Alla dessa teman (bristen på tillträde, svårigheterna att upprätthålla en principbaserad respons och skyddsproblem) är akut angelägna och kräver en vässad humanitär responskapacitet, något som ATHA kan bidra till.    \n\nDen kapacitetshöjning bland humanitära aktörer som ATHA syftar till ämnas åstadkommas genom ett par, kompletterande metoder. Dels har ATHA skapat ett nätverk av praktiker (dvs. representanter från operativa organisationer) som inkluderar ICRC, ACF, NRC m fl, både på fält- och huvudkontorsnivå, vilket möjliggör dialog och utbyte mellan organisationer kring utmaningar och lösningar, exempelvis vad gäller tillträdesförhandlingar. ATHA gör också egen research\u002Fanalys på teman som praktiker signalerat som relavanta utifrån deras humanitära aktiviteter i fält. The presented results is therefore very output oriented. \n\nIn the period covering 1 February 2018 to 31 January 2019 ATHA has: \n\nConducted Research Initiatives and Publications:\n\na) Practical and Strategic Operationalization of International Humanitarian Law (IHL), Humanitarian Principles and Protection \nResult: Produced an article examining the role of IHL and humanitarian principles in the discourse of humanitarian negotiation. Based on interviews with over 50 humanitarian practitioners about their experiences with negotiations in the field. \n\nb) Frontline Humanitarian Negotiation: Reflections on Professional Approaches, Policy, and Field-Based Practices \nResult: At the request of humanitarian agencies, research on the challenges and approached of negotiation with \"radical\" or \"rejectionist\" armed groups was carried out. This research consisted of exploring and understanding non-state armed groups (organisation, strategy, behaviour etc.) in terms of particular challenges in access negotiation, understanding how organisations prepare for humanitarian negotiations and understanding the role of gender in humanitarian negotiations with such groups. This research resulted in three papers, highlighting dimensions of humanitarian access obstruction, the importance of applying negotiation theory and learning, to the work of humanitarian practitioners, and the particular challenges of negotiating in contexts of protracted armed conflicts.\n\nc) Protection of Humanitarian Action from Attack \nResult: An article based on over 100 interviews with practitioners involved in humanitarian operations and security management. The article examines the pursuit of accountability, public advocacy and examines confidential negotiations. These aspects are also discussed in connection to the broader discourse on security management in the humanitarian sector.\n\nd) Addressing the Humanitarian Impact of Forced Displacement\nResult: Ongoing research initiative to examine the roles and responsibilities of humanitarian agencies in designing and implementing approaches to address the operational and policy challenges of protection in the context of potential future large-scale returns of Syrian refugees from countries that have been sought for refuge.\n\ne) Populations in Crisis: Stabilization Zones and Other Militarized Areas\nResult: ATHA produced a research paper promoting an informed reflection by humanitarian organisations on the challenges and dilemmas faced in the so-called \"de-escalation\" or \"stabilization\" zones (DEZs). \n\nf) Gender and Humanitarian Response \nResult: Gender and Humanitarian Response Policy Project aiming to address the operational and policy concerns related to gender. In order to generate research on gender in the humanitarian sector, engage with gender experts, develop content focused on the intersectional nature of gender analysis and application to field environments. This has resulted in an research article on sexual violence against female aid workers making contribution to the literature on the protection of female aid workers in humanitarian response settings. This intervention also resulted in a research article on the challenges faced by humanitarian negotiators, practitioners and agencies and the need to better understand the relationship, decisions about and implications of gender in approaching humanitarian negotiation. \n\ng) Responsive Programming: Exploration of Emerging Themes in the Humanitarian Sector \nResult: Several research publications on the challenges faced by humanitarian organisations across different context, with specific focus on legitimacy and cooperation across ethnic, religious and ideological lines in Asia. Along with specific focus on the humanitarian, political, societal, and economic dimensions that make the protracted conflict in Afghanistan intractable and precarious for civilian populations.\n\nPedagogical Tools and Methods: \n\na) Case Studies and Simulations \nResult: Several decontextualised day-long simulations based on ATHA's field research in countries such as Syria, Myanmar, Somalia and Afghanistan. Topics have included accessing population under siege, negotiating access and protection for displaced populations and negotiating access and humanitarian protection in highly insecure environments. These simulations have been carried out in several countries: Lebanon, Thailand, Switzerland, Rwanda, Jordan and Nepal. \n\nb) Professional Tools and Methods\nResult: \"Toolkit: Responding to Violence against Humanitarian Action on the Policy Level\", produced through consultations with members of the Working Group on Protection of Humanitarian Action involving representatives from ATHA, Action Against Hunger (AAH), CARE International, the Johns Hopkins Centre for Humanitarian Health, and the European Interagency Security Forum (EISF) along with other international and humanitarian organisations. The toolkit offers guidance on response options for humanitarian agencies and practitioners with regard to: sharing information; speaking out in safety; and challenging impunity. \"The International Law Matrix\" is another result, it provides typology and methods of talking about international law in humanitarian negotiation, designed for negotiations surrounding the safe and dignified return of refugees from Lebanon to Syria (but can be used in numerous cases). \n\nCommunity Engagement and Convening:\n\na) Roundtables and Closed Practitioner Discussions\nResult: Professional consultations and roundtables to solicit input and insights on ATHA's ongoing practitioner driven research. The closed, informal consultations on thematic areas, key dilemmas, and gaps in the field engage practitioners deeply on particular issue or context, while also informing the substantive direction of ATHA's work.\n\nb) ATHA Facilitation in Advanced Regional Workshops on Humanitarian Negotiation \nResult: In partnership with CCHN, offer safe and informed space for humanitarian professionals engaged in frontline negotiation to share their experience, as well as build their capacity to address current challenges and dilemmas of humanitarian negotiation in complex environments.\n\nc) Humanitarian Assistance Podcast \nResult: Engagement with the wider humanitarian community through monthly Humanitarian Assistance Podcast and the related Practitioner Profiles series. enabling professionals around the world to engage with experts on current issues in humanitarian protection and assistance. The podcast has been ranked as the top humanitarian podcast and number one in the Apple iTunes store. \n\nPresentations and Outreach:\n\nResult: ATHA presentations for numerous working groups, panels and conferences on subjects such as: protection of humanitarian actors and operations; prevalence of sexual violence against female aid workers; gender and policy programmatic areas of the ATHA program; humanitarian law; humanitarian access and negotiations; disaster management and risk reduction and more. \n\nIn the period covering 1 February 2019 to 31 January 2020 ATHA has: \n\nResearch Analysis:\n\na) Publications in 2019 \nResult: Publication on the subject of extreme poverty, triple nexus, violence and instability in Mali, along with a publication analysing the practice of humanitarian negotiation through the lens of existing negotiation scholarship. \n\nb) Forthcoming context analyses and papers\nResult: Field assessment and literature review of publications on: Easter Ukraine and the relationship between international and national humanitarian agencies; Mali and the perception of security; Central African Republic and the challenges of humanitarian access; diversity and inclusion in humanitarian negotiation; negotiating access for humanitarian health programming in fragile health systems; and advancing victim-centred approach to sexual exploitation and abuse investigations. \n\nConvening and Policy Engagement: \nResult: Engagement in extensive outreach and dissemination of ATHA's context analysis of Mali, this report and research was presented at several events in countries such as; Sweden, France and Germany.\n\nProfessional Development:\nResult: Translating context analysis into pedagogical tools for use in professional workshops along with
