During this period IOM used their triple mandate to ensure a nexus approach linking humanitarian, development, and peace (HDPN) interventions in the target areas, in order to strengthen the overall resilience of communities affected by displacement. \n\nThis is the last report, since the activity period ended 30th September 2025. An external evaluation of the project is under way and expected in 2026 together with a final narrative and financial report of the project before closing the contribution.  A mission to Kalemie, for financial, administrative as well as follow up on results where undertaken in November 2025, the reports from this can be found in Trac and Klaradia, there were no major concerns from this mission, rather positive observations from the work across the humanitarian development and peace nexus to achieve durable solutions for the Internally Displaced Persons (IDPs). \n\nTo ensure the strategic management of local public affairs and security issues in the Kalemie territory, IOM supported the development of Local Development Plans (LDP) and Priority Investment Plans (PPI).  After an initial phase of data collection and evaluation, the Local Plans and Priority Investment Programs were developed by provincial division of the plan through 55 working sessions and communication with 1,273 participants (including 864 men and 409 women). Following the initial development process, a validation session was organized in the presence of ETD technical departments and stakeholders in Kalemie from 09 to 11 January 2024. \n\nDuring the fourth year of the project, sustained efforts were made to finalize the process, but the political context did not allow for the final validation of the documents, which remain pending alignment with the provincial government's plan. At the end of the project, these activities were transferred to the Provincial Planning Division, which will ensure the continuation of the validation process and the implementation of the plans developed.\n\nIOM continued to support the inclusive and participatory local governance mechanisms, that have been established during previous reporting periods, with strengthened capacities in mediation, identification of security challenges, and promotion of dialogue and social cohesion. Efforts focused on consolidating the achievements of previous years by monitoring and strengthening existing mechanisms. Refresher training courses were organized on the roles and responsibilities of Local Committees in villages in order to maintain their level of commitment and performance. In addition, specific support was provided to Local Peace and Development Structures (SLPD) to preserve and revitalize existing EWS in place. This approach has helped to sustain community mechanisms, ensure the continuity of local initiatives, and consolidate social cohesion within beneficiary communities. It also ensuring full involvement and transparent decision-making of all community members at local level. This has strengthened local ownership of project activities. \n\nMHPSS Services, including referral mechanisms and psychosocial support for victims, have also enhanced the mental well-being of the most vulnerable members of the community and contributed to collaborative efforts for peaceful coexistence. In accordance with the project exit strategy, a process of transferring skills to state technical services was carried out to ensure ownership and sustainability of the achievements. With this in mind, the Local Peace and Development Committees (CLPD)  were brought into line with the provisions of Provincial Decree No. 094\u002FCAB\u002FGOUV-TANG\u002F2023 of 10 October 2023, on the creation, organization, and functioning of local development committees. This alignment ensured the institutional compliance of the community structures supported by the project and promoted their official recognition by the provincial authorities. \n\nFurthermore, during the reporting period, 1 October 2024 to 30 September 2025, the following key achievements were reached: \n\n•Over 260 households were issued official land tenure documents, thereby ensuring the long-term provision of adequate shelter through land rights for returnee households and vulnerable community households.\n\n•Improved social cohesion and mental well-being of host and returnee communities through inclusive and participatory governance mechanisms, mental health and psychosocial support (MHPSS). These mechanisms have enabled better integration of communities in the management of local affairs and promoted peaceful coexistence through increased awareness-raising in communities affected by displacement. Psychosocial support was a key element, with the establishment of specialized focal points and the provision of 4,584 MHPSS services, thus strengthening the fragmented social fabric. In addition, the introduction of complaints management committees and early warning systems (EWS) in the five priority communities have helped to promote the peaceful resolution of disputes. These initiatives have reduced ethnic tensions and helped restore a climate of peace in communities. \n\n•Strengthening the economic resilience of host and returnee communities through the creation of economic opportunities  for over 642 heads of households, including 440 women and 202 men. This has considerably improved access to financial resources and enabled the development of Income Generating Activities (IGA), thus contributing to the economic autonomy of returnee and host communities.\n\n•Improved and strengthened access to basic services for over 12,000 people through the rehabilitation of nine priority community infrastructures in the targeted villages - which facilitated access to essential services such as water, education and health.\n\n•The experiences, lessons learned, and best practices from this project served as the basis for improving the content of the provincial strategy on sustainable solutions, which was approved by the provincial government in December 2024.\n\n•The construction of an elementary school in Saliboko has provided an education and learning environment that meets standards and has given access and improved study conditions to 721 pupils ex IDPs as well as host communities, including 392 girls (we vistied this school and saw it fully functional with nutritious food provided with WFP, a school garden being developed by FAO to enhance nutrition as well as educational materials from UNICEF) . On the initiative of the community, and in response to the need, the elementary school buildings are now also being used to run a secondary school (during afternoon hours) for 161 pupils, including an additional 51 girls.\n\n•Construction of 7 water point, which have improved access to drinking water, reducing the risk of water-borne diseases and improving the overall health of communities.\nThey have also strengthened community resilience, promoted hygiene and fostered social cohesion, as many conflicts were linked to water shortages.\n\n•The rehabilitation and construction of the 2 bridges and scuppers have facilitated community access and exchanges with the city for the sale of agricultural produce. These structures have also improved community safety by facilitating access to the various patrols, while enhancing fluidity, mobility and community development. They have also reduced transport costs, while facilitating the sale of agricultural produce and access to local markets\n\n•Two  health facilities have brought people closer to healthcare services, while offering them quality care. They have also strengthened community access to primary health care. As an annex to a health center, these health posts provide care to the population of the health area concerned, through the integrated implementation of the minimum package of activities of health projects and programs at village\u002Fneighborhood level.\n\n• Construction of two vocational training centers, have helped to reduce the impact of unemployment, delinquency and poverty, and to encourage the population to take economic responsibility for themselves. For the first time in the area, communities have access to fully equipped facilities, with classrooms and workshops offering a range of vocational training options, including cutting and sewing, carpentry, masonry, motorcycle mechanics, pastry-making, soap-making and beauty and hairdressing.\n\n•Based on the capacity building support provided during the first three years of the project, this reporting period saw the implementation of different activities to promote mental health and provide community psychosocial support. Overall services provided for 4,584 beneficiaries, including 2,647 women and 1,937 men. These activities helped to improve the psychosocial well-being of the beneficiaries by alleviating their psychosocial distress, improving their day-to-day functioning and helping them to implement effective coping strategies and social cohesion. The psychotherapy provided also helped to bring about significant changes in beneficiaries' cognitive, emotional and behavioral
