This collaboration is guided by the Regional Platform for Inter-agency Coordination “Response for Venezuelans” (R4V), where the ILO co-leads, jointly with the IOM, the Integration Sector of the Regional Platform.The project’s objective is to improve and increase levels of socio-economic integration of Venezuelan migrants and refugees in their host countries through a decent work approach.The project will be implemented from January 2022 - December 2024. It will cover four countries in the region: Colombia; Peru; Argentina and Dominican Republic. These countries have been selected based on the fact that they recently have implemented, or currently are implementing broad regularization efforts. The project thus builds on the possibilities created for migrants who have achieved a legal status allowing them to reside and work in their host communities, setting the ground for successful socio-economic integration. In this way the project has the potential to highlight how migrants can contribute to local and national development throughout the region and point to lessons learned and inspiring examples for other countries to increase regularization and strengthen integration. The project will start with a three months inception phase during which ILO will develop a detailed plan of implementation, a final detailed budget, a finalised log-frame and a monitoring framework. The process was coordinated by the ILO Regional\nEvaluation Officer and was jointly financed by the Project and the ILO. Regarding the project Lazos the evaluation highlights the solid and coherent\ndesign of the project, as well as its orientation towards impact and sustainability, with relevant advances in all its results. Highlighted results include the work in the strengthening of Vocational Training Institutions and the awarenessraising actions on equitable hiring, especially in Peru and Argentina.\nThe evaluation also identifies important challenges such as political and technical barriers that limit the interconnection of Public Employment Services at\nthe regional level and government resistance to advance the exchange of data between the migration and labor spheres.\nIt is an important achievement that the external evaluation of the ERISE was adopted by the Quito Process as a regional product. This facilitated the\ninvolvement of UNHCR, IOM and UNDP in the decision to update the strategy and the agencies agreed on a roadmap for interagency technical assistance.\n\nThe update of the ERISE began in December 2024 and seeks to be more focused, include a gender approach, a monitoring scheme and respond to\ndifferent migratory profiles. An updated ERISE, endorsed by important actors, would be an important legacy of the project.\n\nFinal analysis of the project's results and sustainability will be made after the conclusion in December 2025. Below are examples of results, related to each of\nthe four outcome objectives, achieved during 2024. \n\nOutcome 1. Improved capacity of vocational training institutes to serve national (host) and displaced populations:\nThe Project has contributed to positioning a regional mechanism for mutual recognition of the certification of labor skills in Latin America and the\nCaribbean as a service that facilitates labor mobility and socioeconomic integration of refugees and migrants, by allowing: i) to satisfy unmet demands\nfrom the private sector ii) facilitate access to formal jobs, ensuring labor rights and iii) take advantage of the skills of people on mobility.\n\nTo advance the issue a Tripartite Regional Meeting \"Talent in Motion\" was held in Lima in October 2024. The meeting brought together Vocational Training\nInstitutes, representatives of employers' and workers' organizations from 14 countries to advance the creation of the mechanism.\nThe mechanism will be piloted in 2025 within the framework of the Pacific Alliance and its observer countries, in coordination with the InterAmerican\nDevelopment Bank (IDB). This is expected to move it forward towards recognition as a Regional Public Good.\n\nIn Colombia a strategy was designed and resourced to position in the private sector the service of evaluation and certification of labor competencies.\n\nIn the Dominican Republic the project provided analysis, policy proposals and technical assistance to the National Institute of Vocational Technical Training which led to the approval of an Administrative Resolution allowing Venezuelan migrants access to the vocational training services using expired passports,\nthus reducing documentary barriers.\n\nIn Colombia a career guidance toolbox was designed and transferred to 54 counselors of the Public Agency of Employment to expand the services of soft\nskills and professionalize the role of the career counselor.\n\nOutcome 2.  Increased decent employment opportunities for Venezuelan migrants and refugees and their host communities by strengthening the\nlink between public employment services and the job market.