Resultat
General question: Results related to the intended outcome 2015Question: Summarise results related to the intended outcome (this information will be sent to Open Aid)Answer: The progress was noted with 44 municipalities in terms of capacity development, clear responsibilities and commitment to improving SWM. All 44 municipalities have reportedly developed SWM plans and most are committed to implementation. In the process of adopting the waste management plans, the municipalities have arranged for public hearings and various awareness raising activities. The municipalities are fully aware of need for transparency and accountability of their operations. The waste collection rate has been improved by approximately 30 % and number of households that have access to organised waste collection services has increased by approximately 20 000. However, the process is slower than anticipated because of resistance from some local communities to have new waste collection system and increased fees to pay. It is expected that improvements will continue as municipal plans are being implemented after programme completion and it is expected that approximately 60 000 new households will be covered by the waste management system. The payment collection rate has increased thanks to the programme. The municipalities apply different methods to enforce the payment collection. Recycling pilot projects have been introduced in most municipalities. Although still at a low level, some municipalities have reported recycling of up to 9 % of the total amount. Several municipalities report recycling of approximately 5 % of the total waste. The figures are however uncertain as there is no method for estimating the recycled waste. There will be further progress in recycling as the municipalities continue to implement their waste management plans. In two municipalities (i.e. Kozarska Dubica and Novi Grad) the Programme implemented two-line collection system which is the first source sorting activities in BiH. There have been reported several problems with procured vehicles in municipalities, which created substantial delays in project implementation and dissatisfaction in municipalities. All goods and equipment have been procured and put in operation Before May 2015. Although consultant reported that all delivered equipment is fully functional, the reality is that there are still problems at several municipalities with operation of the waste collection trucks procured under the Programme. Unfortunately, the Consultant failed to make proper follow ups in municipalities at the end of programme, thus it is difficult to evaluate real status of equipment at municipal level. With regards to the national awareness campaign, it has been completed in both entities. A wide range of activities were implemented, however it is difficult to judge the scale of the impact of the Campaign from available reports. To that, all participating municipalities have arranged local awareness raising activities in connection to extending the waste collecting services into local communities. There is also positive progress in implementation of individual municipal waste management plans.
