Health and Rights (SRHR), with a presence in 120 countries as it works through local actors to provide sexual and reproductive health services including comprehensive sexuality education, comprehensive abortion care and provides access to a range of modern contraceptives, conducts advocacy work to improve policy and legal frameworks at the national and global levels.\n\nIPPF is a UK charity federation registered with the Charity Commission for\nEngland and Wales. The federation includes 6 regional offices, 31 collaborative partners and 118 Member Associations within 149 countries. \n\nIPPF is a trusted and long term partner to Sida with support from the Strategy for Sweden’s global development cooperation in sustainable social development 2018–2023. Sida is one of IPPF's largest core funding donors, funding that is crucial to ensure sustained and predictable operations as well as flexibility to adapt to emerging and unexpected needs. It is Sida's assessment that the partnership over the years between Sida and IPPF is characterised by mutual reliance and trust. Sida finds that the value add generated through the partnership is IPPF's uncomparable outreach in the area of SRHR also strengthened by IPPF being a strong actor both in terms of service delivery and SRHR-advocacy. In many countries where IPPF operates, the state is a key direct target group for IPPF's advocacy work. Further, MAs are often the leading SRHR­ CSO with the recognised legitimacy to convene CSOs, government and other stakeholders. As a result, MAs increasingly influence national funding mechanisms through involvement in\ncommittees and have established good relationships with elected\nrepresentatives through national parliamentary groups.\n\nIn their new strategy Come Together, IPPF gives dedicated attention to reaching those furthest left behind with SRHR services and information, and making sure that their voices and needs are reflected in advocacy. While IPPF remains ambitious and seeks to grow its impact, the focus is now on using available resources to reach disadvantaged people with quality, person-centered care (Pillar 1). It is not only about reaching high numbers, but also about who is reached and the quality of the care provided.\n\nIn Pillar 2, devoted to societal and legislative change, Come Together likewise moves its ambition from broad policy shifts in many countries to grounded, feminist interventions that combine the tools at disposal: informing laws and policies, changing social norms, defending hard-won rights and strategic communications. The number of countries alone is not what motivates the impact: rather, it is values and a deep-held belief in the universality of sexual and reproductive rights. Reaching far and having impact in many countries remains important, but as a target not as a catalyst. With young people at the front and centre of the new strategy, it was this group that called for IPPF to have a stronger focus on innovation, new technologies and digital engagement. Digital health interventions and self-care are important initiatives that will help IPPF broaden choice, reach, and affordability. In Pillar 2, digital communications and social media are avenues for modernizing how IPPF deliver CSE and effect change.\n\nIn Pillar 3, there is a focus on developing and incubating new technologies and using digital platforms to share research\nand data as part of a strategic shift to forming deeper partnerships and solidarity. While IPPFs existing strategy focuses on expansion, Come Together seeks to grow and nurture the Federation with a strong emphasis on defining and building from a foundation of common values.\n\nPillar 4 is centred on sustainability and longevity. Growth is not only about adding more MAs, but about finding new national organizations that add skills and abilities that are needed  in places where IPPF is most needed. Federation growth, across members and the Secretariat, is rooted in nurturing staff welfare, building high-performance culture and systems, and standing together on inclusion and anti-discrimination. Growth also refers to income but with a focus on diversification, entrepreneurship, and domestic financing.\n\nThe new strategy positions IPPF at the forefront of a global movement, where we will unite and spearhead the actions and achievements of SRHR champions around the world to realize a step change in SRHR\n\nThe expected results between 2024 and 2028 include:\n• Providing over 973.6 million SRH services, of which 428 million will be for young people and over 817.8\nmillion will be for women and girls.\n• 375.6 million people served who are poor and vulnerable.\n• Averting an estimated 65.2 million unintended pregnancies and 20 million unsafe abortions.\n• Ensuring that 180.2 million young people complete a quality-assured CSE programme.\n• Delivering 152.7 million couple years of protection (CYP).\n• Contributing to at least 913 successful policy and legislative changes in support of SRHR at all levels.\n• Serving 62 million people affected by a humanitarian crisis.\n• Working with over 1.7 million IPPF volunteers\n\nSida assesses that the expected results and the defined outcomes in the new IPPF Strategy 2023-2028 is a step forward compared from the old Strategy (2016-2022) in that IPPF will be more proactive in driving change in a progressive direction. The strategy allows IPPF to be more dynamic, agile, quick to act and fast to respond. The assessment is also that it focuses on the quality of services with people in the center and with a focus on marginalized and excluded groups of people.