Organisationen bildades i kölvattnet av den finansiella krisen 1998 i syfte att via utbildningsinsatser motverka förekomsten av liknande kriser och har sedan dess vuxit organiskt och efter hand breddat verksamheten. Kanada har sedan starten varit den klart dominerande givaren men även Sida och Sverige har numera en lång historia av samarbete. Styrelsens ordförande är Stefan Ingves och i styrelsen sitter även Erik Thedéen. Samarbetet med Sveriges Riksbank innebär bl a att en av de årliga internationella flaggskeppskurserna (Crisis preparedness and resolution) genomförs i Stockholm.\n\nDen årliga budgeten uppgår till drygt 70 MSEK och har varit svagt ökande under en lång tid. Det årliga svenska stödet på 12 MSEK uppgår därmed till ca 16% av budgeten. Omfattningen av verksamheten styrs av tillgänglig finansiering och efterfrågan men efterfrågan har under lång tid överstigit utbudet. Drygt 90% av budgeten spenderas på kursgenomförandet. I en utvärdering bedömdes verksamheten bedrivas kostnadseffektivt. Från samma utvärdering formulerades ett antal rekommendationer vilka TC har implementerat. Dessa utgjordes av förstärkt intern kapacitet att genomföra RBM samt en mindre översyn av förändringsteorin.\n\nFinansiell stabilitet är en avgörande faktor för uthållig fattigdomsbekämpning. Denna insats innebär fokus på hur nationella institutioner, vilket motsvarar finansinspektioner men som i utvecklingsländer ofta utgör en integrerad del av centralbanken, kan utvecklas inom ramarna för balansgången mellan alltför tillåtande eller alltför rigid övervakning. TC utnyttjar härvidlag internationell \"best practise\" men kan också sägas bidra till att den globala normativa kunskapsnivån utvecklas och systematiseras. De fleråriga engagemangen har ökat under senare tid. Tematiskt kan programmen sorteras in under Banking, Securities, Pensions, Insurance, Microfinance samt Cross-sectoral. Insurance erbjöds vid 15 tillfällen och Pensions vid 1.\n\nUtöver utbildningsprogram tar TC fram TC Notes, Toolkits, TC Insights and Proceedings. Man producerar även Podcasts och arrangerar Executive panels och Webinarier. TC Community inkluderar drygt 43 000 följare. Två initiativ som specifikt framhålls utgörs av Leadership program for women supervisors from SSA samt Certified financials supervisors\n\nStrategirelevans:\n\nEnligt PLANit är insatsen klassificerad enligt nedanstående.\n\n• En motståndskraftig finansiell sektor och ökad finansiell stabilitet - 80% M8\n• Stärkt ekonomisk egenmakt för kvinnor - 20% M2 \n\nVerksamheten har, som antytts ovan, breddats över tid vilket även inkluderat att flera perspektiv inkluderats. Jämställdhet har sedan många år integrerats i all verksamhet och följts upp separat vilket motiverat att insatsen har klassificerats med 20% mot det strategimålet. Mer nyligen har miljö och klimat (inkl biodiversitet) uppmärksammats och inkluderas allt mer som en avgörande parameter. Det finns dock i dagsläget inga planer på att inkludera finansiering via GLOBEN.\n\nInsatsen utgör en av endast 3 gåvoinsatser inom GLOBECs portfölj med huvudsaklig klassificering mot finansiell stabilitet där Riksbanken har identifierats som en gemensam \"röd tråd\". I GLOBECs övergripande förändringsteori har finansiell stabilitet identifierats som en förutsättning för att exempelvis privatsektorutveckling ska komma till stånd. Risk-based supervision är ett annat område där TC har mångårig erfarenhet  och därmed utgör en auktoritet inom ett område som blir alltmer relevant i ett finansiellt ekosystem som blir alltmer komplext och sammanlänkat.\n\nEn mer nyligen inrättad företeelse är examinerandet av Certified Financial Supervisors (CFS) där den första kullen som genomgått hela programmets tre olika steg gradueras under 2025 men där fortsatt viktiga framsteg togs under året. Detta innebar en ny kull på nivå 1 och en tidigare kull som genomgick nivå 2. Deltagarna kommer från olika bakgrund (bank, försäkring, pensioner och värdepapper) och har 5 år på sig att genomföra 7 olika program.\nTC Annual Report 2024, sidan 13, doknr 20\u002F001285-64\n\nInom Women´s Leadership Program utökades den geografiska spridningen (till Indo-Pacific region) samtidigt som det femte genomförandet skedde i Sub Saharan Africa.\n\nGenom enkäter och fokusgrupper tillfrågas deltagarna regelmässigt hur organisationens respektive deras personliga  kapacitet har påverkats med genomgående mycket positiv respons. Exempelvis anger 98 % att de tillämpar ny kunskap i sin myndighetsutövning och 82 % anger att de har utvidgat sina professionella nätverk och att de generellt sett blivit mer effektiva.\n\nDen typ av utvärdering där man mer konkret tittat på hur förändrade regelverk hos relevanta aktörer påverkat den finansiella stabiliteten är av praktiska skäl endast möjliga att genomföra i begränsad omfattning och präglas dessutom av att det är ytterst komplexa samband som studeras och där det dessutom är en utmaning att säkerställa kausala samband. En utvärdering 2024 gav två illustrerande landexempel.\n\nI Nepal har myndigheterna under flera år rört sig mot ett system av s k riskbaserad övervakning. Utöver att anses vara ett mer effektivt övervakningskoncept inbjuder systemet till en mer utvecklad finansiell sektor, såväl vad gäller bredd som djup. Inom försäkringsbranschen har förändringen resulterat i att aktörerna numera erbjuder tjänster i rurala områden med låga inkomstnivåer och med ett fokus på innovativa försäkringslösningar. Ökad inkludering av kvinnor, småföretagare kunde noteras samtidigt som försök till bedrägerier och annan kriminell verksamhet kunde avstyras trots låg \"finansiell förmåga (literacy)\".\nTC Annual Report 2024, sidan 18, doknr 20\u002F001285-64\n\nI Malawi genomförs f n landets tredje nationella strategi för finansiell inkludering och TC engagerades via ett flerårigt engagemang för att bidra till förse befolkningen med tillräcklig finansiell förmåga (som därmed kan utnyttja olika finansiella tjänster), stödja framväxten av starka och innovativa marknadsaktörer samt stödja tillsynsmyndigheternas rättsliga och regulatoriska miljö. Som ett resultat antogs omfattande lagstiftning inom konsumentskydd och inom försäkring har i Malawi, i likhet med Nepal, åtgärder vidtagits för att inkludera nya grupper och introduktion av mer innovativa produkter. National Bank of Ethiopia ser regelbundet över sina direktiv och har under året tagit fram en manual som specifikt adresserar reglering\u002Fövervakning av mikrofinansinstitutioner.
