During this time two annual reports (2023 and 2024) have been submitted. Additionally, several meetings at various levels have been organized by the Management Unit.\n\nAs the MoU was only signed in October 2023, the 2023 annual report is brief and primarily focused on the programme's establishment phase. During 2023, the PACER Management Unit developed its vision, secured commitment from development partners, and formalized cooperation through the MoU and its Addendum. These foundational activities laid the groundwork for more substantial progress in 2024.\n\nThe 2024 annual report provides a detailed account of both financial and programmatic results as of December 31, 2024, and includes early 2025 contextual developments to better capture ongoing trends and dynamics in programme implementation. The report highlights progress across PACER's three outcome areas during the reporting period. Efforts are expected to intensify in the coming years, consolidating gains and advancing PACER's goal of promoting democratic governance, accountability, and human rights protection. The following emerging results are presented in the report.\n\nOutcome 1: Strengthened capacity of duty bearers and CSOs to deliver on c  needs and uphold human rights in an accountable and transparent manner. \nEmerging results in 2024 \n - 21 community-prioritized issues were taken up and reflected in the FY2025\u002F26 District Development Plans. \n - Citizen-led audits identified gaps in health and education service delivery, contributing to local-level advocacy and response planning. \n - Policy discussions and responses were initiated at parliamentary and district levels, particularly on environmental governance issues. \n - Participation of women, youth, and marginalized groups in planning and decision-making processes showed initial improvement, contributing to more inclusive governance dialogue. \n\nOutcome 2: Strengthened participation of citizens and civil society organizations \nEmerging results in 2024 \n- Citizen participation in local governance showed early signs of growth through increased attendance at civic meetings and budget forums. \n- Community priorities were captured in local government plans and budgets as a result of active citizen engagement. \n-  CSOs strengthened their legal standing and internal systems, improving the quality and impact of their advocacy work. \n - Media and civic forums created platforms for dialogue, transparency, and accountability between communities and public officials. \n - Quality and timely news including capturing of critical news items by the media partners to drive public dialogue. This was especially by URN which provides news items to the major media houses in Uganda.  \n  - Engagement between state and media practitioners to ensure a safe media reporting landscape  \n\nResults and emerging changes in 2024 \n - Access to justice was initiated for underserved communities, with more cases addressed through legal aid, litigation, and outreach. \n-  Collaborative advocacy began to influence law enforcement and policy practices through revived coordination mechanisms. \n - Human rights institutions and duty bearers started integrating rights-based approaches into service delivery and public accountability. \n - Awareness and protection of civic space increased, with state CSO cooperation growing around rights education and advocacy. \n\n\nOverall, Sida assesses the results achieved under PACER so far as highly satisfactory and quite impressive. This is a large and complex programme involving multiple development partners and is managed by a highly competent and capable team. Field visits have also highlighted the dynamic collaboration among the implementing partners.\n\nThe most recent field visit to Karamoja in May 2025, effectively demonstrated the PACER team's functionality, with a well-organized programme and strong coordination among all participating stakeholders. During the visit, the PACER team also carried out financial monitoring and follow-up activities.\n\nIn joint discussions, Sida learned that on-site monitoring is conducted approximately every eight weeks. The insights gained from the visit were very positive and further reinforced the justification for the recent cost-extension decision, funding of 2026 - 2027 for addition MSEK 25  25, and additional
