There are several sub objectives in order to reach this overall goal: i) increase local actors capacity to deliver services to the community, ii) develop livelihood activities in agriculture, cash-for-work, iii) rehabilitate roads and water systems and agricutural land, iv) introduce renewable energy, solar panels for households, water pumps and local manufacturing. These activities will reduce the risks for people to fall back into a humanitarian situation but also to build resources in the community, resouces that have been depleted during many years of conflict and food insecturity.

Conflict sensitivity is built into the programme and it also includes a component to promote social cohesion and capacity to peacefully resolve local conflicts.

The contribution is a resilience support financed by a humanitarian allocation. The programme is a three years intervention, a humanitarian complement to an on-going EU DEVCO programme ”Enhancing resilience in Yemen in Food Security and resilient Livelihood programme”, second phase 2019-2022 (ERRY II).

However,
approximately 700 farmers were supported with fodder seeds and trainingsessions in value chains for ruminants fattening, dairy value chains
development, tomato and sorghum. Training on cultivation with low water requirements and high resistance was also taking place. Approximately 900
female farmers have been trained on milking practices, animal health and otherlivestock activities. Dairy processing units were rehabilitated benefiting the
quality and hygiene of the production. Considering the positive impact observed during ERRY I related to empowering of womenheaded household these
activities continued during the second phase.

The number of Cash-for-work participants were lower than planned due to lack of permits from authorities but reached about 1000 and almost 20.000 beneficiaries
through the cashin hand modality for rehabilitation of community assets. Community consultations were held to select assets that were most important to
the community. Almost 60 community assets were restored water harvesting, road and school rehabilitation, market restoration, sanitation projects and solid
waste disposal.

The number of public institutions, like health and education, supported with solar systems exceeded the planning. The solar home system training was delayed
and took place in the first quarter 2020. Two major interventions were conducted during the period a long term solar procurement agreement was developed to
boost the local economy and promote private sector in solar energy implementation and cut the costs significantly. Furthermore, 25 solar offgrid
systems were installed in health centres and 36 solar offgrid vaccine refrigerators installed. UNICEF and UNHCR have agreed to pilot solar microgrid
in their responses. In addition to solar panel companies being created, job creation within areas of handcraft, repair and maintenance are also included.
A large number of community resilience plans were developed, including operationalisation. An important component were to enhance the capacity of
local authorities to enable them to respond to the basic needs of their communities. For example to improve water management through improved
water use and fair distribution. Subdistrict committees were formed to represent all villages under each district. Under the social cohesion component
approximately a third of the mediators were recruited and trained to facilitate peaceful conflict resolution. They were trained on do noharm principles,
humanitarian principles of impartiality and neutrality. They were also trained on conflict scan and gender sensitivity.

Key findings from the second year of implementation
The report for the second year (January to December 2020) of ERRY II describes progress in the implementation of the project activities, despite
challenges related to differences under authorities in the north and south, and the COVID19 pandemic to which the project quickly adapted in terms of
responding to the new challenges as well as managing the planned activities.

Some of the key achievements reported from this period are:
5,112 individuals were provided with emergency employment through cash-for-work activities, generating a combined income of USD 306,720.
5,112 individuals received business and skill development training to establish microbusinesses.
1,335 individuals established microbusiness and improved their access to income $100/month.
102 public facilities were solarized to resume the critical functions in schools, health centers and public offices.
2,000 HHs received COVID19 hygiene kits for protection and to prevent the spread of the virus.
104 insider mediators were trained on conflict resolution and analysis.
14 participants attended a training on Gender mainstreaming organized by SEARCH for ERRY II implementing partners.
57 community resilience plans and 23 subdistricts block grants were implemented to improve access to basic services and reduce conflicts.
133 community assets were restored and/or established $2,528,726.51 cash assistance was received by 8,902 individuals working on the community assets
through FFA to improve their access to food.
590 apprentices were trained on life skills, financial literacy and theoretical training in selected occupations followed by on job training at workplaces.
320 master crafts persons were trained on learning methodologies, CBT/A and OSH under the apprenticeship scheme.
50 individuals were trained to improve their employability skills in solar energy microenterprises.
68 TOTs were trained on I OWN A SMALL BUSINESS curriculum targeting semiliterate beneficiaries.
5,500 farmers received animal feeds to enhance milk production and fattening of the livestock.
1,182 female farmers provided with small and medium size dairy equipment for collection, processing and marketing milk.
1,425 farmers trained on dairy processing, proper method of milking, & fattening.
3,500 rural farmers were supported with improved fodder crops to improve livestock productivity.

Key findings from the final year of implementation
During the reporting period a number of income generating activities were implemented with the aim of increasing resilience, as well as reducing food
insecurity. According to the ERRY II Narrative Report (2021) vulnerable farming households improved their selfemployment and access to income through the
agriculture value chain. Shortterm employment opportunities were created by rehabilitating key community assets. This was done through the implementation
of Food Assistance for Assets (FFA) activities, providing work and dignity to beneficiaries. Individuals were provided with alternative livelihood business
skills, thus improving their access to income and markets to meet their emergency needs. Beneficiaries were able to select businesses that suited their
interests and capabilities while taking into account local market realities.

FAO implemented activities related to agricultural value chain development. 11 300 farmers were provided with inputs to improve cereal (sorghum, millet and
legumes) chain. The 11,300 beneficiaries reached with the support are in six districts of southern Yemen (Khanfir, Lawder, Zinjibar, Tuban, Tur Al Bahah and
Ash Shaymaytyn).

9596 farmers supported to improve livestock productivity. Pestes des petit ruminant (PPR) and sheep/goat pox (SGP) are diseases affecting sheep and
goats and are endemic in Yemen. Vaccination campaigns aimed at prevention and control of PPR and SGP, combined with treatment of sheep and goats
against internal and external parasites was conducted in three governorates (Abyan, Lahj and Taiz). In the campaigns, total of 509,254 sheep/goats
vaccinated and dewormed and 33,464 households reached with animal health services (vaccination and treatment).

16500 farmers trained on sorghum/millet, tomato, milk and coffee value chains, livestock fattening and health, dairy product processing and marketing. Provided
training to strengthen cooperating partners capacity in regard to environmental and social safeguards during the FFA implementation. Engaged
55,7907 people to work in 62 different assets through FFA and 700 People in different income/skill generation trainings through FFT. More than 50,000 people
indirectly benefitted from the assets created and rehabilitated. Transferred approximately USD 4 Million to targeted beneficiaries with the aim of
supporting their immediate food security needs. During this period they managed to construct and rehabilitate 13 water harvesting schemes, 20 road projects, 10
school buildings and five sanitation projects among other things.

Assessment of achieved results in relation to the objectives
According to the impact evaluation conducted in 2022 showing that 82% of survey respondents indicated that their income had improved after engagement
in ERRY II activities compared to before ERRY II.
