In a UN Joint Program, and in accordance with the agreement template Sida participated in negotiating with the UN, each participating UN organization is responsible for its results and activities and its allocated budget. Sida's agreement partner is the Multi-Partner Trust Fund Office (MPTFO) in New York, which is hosted by UNDP but assisting the entire UN system. It has the role of distributing funds to participating organizations in accordance with the program document and subsequent decisions on possible revision by the Steering Committee . As outlined in the program document, the objective of the proposed joint UN program is for the UN System (UNS) to come together to support the sub-regional organisation called the Integrated Authority for Liptako-Gourma (ALG) in implementing its strategy and annual plans and to strengthen its capacity to do so, with the purpose of effectively addressing the multiple challenges faced by the sub-region in the area of security, governance and resilience, as understood by the three corresponding pillars of the UN Integrated Strategy for the Sahel (UNISS) and its Support Plan (SP).In order to reach the above objectives, the Joint Program (JP) will intervene across four different areas, namely early 1. recovery & livelihoods, with a focus on the most vulnerable, 2. stabilization & social cohesion, 3. the fight against terrorism and 4. the active participation of local actors, including authorities and civil society, all of which will be undertaken in the context of seeking to strengthen cross-border cooperation between the three member states, namely Burkina Faso, Mali and Niger. Programmets längd, dvs aktivitetsperioden, i enlighet med avtalet och programdokumentet, är från den 1 november 2019 till den 30 oktober 2022 och utbetalningar är enligt avtalet planerade till november 2019 samt oktober 2020. Avtalet förväntas skrivas på i mitten\u002Fslutet på november 2019 och träder då i kraft. Det förblir sedan i kraft till det löper ut vilket det gör när all avtalsenlig rapportering lämnats in.\n\nOmrådet som benämns Liptako-Gourma refererar till gränsområdet mellan Burkina Faso, Mali och Niger där det uppskattningsvis bor c:a 17 miljoner människor varav 80% på landsbygden. Fattigdomen är djup, utbredd och multi-dimensionell och sedan 2012 har regionen också drabbats hårt av våldsamma konflikter kopplat till en ökande närvaro av olika beväpnade grupper, våldsam extremism, våld mellan etniska grupper och mellan boskapsskötare och bönder. Detta har lett till en ökad närvaro av olika internationella och nationella säkerhetsstyrkor vilket förefaller ytterligare ha bidragit till våldsanvändning av de beväpnade grupperna som ser staten och säkerhetsstyrkorna som sin fiende. Samtidigt som det behövs ett militärt och polisiärt svar på det rådande utbredda våldet verkar de flesta bedömare vara överens om att den långsiktiga lösningen handlar om att ta sig an de strukturella orsakerna till fattigdom, marginalisering och radikalisering varför det också behövs omfattande, samordnade och transformativa ansatser till reformer och utvecklingsinvesteringar i regionen. Här har den mellanstatliga organisationen ALG en potentiellt avgörande roll då inget av de drabbade länderna på egen hand kan ta sig an de enorma utmaningarna. Utan ett väl samordnat gränsöverskridande samarbete riskerar problemen och de väpnade grupperna snarare bara röra sig över gränserna bort från ett lands myndigheters ambition att återta kontroll.\n\nSom beskrivs i programdokumentet är alltså målet med det föreslagna gemensamma FN-programmet att stödja ALG i att genomföra sin strategi och årliga planer samt att stärka ALGs förmåga att göra detta med syftet att samtidigt och på ett hållbart sätt bidra till genomförandet av stödplanen för FN:s strategi för Sahel (UNISS). För att uppnå ovanstående mål kommer det gemensamma programmet att arbeta inom fyra olika områden, nämligen 1. tidig återhämtning och försörjning, med fokus på de mest utsatta och sårbara, 2. stabilisering och social sammanhållning, 3. kampen mot terrorism och radikalisering samt 4. aktivt deltagande av lokala aktörer, inklusive myndigheter och det civila samhället. UNWOMEN have reinforced the capacity of 259 female peace mediators and constructed sevel peace \"huts\" in Mali and in Niger, serving as locations for mediation and conflict resolution between communities. 321 women and girls victims of GBV have benefitted from psychosocial support, and 27 information campaigns have been conducted with the purpose to raise awareness around GBV and protection of the righs of women and girls. Results include increased female leadership in peace mediation, decrease in cases of intercommunal conflict, and increased awareness of GBV in the targeted areas. \n\n- The program have produced a number of studies increasing the understanding of the socio-economical context and the dynamics of prolonged conflicts in the region. UNESCO conducted an analysis of causes of communal conflicts in the region, and the results were used for a training of journalists, community media on awareness and prevention of conflicts with the purpose to reinforce social cohesion. \n\n- Through the program support has been provided to develop professional competences and strengthen livelihoods of populations exposed to vulnerabilities, with the purpose to integrate these populations in the communities. ILO have strengthened the capacities of 300 internally displaced youth to enable them to generate income, by providing professional training and work tools. \n\n- UNICEF has supported the construction of learning spaces in Mali and Burkina Faso, allowing access to education for more than 2100 children living in conflict affected areas. In addition to this, 137 internally displaced women and youth in Mali have benefitted from micro-project financing, 4 000 beneficiaries have gained access to clean water in Mali, and in Niger more
