Activities and results according to thematic focus: (i) Right to Inclusion and Equality Some progress is reported under this theme, however the level of achievements was below planned. This was in part due to a "centralist" dynamic within local governance, making processes time-consuming and very slow. - The Municipal Council of the City of Chimoio revised its economic-social plan and included in the Municipality's budget for 2022 a response to the demand from civil society (children's network) to guarantee children's rights, in particular the right to play in safe places. The municipal plan and budget amendment included the allocation of resources to establish child playgrounds in the city. - 621, which 228 women and 393 men, members of municipal assemblies, municipal councils, aldermen and municipal employees, were trained and acquired knowledge and skills on how to develop rights-oriented public policies - The Municipalities of Pemba, Catandica, Manica, Gondola, Sussundega, Boane, Namaacha, Manhiça, Matola and Mocuba committed to cascade the trainings received (on gender equality and budgeting) to more officers and allocate part of the budget to deal with gender inequities during the next planning cycle. This is an ongoing change process resulting from the interventions (trainings and meetings) made by partners through targeted training on gender equality - Rede da Crianca, JOS-SOAL, NANA and AMMCJ carried out interventions to raise awareness and empower rights holders to influence duty bearers decisions that impacted on rights holders access to public services of quality. The actions included radio debates, seminars and exhibitors that totalled 478 initiatives. After sensitization, the rights holders presented a series of claims of rights that resulted in the compilation and elaboration of 4 position papers, one of them demanding better quality of health services in Mocuba and Lugela and 3 containing recommendations made by children and addressed to the municipalities of the Manica, Beira and Quelimane. The latter are still undergoing internal treatment in these institutions, awaiting their feedback. (ii) Right to political Representation and Participation - Partners facilitated political dialog among groups of women, youth, political parties, and civil society platforms, including vulnerable groups. 14 political dialogues events were carried out involving members of municipalities, parliament, and local government at districts levels around gender equality, child rights and SRHR. - Different stakeholders were engaged in analytical dialogues around the decentralization model in progress. The debates aimed to learn lessons for the next level of decentralization, local elections, political representation and participation at the district level. (iii) Right to Accessible, Affordable Public Service of Good Quality The main result is related to the improvement of Government institutions performance in delivering inclusive public services of justice, social protection, social protection, education and health with focus to SRHR. - Partner organizations carried out different training actions targeting duty bearers, sensitization and awareness raising to rights holders and political dialogue involving duty bearers. The actions aimed to influence policy decision and implementation for better provision of public services and social protection actions to the most vulnerable group with a focus to women, young people and children (girls and boys). These actions brought results and progress, at the local and provincial level, related to the gender inclusion in education sector and better provision of legal justice. - The partner organizations NANA and the Provincial Directorate of Education and Human Development of Zambézia facilitated the capacity development of pedagogic technicians from the education sector in Zambézia Province. As a result authorities began to include subjects related to the prevention of gender-based violence and sexual and reproductive health and rights in educational modules within the curricula of different disciplines. The impact of the new approach was the increased retention of girls in schools as reported by partners. Indeed there was a reduction of girls dropping out rate. - In Sofala and Manica provinces, partner organizations managed to maintain an open space for political dialogue with power holders at district, municipal and provincial levels as well as with justice institutions responsible for guaranteeing the right to protection and provision of basic services to children in conflict with the law. As a result, two model platforms and two multi-sectoral plans to deal with the issue were established and are functional in Manica and Sofala provinces. Bi-monthly meetings are held with social actors working in the area of child protection for monitoring and evaluating the progress regarding the agreed targets in the multi-sectoral plans. The meetings were attended by the Attorney General, Courts through the Family and Minors Sections, Provincial Directorate for Gender, Children and Social Action, Provincial Directorates of Justice Directorates of Social Action , Police through the Office of Assistance to the Family and Minor Victims of Violence, Representatives of Civil Society Organizations, Community Judges and Media Organs.

The overall objective of the "Programa de Acções para uma Governação Inclusiva e Responsável"-- AGIR, was to strengthen the capacity of civil society to demand accountability for political and economic decisions and to promote the respect for human rights, as well as by ensuring women and men have access to information about such decisions, and contribute to improved governance and to a democratic pluralism in Mozambique. Diakonia was one of four International Partner Organisation's (IPO's) receiving funds to implement the AGIR programme, with the objective and thematic focus to ensure women and men (of all ages with no discrimination) have improved access to quality public services (education, health care, water, justice) and fully realise their potential and human rights resulting from increased transparency and accountability of the duty bearers". Diakonia worked with 19 local organisations to ensure achievement of results in the following three thematic focus areas: . (i) Right to Inclusion and Equality. (ii) Right to political Representation and Participation and (iii) Right to accessible, affordable public services of good quality.