\n\nThe overall assessment is that the outcomes in the Strategy will contribute to the goals of the Swedish Strategy for Global Sustainable Social Development. \n\nThe agreement will result in the provision of essential and life-saving SRH services with a focus on adolescent and youth, as well as other vulnerable populations such as LGBTQI persons, and persons living in poverty or socially excluded due to other reasons. The number of clients served decreased with 5,6 % from previous year, which was predominantly due to declines in two MAs with high volumes of clients, Democratic Republic of Congo (DRC) and Pakistan.\n\nMAs in the Africa Region contributed 43% of the total services provided in 2024, with Arab World MAs delivering a further 32 % - more or less the same proportions as last year.\n\nPathway 1: Expand Choice\n\n- IPPF MAs increased their provision of abortion-related services to 6,5 million, a 10% rise over 2023. 62% of abortions were via medical methods and 38% were surgical.\n\n- 73,6 million contraceptive services were delivered, providing 19,2 million couple years of protection (a measure of the estimated effectiveness of contraceptive methods over a one-year period), an increase by 10%. The increase came thanks to the MA in Kenya expanding its network of associated health facilities as well as improved availability of commodities in Sudan and Madagascar. IPPF MAs contraceptive provision saves lives, preventing a total of 9,2 million unintended pregnancies and averting 2,8 million unsafe abortions.\n\n- 30 million sexually transmitted infections\u002Freproductive tract infections (STI\u002FRTI) services provided, including 242 638 vaccinations to prevent HPV and hepatitis.\n\n- 57,1 million HIV-related services delivered, an 9% increase from previous year, including 240 055 anti-retroviral therapy services.\n\n- IPPFs strategy commits the federation to go further in infertility care, reflecting the importance of serving people throughout their lifecycle. In 2024, IPPF provided 2 million infertility-related services, an 11% increase over 2023.\n\nPathway 2: Widen Access\n\n- In 2024, 80% of IPPFs clients were classified as poor or marginalized. The most common sub-categories of marginalized clients were people with disabilities, young people, those with diverse sexual orientations or gender identities, and sex workers.\n\n- 48% of all SRH services were provided to your people under than age of 25, up from 46% in 2023.\n\n- 11,1 million adolescents (aged between 10 and 19) were served 2024, compared to 9,8 million in 2023, an increase especially driven by increases in Kenya and Sudan.\n\n- IPPF MAs and Collaborative Partners delivered humanitarian responses in 40 countries, scaling up locally driven humanitarian action and expanding access to life-saving sexual and reproductive healthcare and sexual and gender based violence services in countries such as Sudan, Ukraine, DRC, Afghanistan, Palestine, Lebanon, Nepal and Pakistan.\n\nPathway 3: Digital and Self-care\n\n- 3,1 million services provided through digital means during 2024, a significant increase over the 225 000 reported in 2023. The MA in Tunisia was a major contributor to this total, thanks to its adoption of dedicated digital strategies.\n\n- 87 000 abortion self-care services provided, compared to 21 000 in 2023, reflecting the increasing demand for abortion self-care.\n\nCase study: Empowering women in Eswatini with new HIV prevention options\n\nIPPF MA, the Family Life Association of Eswatini (FLAS) is leading the way in expanding access to the dapivirine vaginal ring  a new biomedical HIV prevention technology that is safe, effective and discrete. In 2024, FLAS was among the first organizations in the world to roll out this innovative HIV prevention option, expanding choice and empowering women to select the HIV prevention method that suits their needs. To introduce the dapivirine vaginal ring in Eswatini, the MA employed a comprehensive approach which included community involvement, collaboration and capacity building, closely engaged with the Ministry of Health.\n\n \n\nPillar 2: Move the Sexuality Agenda\n\nPathway 1: Ground advocacy\n\n- Out of the 101 policy and legislative changes in support or defense of SRHR, most related to positive changes, but four related to successfully pushing back against proposed legislation that would have had a negative effect. MAs were responsible for 76 of these advocacy wins.\n\nPathway 2: Shift norms\n\nIPPF aims to challenge harmful social norms by crafting impactful narratives and delivering compelling messages. IPPF has launched a series of public-facing campaigns aimed at disseminating data and values-driven framing of key issues, such as the right to abortion.\n\n- Through the Winning Narratives Centre, supported by the Secretariat ad the Swedish MA, RSFU, in 2024 three additional MAs were supported to create strategies for reclaiming narratives around freedom, family and life rather than leaving these for anti-rights groups to exploit.\n\n- IPPF Africa completed their Common Senses digital campaign, addressing gender stereotypes and SRHR issues, reaching 20 million impressions.\n\nPathway 3: Act with Youth\n\nIPPF MAs are at the forefront of providing evidence-based comprehensive sexuality education to young people in and out of school.\n\n- In 2023, MAs delivered quality comprehensive sexuality education to a total of 35,9 million young people.\n\n- 10 advocacy successes achieved in 2024 were related to expanding or protecting the delivery of CSE in and out of school.\n\n- In 2024, 48% of all SRH services were provided to young people under the age of 25, an increase from 46% in 2023.  \n\nCase Study: Standing up to the opposition in Latin America\n\nIn Latin America, IPPF MAs and Collaborative Partners play a central role in resisting efforts by anti-rights movements to undermine SRHR and gender equality. In Bolivia, IPPF MA Colective Rebeldía, in partnership with womens organizations have managed to stop regressive reforms of the landmark law  Comprehensive Law to Guarantee Women a Life Free of Violence  passed in 2013. In Argentina, IPPFs Collaborative Partner, Fundación Derechos Humanos Equidad y Género has pushed back against regressive changes which aimed to threaten SRHR, discriminate against transgender and gender diverse people limit the scope of training in gender-based violence for government officials, and hinder gender parity in political participation by supporting national policymakers with data and analysis .\n\n\nPillar 3: Solidarity for Change\n\nPathway 1: Support to Social Movements\n\n- In 2024, 38 MAs reported that they or other organizations in their country had been targeted by opponents of sexual and reproductive health, rights and justice. To support the safety and security, IPPF has partnered with the human rights organization, Front Line Defenders, which will provide up to 53 grants for LGBTIQ rights defenders at risk.\n\n- During 2024, IPPF have collected insights from MAs to document the main approaches anti-rights groups uses to push their agenda, and identified the strongest concerns and threats. Key opposition strategies included legislation to reduce access to services and restrict rights relating to sexual and gender diversity, as well as physical attacks on and harassment of service providers and NGOs. These insights will inform MAs tactics and tool to combat regressive forces.\n\nPathway 2: Build Strategic Partnerships\n\n- IPPF, the Global Philanthropy Project, the International Lesbian, Gay, Bisexual, Trans and Intersex Association, Funders Concerned About AIDS, and the Association for Women's Rights in Development have joined forces in the the Kalavai partnership to champion sexual and reproductive health, rights and justice, mobilize funds and form inclusive partnerships.\n\nPathway 3: Innovate and Share Knowledge\n\n- IPPFs Centers and Funds, hosted by MAs, aims to boost progress in crucial areas. In 2024, seven out of a total nine (78 per cent) research and evidence initiatives generated by MA-led centers of learning were based in the global south, an increase from 56 per cent in 2023.\n\n- IPPF consistently uses evidence to strengthen its programmes. In 2024, IPPF led the adaptation and co-design of the Addressing Reproductive Coercion in Health Settings (ARCHES) clinical model in India. ARCHES has been shown through randomized control trials to enhance quality of contraceptive care, increase reproductive agency and decrease intimate partner violence.\n\n\nPillar 4: Nurture the Federation\n\nPathway 1: Chart IPPFs identity\n\n- In 2024, IPPF continued to move forward with their identity initiative, which has twin goals: to draw up a charter of values for the Federation and conduct a full rebrand. Both initiatives builds on an unwavering commitment to sexual and reproductive rights as the Federations center pillar of identity, and the work has been informed by external experts and well as engaged stakeholders across the Federation. The final outputs will be presented at the General Assembly in November 2025.\n\nPathway 2: Grow the Federation\n\n- IPPFs presence in countries with the lowest Human Development Index grew in 2024 compared to 2023, with the addition of a Collaborative Partner in Liberia. The total number of countries in which IPPF has a presence remains at 151, but in three of these countries IPPF now have a Member Association rather than a Collaborative Partner.\n\n- The Secretariat has steadily improved its systems throughout 2024 to ensure that it operate effectively and efficiently. The net Efficiency Score of the Secretariat was 3 for 2024. The improvements reflects positive outcomes in learning systems and finance systems, financial resources mobilized, funding for youth-led programmes and IPPFs global footprint. Areas that need continued focus includes the reach of clinic management information systems in MA static clinics and in human resource systems.\n\n- In 2024, across the Federation, 71 per cent of MAs received no more than half their income from any single donor. This is an increase from last years 66 per cent, reflecting greater efforts in MA income generation supported by a new team led by a Chief Commercial Officer, that support MAs in achieving greater sustainability across their income-generating operations, including clinics, maternity units and social marketing. The IPPF Secretariat raised a total income of US$125.2 million in 2024, a 4 per cent increase compared to 2023.\n\nPathway 3: Walk the talk\n\n- In 2024, IPPF made substantial progress in implementing their Anti-Racism Programme of Action. Key achievements included launching anti-racism online training that aimed to promote open-mindedness and an anti-colonial mindset among Secretariat staff, developing an anti-racism language guide on sexual and reproductive health and rights, and hosting a series of webinars on IPPFs strategy and anti-racism. In 2025, IPPF will conduct an audit to identify and address colonial legacies; engage MAs, partners and marginalized communities in shaping reforms; and strengthen accountability.\n\n- In 2024, 100 new cases across all categories of incident management, including safeguarding cases and financial wrongdoing, were raised through IPPFs SafeReport system, and 86 were closed.
