The IPF component will support climate risk management capacities at the national level while the PforR component will support the GoK’s program to address climate change at the county level by financing climate resilience actions and increasing County Government's (CGs’) climate risk management capacities.\n\nThe Contribution is a follow up of the just concluded (2013-2020) Sida and United Kingdom Department for International Development (formerly DFID) support to International Institute for Environment and Development (IIED)\u002FAdaconsortium (Contribution number 11085). The Adaconsortium supported 5 Counties (Garissa, Isiolo, Kitui, Makueni, and Wajir) to implement the National Climate Change Action Plan (NCCAP) through the County Climate Change Fund (CCCF). This phase will be national in scale (with the agreement partner being the World Bank), linking local level action to national level coordination and planning.\n\nWBG has submitted a proposal with a total budget of 173.2USDM for the entire FLLoCA Programme (2021-2026), which shall be under WB's Social Sustainability for All (SSI4ALL) Trust Fund. These grants have enabled all 47 counties to enact Climate Change Acts, firmly embedding climate governance and financing within county systems.\n\nForty-four counties have allocated at least 1.5 percent of their development budgets to County Climate Change Funds (CCCFs), while 45 counties have established and maintained fully staffed Climate Change Units. These measures have significantly improved the predictability, coordination, and accessibility of climate finance at the local level.\n\nAt the community level, participatory and inclusive planning continues to be strengthened through 1,335 Ward Climate Change Planning Committees and 1,580 Project Management Committees, which remain actively engaged in identifying and implementing climate-resilient investments. Continuous technical backstopping from national institutions has helped sustain institutional competencies at both county and community levels, ensuring that climate actions are informed by climate risk assessments and evidence-based decision-making.\n\nOverall, county institutional performance remains strong and has shown measurable improvement, with average scores increasing from 61 percent under the first Annual Performance Assessment to 87 percent under the second assessment. This progress demonstrates the effectiveness of FLLoCA-supported systems in strengthening climate governance.\n\nResults Area 2: Delivery of Locally Led Climate Resilience Actions (CCRI): Counties have transitioned from policy commitments to concrete financing and implementation of climate resilience actions. The first cycle of the County Climate Resilient Investment Grants led to the identification of 2,245 climate-related sub-projects. Of these, 1,571 climate investments have been implemented, with 1,014 completed and 466 on-going across 45 counties, generating substantial social and economic benefitsparticularly for 29,000 women, 37,000 youth, and 2,496 persons with disabilities (PWDs).\n\nThe sectoral distribution of investments reflects a strong emphasis on climate adaptation and natural resource management: Water (46 percent), Environment (25 percent), Agriculture (22 percent), and other sectors (7 percent). This distribution underscores the Programs significant contribution to strengthening climate resilience at the county level and reflects a robust implementation trajectory.\n\nHowever, the implementation of FLLoCA sub-projects has been affected by a combination of operational delays, community and stakeholder challenges, environmental and climatic constraints, institutional capacity gaps, and weaknesses in reporting. These interrelated challenges have disrupted timelines, constrained coordination, and affected delivery efficiency at both county and community levels.\n\nIn response, the program has identified targeted measures to strengthen future implementation.