\nTo enhance orientation and awareness regarding fair recruitment and labor rights for migrants a booklet on labor rights and access to employment\nservices was launched for migrants in Colombia. Similarly, a socioeconomic and employment guide for employment consultants and a guide to financial inclusion for refugees and migrants in Peru and a pocket guide on labor rights for Venezuelans in the Dominican Republic were launched.\n\nIn Argentina and Peru guidance for the recruitment of refugees and migrants have been developed for the private sector, detailing migratory\nqualities, registration processes and labor rights.\n\nTo strengthen and articulate the local socioeconomic integration, eight local multiactor working groups were consolidated in Argentina. In addition, 253\nmunicipal and provincial officials were trained in labor rights. The interunion network on labor migration and mobility in Argentina, made up of the country's\nthree worker confederations, strengthened its advocacy and training program for union leaders.\n\nOutcome 3: Enhanced labor opportunities for Venezuelan women migrants and refugees.\nThe methodology \"Start and Improve Your Business\" was transferred to 16 institutions in 4 countries and 88 trainers were qualified to apply the\nmethodology. So far a total of 1,243 entrepreneurs (497 refugees and migrants, 270 women) have been trained and better prepared to accomplish sustainable enterprises.\nA guide with crosscutting gender recommendations for the methodology was developed and applied in the training of trainers in the four countries,\nreaching 205 people.\n\nStudies on the barriers that Venezuelan migrant women face for their socioeconomic integration were published in Argentina, Colombia, Peru and\nthe Dominican Republic. These studies provide a socio-demographic and occupational characterization, as well as policy recommendations. Information\nfrom the studies were used e.g for an episode of a well-known podcast (El Hilo) on the challenges of migrant women reaching a wide audience.\n\nIn a women's shelter in Medellín, Colombia a pilot of employability services for women victims of gender violence was implemented in alliance with the\npublic employment service and UN Women, aiming to strengthen the economic autonomy of women victims of gender violence, including migrants and\nrefugees.\n\nThe project supported, together with UN Women and the Colombian agency for vocational training (SENA) a national campaign for the recognition of labor\nskills that evaluated 608 women and certified 592 (90% Colombian and 10% migrants), focusing on sectors with unmet labor demand.\n\nIn Argentina a pilot to promote job insertion of qualified migrant women in key industrial sectors (mining, renewable energies, oil and gas) was\nimplemented in alliance with the employer federation the Argentine Industrial Union.\n\nOutcome 4: Strengthened labour market information and labour migration data systems.\nA Toolbox for local governments was developed to strengthen their capacities in socioeconomic integration of refugees and migrants. This resource\nincludes 20 easily applicable tools to promote policies and actions for socioeconomic and socio-cultural integration as well as for social cohesion. It\nincorporates 30 existing resources and 12 good practices, with an intersectional approach.\n\nThe ILO continues to co-lead the Integration Sector in the regional response plan for refugees and migrants (R4V) and the project provided\ntechnical and financial support contributing to the development of work plans and promoting coordination between R4V and the Quito Process.\n\nAs part of the advocacy work at regional level to promote the socioeconomic integration agenda and decent work approach the project contributed to the\npreparation and execution of several events such as the meeting of the South American Conference on Migration, the Third Regional Meeting of Women\nLeaders of the Diaspora and to the VI Assembly of the Coalition for Venezuela.\n\n\n-----------------------------------------------------------------\n2023\nIn 2023 the Project has advanced its technical assistance strategy at both regional and national level. Horizontal cooperation is promoted and the progress and experiences of the countries involved contribute to finding solutions to common challenges for labor inclusion of migrants and refugees. \n\nResults achieved in 2023 include:  \n\nBased on an evaluation made in 2022, the institutes for technical or vocational training in Colombia and the Dominican Republic have adapted their services to reduce access barriers for the migrant population. The institutes have also incorporated complementary training in soft skills to increase permanence and completion of the training.