Den högsta nivån av relevans relaterar till införandet av dialogmekanismen och tillgången på verktyg för att främja social dialog på arbetsplatsen. Tematiska frågor som miljö, jämställdhet och konflikthantering kommer på andra plats med nästan 50 procent av de tillfrågade. Slutligen kommer omkring 40 procent av de tillfrågade att inkludera fackliga engagemang i social dialog. (s.2-3). I alla hubbar var respondenterna också nöjda med SWP:s systematiska tillvägagångssätt och åtgärden relaterade till nyckelfrågor som identifierats på arbetsplatsen. Enligt utvärderingen har SWP säkerställt relevansen genom att anpassar programmet och modellen till den lokala kontexten i de regionala hubbarna (s.3).\n\nEffektivitet (\"effectiveness\"):  En majoritet av de tillfrågade tycker att SWP har haft effekt på deras arbetsplats. 80 procent svarade att SWP har förbättrat relationer mellan arbetsgivare och arbetstagare (s.23). Samtidigt svarade 20 procent att relationerna förbättrades bara litegrann (4,7%), inte alls (6.5%) eller att de inte visste (7.5%). Det ligger på ungefär samma nivå som halvtidsöversynen 2022. Det finns lika positiva svar i termer av ökad respekt och tillit på arbetsplatsen, etablering av dialogstrukturer, förbättrad samordning och samverkan mellan arbetsgivare och arbetstagare och ökat samarbete med andra organisationer, där minst 70 procent av svaren var på 4 eller 5 av 5. \n\nEffekter: De effekter som nämns i utvärderingen handlar om förändringar på individnivå samt på organisationsnivå, i linje med SWPs förändringsteori t.ex.värderingar som har förändrats, strukturer som har etablerats och utveckling av företagets policys. Samtidigt har arbetsplatsprogrammen haft sina upp- och nedgångar, ibland med förändringar av nyckelpersoner inblandade, och andra gånger med brist på tid och resurser för att nå sin fulla potential. En slutsats från utvärderingen är att effektiviteten på arbetsplatsnivå är svår att mäta eftersom företag oftast inte kan eller vill dela intern data om t.ex. medarbetarundersökningar, juridiska frågor eller konflikter. SWP-teamet har gjort in- och utträdesundersökningar som visar på goda resultat under engagemangsperioden. Men med undantag för ett fåtal fall är effekten av SWP på den övergripande utvecklingen inom företag svår att dokumentera.\n\nResultat från SWPs slutrapportering 2025\n\nSWPs slutgiltiga narrativrapport rapporterar resultat på olika nivåer i linje med SWPs förändringsteori: kontrollsfär, påverkanssfär, intressesfär. \n\nKopplat till kontrollsfären rapporterar SWP att de har:\n\n- Engagerat 243 företag och direkt nått ut till ca 160 986 arbetstagare och chefer\n\n- Genomfört 41 arbetsplatsprogram därav fem avbröts eller pausades\n\n- Utbildat 2053 personer \n\n- Samarbetat med 10 fackföreningar\n\nKopplat till påverkanssfär rapporterar SWP att: \n\n- programmet har förbättrat relationen mellan chefer och anställda, vilket stöddes av den slutliga utvärderingen, och lett till mer öppen kommunikation mellan chefer och medarbetare. I självbedömningar som genomförs i slutet av ett arbetsplatsprogram rapporterar deltagarna ett bättre dialogklimat (99 %) och kommittéerna uppger att de mestadels är representativa (79 %) och formaliserade (71 %) efter att cykeln är avslutad (s.29).\n\n- Chefer rapporterar i sin tur en förändring i sin syn på den roll som medarbetarengagemang spelar. I många fall, genom sitt engagemang i arbetsplatsarbete, började chefer se samverkan som en tillgång. I intervjuer erkände chefer att en strukturerad social dialog har minskat konflikter på arbetsplatsen och förbättrat teammoralen. Och flera företag ser ökad produktivitet kopplad till kommittéerna, dialogen och samarbetet.\n\n- För företag har en av de viktigaste effekterna varit integrationen av arbetsplatsdialogstrukturen (kommittéerna) och att dessa över tid har utvecklats till att bli användbara för företaget. I många fall har dessa kommittéer blivit en del av ledningens rutiner och enligt SWP bidragit till företagets resultat genom konkreta resultat som klagomålshantering, förbättrad arbetsmiljö eller reviderade interna policyer. (s.30) T.ex. på SKFs kontor i Colombia har arbetsplatskommittén ökat medarbetarengagemang och bidragit till utveckling av mänskliga rättigheter i företagets policyer. (s.30).\n\n- Kompetenshöjningsprogrammet UP! har varit särskilt lyckats. Utbildningen samlar fackliga representanter och personalchefer i kohorter för att höja deras kompetens och beredskap att föra social dialog på arbetsplatsnivå. 127 företag deltog med mer än 30 000 anställda totalt. UP! programmet utbildade 332 representanter och chefer inom social dialog, kommunikation, konfliktlösning och affärskunskap. Utbildningen bidrog till förbättringar av förtroende, klagomålshantering och gemensamt beslutsfattande. (s.30) Utbildningen genomfördes i samarbete med fackföreningar som NUMSA och SACTWU i Sydafrika och med AUKMW och KAM i Kenya. Ett viktigt resultat var också stärkandet av fackliga organisationer: fackföreningar rapporterade ökat medlemsantal, minskade konflikter och snabbare avtal i sina kollektivavtalsförhandlingar. NUMSA integrerade SWP-moduler i sin utbildningsavdelning och SWP lanserade en utbildning för utbildare (ToT) för att institutionalisera lärandet. I Kenya användes utbildningen av AUKMW för att fördjupa sin dialog med arbetsgivare och arbetsmarknadsministeriet. (s.30)\n\nKopplat till intressesfär hänvisar SWP till slutsatserna i den slutliga utvärderingen - att resultaten i programmet bidrar till intressesfären men är svåra att utvärdera eftersom de bidrar till komplexa och breda frågor. Rapporten hänvisar till effekter såsom bättre samverkan mellan parter, förbättrade förutsättningar för dialog om en grön och rättvis omställning, minskad konflikt mellan parter och smidigare förhandlingar om fackliga frågor.
