The contribution aims to support the countries in their EU-integration\u002FEU-approximation process, to reduce negative environmental and climate change impact, to increase sustainable use of natural resources, to introduce institutional reforms and to increase households access to good public services. \n\nThe contribution is a cooperation between Sida and the European Bank for Reconstruction and Development (EBRD) and represents a phase 2 of a programme that started in 2010. The phase 2 contribution was agreed in Novemebr 2014 with a support of 100 MSEK and is not extended with a replenishment of 30 MSEK. The contribution is regional and includes the countries in the Western Balkans and in Eastern Europe. It is a \"programmatic trust fund\", whereby the projects are identified and approved with a no-objection procedure from Sida. Sida´s support can be used for technical assistance or for investment grants. All the projects with support from Sida are part of a larger investment package with loans from EBRD and often also with more financiers. Sida´s contribution is used to address affordability constraints, to introduce higher environmental\u002Fenergy requirements and to ensure institutional reforms. Results will be reported on per project and in the form of number of persons benefiting from improved services, reforms introduced in the utilities etc. The programme is relevant from a poverty perspective since the grant allocation to the investments is justified through an affordability analysis reltated to the ability of the pooer segments of the population to be able to pay for basic municipal services. Access to affordable municipal services like water and wastewater, solid waste, heating and public transport are key to be able to get out of poverty but also contribute to an enabling environment for economic growth. Both of these contributions are managed and followed up as one contribution and therefore we receive one report for both contributions. The idea has been that one contribution could be closed, but the underlying projects have not been completed and not all funds have been disbursed, which is why both contributions are still ongoing. SWME was extended during the year until the end of 2026.\n\nIn 2024, 18 projects were active and four projects received new funding. During the year, an external evaluation of the programme was also completed, which was presented in January 2025.\n\nThe overall goals of the funds are EU accession, reduced emissions, sustainable resource management, sustainable public services, energy efficiency, institutional reform, transition and social inclusion. The funds have been instrumental for the EBRD in implementing a range of municipal infrastructure projects.\n\nIn 2024, three technical assistance projects were completed: Georgia - Tbilisi landfill gas, Kosovo - Podujeva wastewater and Moldova - Termoelectrica district heating. All the three technical assistance projects (feasibility studies) have resulted in the structuring of projects that the EBRD can finance and implement. It is only when the actual projects are implemented that the environmental benefits with CO2 savings and other aspects can be achieved. \n\nFor Tbilisi land fill gas the EBRD loan agreement and E5P grant agreement was signed in April-May 2024, but has not progressed much since then. Regarding Podujeva waste water plant there has been made an application to WBIF. Termoelectrica was approved by the board of EBRD in 2024 and in May 2025 the grant agreements with E5P and EU NIP were signed, while the loan agreement with EBRD was signed in July 2025. \n\nIt can be stated that all projects are slow and in principle always need extra support from municipalities and\u002For ministries. Involving international consultants in combination with local ones usually means more efficient implementation and shorter lead times.\n\nOnly projects that clearly demonstrate potential for achieving quantifiable and measurable results with regard to the overall objectives are eligible for funding under the facility. All projects contribute to one or more of the goals of the funds and the EBRD.