\n\nTo strengthen the services and job intermediation of the Public Employment Services, a set of guides have been developed that promote the labor inclusion of refugees and migrants, as well as nationals. At national level, Colombia has developed a reference mechanism between labor orientation and certification of labor skills that promotes comprehensive assistance to the users. In Peru the Migrant Orientation Guide has been updated with an intersectoral approach including 33 key services that promote integration. In Argentina a local approach based on multi-stakeholder coordination in seven municipalities has improved migrants' access to both employment and social services. \n\nA pilot model of mutual recognition of labor skills between Colombia and Ecuador has advanced and will offer lessons to extend this approach to other countries in the region. \n\nAs many vulnerable migrants, as well as nationals, have to opt for self-employment or entrepreneurship the project carried out an evaluation of 209 business development service providers in the four countries and formulated a set of specific recommendations to overcome the barriers that hinder access to these services by migrants. Furthermore, the IMESUN methodology, developed by ILO, will be transferred to selected business development institutions including guidance to improve the migrant and gender focus in their services.  \n\nTo enhance equitable hiring and counteract discrimination the project has certified 173 people in Argentina, Colombia, and the Dominican Republic. Certifying operators of public employment services, businessmen, trade unionists and key actors of civil society will contribute to prevention of forced labor, precarious labor conditions and informality that disproportionately affect refugees and migrants in their insertion into the labor market. It can also contribute to reduce the risk of trafficking for labor and sexual exploitation. \n\nTo develop the south-south cooperation strategy three exchanges of experiences were implemented in 2023, on statistics (Peru-Argentina), prevention and care of trafficking in women migrants (Peru-Chile) and financial inclusion of migrants (Peru-Argentina). These exchanges also served to systematize the national practices. \n\nFor the continued knowledge generation, the project concluded four studies of barriers to socioeconomic integration of migrant and refugee women from Venezuela.  The publication of the studies is scheduled for the first half of 2024 and recommendations are already used as input for the technical assistance and it will be used to nurture the agenda of diaspora organizations and to influence regional mechanisms such as the Quito Process.  \nThe project also aim to strengthen the responsibility of employers' and workers' organizations in matters of socioeconomic integration of refugees and migrants. Therefore, a regional guide for business organizations has been created to address key issues for the employability of the migrant population such as education, training and development of skills aligned with labor market demand. This regional instrument is complemented with actions at country level, as in the case of Peru where the project has supported an inter-institutional effort to develop a route to guide companies in the hiring of migrants, refugee seekers and refugees.   \n\nIn Argentina the Project promoted the creation of the Inter-Union Network on Labor Migration and Mobility. This mechanism seeks to strengthen the capacities of trade unions in matters of labor migration and socioeconomic integration to improve their advocacy actions in design and implementation of policies, boost the affiliation of migrant workers and strengthen the representation of migrant workers in their organizations.  \nThe project has developed a comprehensive communication strategy that complements its technical work, promoting the visibility, dissemination and recognition of its contributions. Intensive use is made of information technologies, guaranteeing a digital version of all communication resources. Strategic communication actions have been carried out with inter-institutional alliances, improving both cost-efficiency and direct outreach to refugees and migrants.\n\nWith project funds and additional resources from ILO the Regional Strategy Regional for Socioeconomic Integration of Migrants from Venezuela (ERISE) was evaluated, including a mid-term evaluation of the project as a case study. The evaluation will be publicly released in June 2024. \nThe Project has had a growing participation in regional integration mechanisms and consultative processes fulfilling  technical and advisory roles. This has allowed it to influence and achieve a greater positioning of the socioeconomic integration approach and the issues of labor inclusion of refugees and migrants. The project has also strengthened cooperation and collaboration with agencies of the UN System such as IOM, UNHCR, UNDP, UN Women reducing the risk for duplication of efforts and improving the complementarity and synergies of actions.\nAn area where the project has not made significant progress is the data and information component. Although an evaluation of the migration information systems and processes in the four countries is completed, a commitment of the responsible institutions has not been possible and technical
