Sida was the first donor, with a financial agreement in 2016 with the World Bank at an amount of SEK 158 million allocated to the MDTF. At the beginning of 2021 Norway also joined the fund with additional 100 mNOK. The World Bank contributes with 25 million $ in parallel funding and other donors like AfDB, USAID, AfD also contributes with parallel funding.\nThe World Bank has since 2019 an engagement strategy with substantially more financing for regional energy integration lined up. It is called the Regional Integration and Cooperation Assistance Strategy (RICAS) for Africa for a five year period up to 2023.\nThe overall objectives of the AREP Multi-Donor Trust Fund is to extend reliable and sustainable electricity supply in Southern and Eastern Africa. The anticipated specific outcomes are: (a)  advance the preparation of prioritized regional non-fossil energy projects (both transmission and generation) in Southern and Eastern Africa; and (b) support the development of power trade through the establishment and development of so called Power Pools.\nRegional power integration has huge effects on economic and social growth. Countries in the two regions will be enabled to scale up and improve access to electricity services for the benefit of their residents and firms. Power trade will facilitate development of more cost-effective and cleaner energy resources, resulting in large cost savings and in a reduction of the carbon footprint associated to energy use. Only in the Southern African region regional power trade is expected to save 41 million ton CO2 emissions annually. Similar figures for East Africa are expected.\nElectricity trade could also save enormous amount of resources. An economic simulation study based on data derived from the EAPP regional master plan 2014, estimates the impact of power trade under two scenarios – shallow and tight integration versus a business as usual scenario. The analysis suggests that under shallow integration, Eastern Africa could accrue up to USD 7.6 billion in economic benefits between 2020-2030. The main evolution of area of activity over time has been broadening to not only South African Power Pool (SAPP) and East African Power Pool (EAPP) but also West African Power Pool (WAPP) and Central African Power Pool (CAPP) and increased focused on decarbonisation.\n\nIt should also be noted that after trust fund reform with energy under the ESMAP umbrella, results are at a very high level of aggregation as ESMAP covers a wide range of initiatives and in addition, the underlying projects involve also the World Bank, AfDB, regional organisations such as the power pools and economic communities, bilateral cooperation organisations, DFIs and sovereigns through utilities, political leadership agencies and regulators regional organisation. Therefore it becomes challenging to attribute specific results and these results should also be viewed as covering both the current and previous contributions given the long time frames and preparatory phases. \n\nNotable achievements towards the objectives which funding has supported include the below. It should be noted that the AREP contributions and ESMAP overall are geared towards \"soft\" deliverables in the form of capacity building, policy, rules and regulations, technical standards, regulatory bodies, trading rules etc.  These soft deliverables support and underpin realization of the \"hard\" infrastructure such as regional power grids, grid services and in some cases power generation.\n\nThe linkage between soft deliverables and hard infrastructure is complex, long-term (it can take well over a decade to go from pre-feasibility to operation for a regional inter-connector) and is subject to financial, commercial, technical, political factors which interplay- and are additional to the activities within the contribution. Source reports indicated in parentheses are the Marcot-AREP annual reports \"AR\" with year indicated \"YY\".\n\nResults address all objectives above but with less direct focus on generation than on transmission. However, results related to transmission and power pools indirectly catalyze also generation projects by offering a larger market and de-risking generation projects.\n\nResults SAPP and partially EAPP:\n - Successful operation of the SAPP Project Advisory Unit (PAU) between 2015 and 2024.  The PAU provided preparation, transaction advisory and analytical work in support of mainly transmission infra with clear attribution to 9 regional energy projects in the form of feasibility studies and where so far 2 projects have reached financial close. (AR24, p 4-8) The usefulness of PAU work has been recognized by parties external to the World Bank Group, such as DFIs, SADC, development partners. \n\n- Total 17 (target 15) preparatory studies for priority regional projects (including 9 above). Studies include pre-feasibility, Feasibility, Environmental and Social Impact Analysis (ESIA), commercial, trading options, technic-economic.(AR24, p8)\n\n- March-24 Launch of the Regional Transmission Infrastructure Financing Facility (RTIFF). RTIFF is a $1billion project development and financing facility for regional transmission in Southern Africa.  The ultimate proof of success however will be the capitalization of the fund and subsequent financing reaching financial close and projects being commissioned. (AR24, p 8-9)\n\n- EAPP Independent Regulatory Board design.   \n\n- 14 analytical studies (target 16) on key enabling elements for regional grids, renewables integration, transmission pricing, balancing market design, harmonization of rules allowing inter power pool trading, Environmental and Social Management Framework, market designs, planning and forecasting, master plan, data and GIS, SAPP membership. (AR24, p8)\n\n- 30 capacity building events including training events and study tours for 1029 people of which 293 women. (AR24, p9)\n\nResults EAPP\n\n- The Independent Regulatory board (IRB) was designed. This is a key regulatory function and the IRB Board with countries represented took the decision to set up the IRB in Uganda. (AR24, p14)  This is key as the IRB cannot be hosted in conjunction with the power pool it oversees (EAPP, located in Ethiopia).\n\n- Some contribution to Ethiopia-Kenya HVDC inter-connector, commissioned Q422 (AR24, p11)\n\n- Knowledge-sharing with WAPP on synchronisation of grids (key for regional power transmission to be effective with the infra in place) (AR24, p13)\n\n- Power trade on key links increased ~30% between Q1-Q32023 (AR24, p13)\n\n- Market rules and implementation of trading platform . Ratification of this and the IRB expected in 2025.
