Resultat
The contribution implemented by FAO (in collaboration with ECOWAS) primarily focuses on three out of the seven priority areas of the Forest convergence plan of the ECOWAS Commission adopted by all the 15 member states. The selected three priority areas are 1) Sub-regional knowledge of the state of forest ecosystems and dynamics, 2) Forest and land-related laws, policies, and strategies at the sub-regional level, and 3) Demonstrating community-based sustainable forest and land use practices and encouraging South South cooperation and sharing of best practices. The Forest Convergence Plan aims to mobilize political, institutional, technical, and financial support to address trans-boundary forest issues and ensure that national action plans address trans-boundary issues across ECOWAS's 15 member States. With this background the project has been implemented since 2018 with a considerable disruption of the COVID pandemic in 2019 and 2020. This disruption caused a delay of implementation of some of the activities that finally leads to an extension of the project lifetime for another 12 months until September 2025. As it has been the case in 2022, FAO continued sharing of a synthesis report which summarizes Sweden's contribution to major areas of FAO's Strategic Framework 2022-2031 programme and budget, with a focus on supporting the most vulnerable and by ensuring sustainable use of natural resources, promoting equitable access to land, creating opportunities for decent employment, and strengthening the resilience of rural livelihoods. In the synthesis report the regional project finance by Sweden titled, Global Transformation of Forests for People and Climate (GCP/GLO/977/SWE) has been properly referred. The reports (narrative and financial) of 2023, the activity and budget plan for 2024 have been delivered on time and are complete in terms of fulfilling conditions in the Agreement and the consensus reached during the annual Steering Committee meeting held in Benin, in 2023. That the narrative report of 2023 provides information that enables Sida to assess the achievement of results and shows that FAO applies Results Based Management (RBM). Key achievements in 2023: The contribution has made significant progress in 2023, The main highlights of the technical progress include publication of the Assessment of forest data availability and related technical capacity needs in West Africa, National Forest Inventory (NFI) field trainings in Sierra Leone (October 2023) and Guinea (November 2023), Development and testing of forest knowledge portal, completion of the geospatial assessment of drivers of deforestation and forest degradation (pending publication of final report), publication of forest legal analysis in 5 countries, ongoing community initiatives in all 15 ECOWAS countries (covering a vast array of ecosystems, cultures and community approaches), orientation workshop for implementing partners of community initiatives (June 2023), practitioners workshop Community-based forestry in West Africa: The way forward (October 2023), training on gender mainstreaming to community-based forest initiatives. On-line meeting on gender and forestry, project outreach and communication revamped, aiming to enhance the dissemination of knowledge and data generated by the project. There is considerable progress in the quality of the report and respecting the due date of the report. Establishing synergies among countries, particularly when working on enhancing and harmonizing legal frameworks, generating forest data, and developing good practices would be an area to monitor. The mid-term review undertaken is something recommendable, but it mainly concentrates on component three of the project that is community based forestry projects, hence it requires some improvement in the final recommendations balancing the different project components. The mid-term review report further highlights the relevance and efficiency of the project with some recommendations that will be considered by the project team during remaining project implementation period. The remaining segment of project implementation agreed to have a strong focus on knowledge dissemination and information exchanges among countries, capitalizing on the global dimension of the project. The technical progress report has been supported by the increased utilazation of allocated financial resource for the project. The financial report confirms that the annual delivery stretched more than double reaching USD 2.4 million in 2023 as compared to the USD 0.9 million in 2022. Accordingly, the total delivery of financial utilization reached 66% of total budget by the end of 2023. This progress in the utilization of allocated fund has been assessed to be remarkable improvement since the start of the project implementation including the 35% utilization by the end of 2022.
The overall objective of the contribution is to strengthen decision-making on forests and land management, and to strengthen capacity at a sub-regional level through ECOWAS and other sub-regional partners to implement elements of the regionally agreed plan called the Convergence Plan. Achieving this objective will positively contribute to the livelihoods and climate change resilience thus contributes to the achievement of the SDGs and the Paris Agreement, identified as the broader impact. In addition, identifying lessons learned and best practice will contribute to a longer-term impact through sharing in other sub-regions and globally. This intervention builds on FAO’s existing support in the region and targets three priority focus areas of the Convergence Plan, around which all the project outputs are clustered (Knowledge of the state of forest ecosystem dynamics; Forest and land related laws, policies and strategies at the sub-regional level; and Demonstration and dissemination of sustainable forest and land use practices). The expected overall results encompass all ECOWAS member countries while specific outputs and activities refer to a selection of countries that show similar ecological characteristics and challenges.
