KemI was established in 1986 and its mandate includes to take part of the environmental work carried out within the framework for the Swedish development cooperation and within international cooperation in general. KemI possesses a unique competence due to its extensive experience from both national as international policy development, its role as a supervisory authority, its work on licencing and its technical knowledge.\n\nKemI has submitted a proposal for a global programme for 2025-2027 with a budget of 36 MSEK.\n\nThe overall objective of the programme is to contribute to creating conditions for countries to develop their capacity to reduce risks with chemicals, by providing guidance on the development of legislation and sustainable institutions for a satisfactory chemical control. The programme further aims to facilitate for countries to participate in global developments within the field of chemicals management, to take the actions recommended in the global chemicals strategy, and to ratify and implement global chemical conventions. The primary stakeholders are ministries and authorities in developing countries, but also include other actors, such as universities and relevant organisations.\n\nKemI will, in the implementation of the programme, work to strengthen relevant players in terms of knowledge of chemical issues, increasing the capacity to implement international conventions and enable presence of poor countries' representatives at international meetings where policy development in the chemical field is discussed and decided. Det syftar även till att säkerställa ökat deltagande i internationella förhandlingar på kemikalieområdet. Utvecklingsmålet motsvarar Mål A1 inom Global Framework on Chemicals. \n\n2) Utfasning av de mest farliga kemikalierna och tillhandahållande av alternativ. Målet inom detta område är att bidra till utfasning av de mest farliga kemikalierna, alternativ bidra till att dessa kemikalier hanteras på ett adekvat vis. Samt att tillhandahålla alternativ till utfasade kemikalier. Inom detta mål är jordbrukskemikalier i fokus. Målet hänger delvis samman med ovanstående mål 1) och arbetet med nationella register eftersom sådana register är ett viktigt instrument för att få en överblick över vilka kemikalier som förekommer inom ett land. Utvecklingsmålet motsvarar Mål A7 inom Global Framework on Chemicals.\n\n3) Globalt harmoniserat system för klassificering och märkning av kemikalier (GHS). Målet inom detta område är att bidra till implementeringen av det globala ramverket GHS inom flera sektorer, t.ex. industri\u002Farbetsplats; hushåll; naturen. Riskklassificeringen som görs inom GHS är nödvändig för att bedöma vad som kan anses vara en farlig kemikalie. Målet händer därmed delvis samman med ovanstående mål 2). Utvecklingsmålet motsvarar Mål B6 inom Global Framework on Chemicals.\n\nDe tre utvecklingsmålen är långsiktiga och därmed svårare att följa och mäta på kort sikt. Kemikalieinspektionen har därför formulerat fyra mer konkreta mål med programmet som ska vara lättare att följa och som är tänkta att bidra till de långsiktiga målen.
