sweden-Ukraine District Heating (SUDH) Fund, DemoUkrainaDH Programme, Ukraine Higher Education (UHE) Project, NIP Ukraine Water Modernisation Programme, Ukraine Municipal Lending Facility (ULF), Nordic Energy Efficiency and Humanitarian Support Initiative (NIU), projects with Norway-Ukraine Energy Efficiency (NUEE) Fund investment grant, projects with E5P investment grants. 4. The agreed amount for the Fund is 149.8 million SEK in total. By the replenishment of 15 million SEK in June 2020 the Fund is fully replenished. The bank balance of the Fund as per 31.12.2020 is 63 802 850 SEK, net of interest, bank and management fees3. By the end of 2020, 84 390 955 SEK have been disbursed to assignments and additionally 43 727 867 SEK have been committed but not yet disbursed. All in all 20 074 983 SEK were available for new assignments as per 31.12.2020. 5. Results in terms of environmental benefits, improved energy efficiency and improved sustainability of services can only be credited from completed projects. All NEFCO financed projects are examined regularly by NEFCO in its annual environmental follow up. Currently the completed DemoUkrainaDH projects and the completed E5P project in Kiev and Zhytomyr are included in the follow up. Projects during completion contribute further to reduced energy usage and CO2 emissions but are so far not included in the follow up. By 2020 the projects supported by the fund have resulted in 23,750 tCO2 of annual emission reductions and reduction of fossil fuel consumption equivalent to annual consumption of 33,800,000 m3 of natural gas.
The Sida-NEFCO Ukraine Consultant Trust Fund was established 18 April 2008, when Sida agreed to make available 2 MSEK to fund consultancy services, to support strategic cooperation with the Government of Ukraine in order to promote efficiency in district heating. Through a number of amendments and restatements the fund was replenished to a 109.8 MSEK by the end of 2017. The purpose of the fund is to support identification, preparation, implementation and supervision of environmental projects in Ukraine being priorities of the Eastern Europe Energy Efficiency and Environment Partnership (E5P) and/or related to potential NEFCO financed projects and programs of Swedish interest in Ukraine aiming at benefitting environmentally, technically and financially sound environment and energy investments. Over the period of 2008-2017 the fund has been instrumental in: support to preparation and implementation of DemoUkrainaDH with 6 completed projects in 2017 and more in the pipeline, support to development of energy efficiency projecst co-financed by E5P, support to project development to support cleaner production and energy efficiency improvements in public buildings through the NEFCO Credit for Cleaner Production and the NEFCO Energy Savings Credit, financing the environmental projects monitoring and evaluation position at NEFCO. Further developments of NEFCO operations in Ukraine that is intended to be supported with thechnical assistance through the resources of the fund include: - The Nordic energy efficiency and humanitarian initiative for Ukraine programme. This includes projects addressing energy efficiency measures in schools, kindergartens and health institutions as well as street lightning in the government controlled areas of Donetsk and Lugansk regions and in the surrounding regions receiving a major influx of internally displaced persons (IDPs) from the conflict area. - The Ukraine Higher Education Project is an initiative of NEFCO, EIB and Ministry for Education and Science of Ukraine for a 160 MEUR programme for modernisation and energy efficiency improvement of universities and other higher education facilities in Ukraine. - New initiatives directed on a continuation of efforts in municipal services, mainly related to improved energy efficiency in district heating and in public buildings, as well as initiatives to expand the focus of energy efficiency improvement. - Program for further support of district heating in Ukraine, as a continuation of the efforts initiated with the DemoUkrainaDH programme. - A sector study for opportunities for integrated agricultural and bioenergy projects to support Waste-to-Energy in Ukraine based on NEFCO’s work with agricultural open burning problems within the context of the Barents and Arctic programmes in the region. Additional resources placed in the fund for technical assistance will enable NEFCO to finance fees, travel and other reimbursable costs of consultancy companies, engaged by NEFCO in Ukraine, secondment of staff to NEFCO, for the development, implementation, monitoring and supervision of potential NEFCO projects and programmes or other such projects and programmes of Swedish interest in Ukraine. Typical assignments to be financed from the resources of the fund include: scoping missions, feasibility studies, project implementation support etc.
