Joint Labor Migration Programme utformades och lanserades 2018 med det övergripande målet att förbättra styrningen av arbetskraftsmigration för att uppnå en säker och ordnad migration i Afrika i enlighet med relevanta ramar för Afrikanska Unionen (AU) och regionala ekonomiska kommissioner (RECs), såväl som i enlighet med internationella överenskommelser. Den andra fasen av Joint Labour Migration Program (JLMP II), bygger på det betydande arbete som gjorts under den första fasen av programmet och på det politiska stöd som gavs programmet av afrikanerna statschefer och regeringar under AUs 24:e ordinarie sessionen i januari 2015. Joint Labour Migration Programme bidrar till att stärka den afrikanska policys kring arbetsmigration och den institutionella miljön genom att strategiskt förbättra kapaciteten hos Afrikanska Unionens Kommission (AUC) och RECs och deras samordning med medlemsstaterna och likasinnade intressenter, och genom att stödja samrådet på regional och nationell nivå. Genom JLMP-projektet har kapacitet och färdigheter stärkts genom dialog, medvetandegörande och kapacitetsutvecklingsinsatser, särskilt workshops för arbetsgivar- och arbetstagarorganisationer och statistikansvariga som hölls 2019. Inrättandet av den rådgivande arbetsmigrationskommittén (LMAC), samordningen med Global Forum for Migration Development (GFMD) och Abu Dhabi Dialogue, och ambassadörernas möten bidrar till framväxten av en gemensam vision om hur man kan bistå migrerande arbetare. Resultaten som det svenska stödet förväntas bidra till är: Outcome 1: Stärkt, effektiv, rättighetsbaserad och genderkänslig styrning och reglering av arbetskraftsmigration för migrerande arbetstagare oavsett gender i Afrika. Outcome 2: Migrerande arbetstagare oavsett gender i både formella och informella sektorer åtnjuter humana och säkra arbetsmiljöer, tillgång till och överföring av socialt skydd och sociala förmåner och ömsesidigt erkännande av färdigheter och kvalifikationer. Outcome 3: Förbättrad tillgänglighet och ökat utnyttjande av disaggregerad data och statistik från arbetskraftsmigration av medlemsstater och RECs för evidensbaserat beslutsfattande, policyutformande och tillämpning. Outcome 4: Stärkt styrning av JLMP. Projektets aktivitetsperiod är från april 2022 till mars 2025 med en total budget på 79 000 000 SEK.

Resultat
The project has adopted a flexible approach to identifying and prioritizing the needs of the beneficiaries and incorporates lessons learnt from the implementation of the preceding and ongoing Joint Labour Migration Programme (JLMP) projects. JLMP Implementing Partners also prioritised operationalisation and follow up of recommendations of expert ideas and consultations gathered through studies and research done during the previous JLMP Priority project. Furthermore, efforts have been made in strengthening the team through recruitment of additional technical staff and capacity building to address the evolving needs of the JLMP. The project is also strengthening monitoring and evaluation to ensure the translation of project activities to positively impact the lives of migrant workers and members of their families. Notable progress was made as per December 2022, i.e., nine months into the current project's implementation, subregional and continental levels to achieve results as follows: -The results for this first period of project implementation, are at output and activity level rather than at impact level and summarises results as reported by IOM in the project annual narrative report for 2022. Under the project's first Outcome area (see above), select Member States and Regional Economic Communities are advancing in establishing, or revising regular, transparent, comprehensive and genderresponsive labour migration policies, legislation, and structures. Through the combined support of JLMP lead project, to which Sida contributes, and the JLMP Action project (supported by Switzerland), Malawi, Cameroun, Cote dIvoire as well as ECCAS and EAC accessed technical and operational support in the development/implementation of their labour migration policies. The policy development process was paired with capacity building activities, inter-State benchmarking exchanges, and consultations to ensure that stakeholders have requisite knowledge and increased capacities to implement their priorities on labour migration at their various levels. -Under the second Outcome and leveraging on the groundwork from the JLMP Priority project and adopting a corridor approach (East and Horn of AfricaGulf), the project ramped up its support to relevant Member States to rollout measures that enhance opportunities for decent working conditions for migrant workers by making available accurate and practical information at key points throughout the labour migration cycle. In tandem, the project enhanced access to and portability of social protection for migrant workers through the ongoing development and roll out of capacity development tools and compendiums on migrant welfare programmes for countries of origin and the finalization of EAC Council Directive on Coordination of Social Security Benefits. Consultations were initiated on the implementation of the Africa Regional Social Protection Strategy (20212025), exploring how extending social protection to migrant workers will contribute to reaching the regional target of 40% social protection coverage. Furthermore, efforts of East African Community (EAC) Partner States to reduce labour shortages and increase recognition of skills and qualifications as well as promoting Skills Mobility Partnerships (SMPs) were supported through finalization of the EAC Regulations on Mutual Recognition of Academic Qualifications, in close collaboration with the EAC Secretariat. -In order to contribute to the availability of and increased utilization of labour migration data for evidence based policies and programmes under the third project Outcome, the project provided technical support to Member States and Regional Economic Communities towards the finalisation of the fourth edition of the Labour Migration Statistics Report for Africa. Interventions focus also covered harmonisation of instruments and capacity building to improve the response rate to the data collection tools. -To maintain the relevance and effectiveness of the JLMP under fourth Outcome, the project supported development of annual workplans which are aligned to similar interventions by JLMP Implementing Partners and beneficiaries. Furthermore, Partners coordinated joint consultations with target beneficiaries at national and regional levels (including through the projects governance structures) to increase awareness of this new JLMP initiative and elaborate its synergies with similar labour migration projects (notably, the JLMP Action project) and other subregional joint initiatives. JLMP Partners and beneficiaries revised the project log frame to enhance measurement of results achieved by the project after the capacity building on Monitoring, Evaluation, Reporting and Learning facilitated by the JLMP Action project. The project also supported recruitment of technical officers at the AUC and ILO. Partners boosted the visibility of the JLMP, and the positive contributions migrant workers have made to countries of origin and destination through several communication events and media.
The overall objective of the JLMP II Project is to contribute to the JLMP Strategic Framework (2020-2030) vision of strengthening the effective governance, and regulation of labour migration and mobility, under the rule of law, international migration law principles, and international labour standards, towards increased equitable, full-employment economic growth and sustainable development of the African Continent. This project is deployed in close coordination with stakeholders across governments, legislatures, social partners, migrants, international organizations, the private sector, NGOs, diaspora and civil society organizations towards increased equitable economic growth and sustainable development of the African Continent. The implementation of the project envisions four results: Outcome 1: Strengthened effective, rights based, and gender responsive governance and regulation of labour migration and mobility for migrant workers of all gender identities in Africa. Outcome 2: Migrant workers of all gender identities in both formal and informal sectors enjoy safe, humane, and secure working environments, access to and portability of social protection and social benefits, and mutual recognition of skills and qualifications. Outcome 3: Improved availability and increased utilization of labour migration disaggregated data and statistics by MS and RECs for evidence-based decision-making, policy planning, formulation, and application. Outcome 4: Strengthened governance and accountability of the JLMP.
