Fonden bidrar med ett investeringsbidrag som skall kombineras med ett lån från någon av de utvecklingsbanker som deltar i E5P. De Östliga partnerskapsländerna bidrar själva med medel till fonden. Bidragen till fonden hålls separerade per land för deltagande länder från Östliga partnerskapet, vilket innebär att bidrag från Sida och andra givare öronmärks för de länder de avser att stödja.\n\nI mars 2019 genomfördes en förlängning av E5P-fondens giltighetstid till år 2029 vilket, förutom att ge möjlighet att genomföra redan godkända projekt, också öppnar upp för påfyllnad av medel till fonden för stöd till nya projekt, vilket är extra viktigt nu efter Rysslands invasion av Ukraina. \n\nUnder 2019 genomfördes en oberoende utvärdering av E5P. Utvärderingen visade att E5P överlag varit ett framgångsrikt instrument för att stödja projekt och relaterade reformer i partnerskapsländerna. Utvärderingen lyfter bland annat fram de omfattande utsläppsminskningar som kommer att bli resultatet när samtliga hittills godkända projekt är genomförda, bland annat uppgående till nära en miljon ton koldioxidekvivalenter per år. Utvärderingen nämner också den goda utväxlingen på finansiellt stöd som åstadkommits, där nu 462 MEUR i allokerat stöd från givare lett till investeringsprojekt uppgående till över 2 BEUR fördelat över 60 godkända projekt (varav 22 är helt färdigställda). E5P har blivit en naturlig plattform för givar- och genomförarkoordinering samt för policydialog med företrädare för partnerskapsländerna, vilket är extra tydligt nu då fonden har 24 givare.\n\nDe största utmaningarna, konstaterar utvärderingen, har legat i genomförandet av investeringsprojekten, vilket huvudsakligen berott på komplicerade regelverk och procedurer i verksamhetsländerna såsom olika tillstånd och godkännanden som skapar långa och delvis oförutsägbara genomförandetider för de kommuner som ansvarar för projekten och som ofta har låg kapacitet att hantera dessa.  Den negativa utvecklingen i framförallt Ukraina kopplat till Rysslands fullskaliga invasion samt de finansiella problem som följt har också väsentligt påverkat förutsättningarna för projektgenomförande negativt i Ukraina. Men även i övriga länder har det varit svårt att genomföra projekt. Sidas reflektion på detta är att sådana utmaningar inte är unika för E5P utan bottnar i utmaningarna med att investera i och reformera verksamhet i kommunal sektor i stort i dessa länder, med den bristande kapacitet och låga grad av självbestämmande som ofta råder i kommunerna. Positivt är dock att färdigställandet går allt fortare nu jämfört med tidigare.\n\nTrots detta ser man en allt större pipeline av projekt och allt högre genomförandegrad, ofta kopplat till EU-närmande. Reformprocesser kopplat till de kommunala projekten är viktiga samtidigt som miljön förbättras.
